Present ~:?a~i~r Johnson; Councilmen Burdic, Nigh, T~.ylor, '~iJiley, ~'~'right; absent Peters. Iinutes of the meetings of Feb. 16th and l7th were read and approved as read. The council ne~.t proceeded to consider a communication from ?3.Z.Delsman asking that the City lease him the Septic tank tract for a period of three years, the rental to be ~~35.00 per year and the city to furnish materi~a to repair the. fence. after some discussion it ~°ras moved by Hardie secon~ ed by z3ig.~1 that the Recorder notify I~,Zr. Delsman that the City will grant him a lease for one year ~~.ncz furnish r~ateri~~l for repairin. the fence. Carried. r~r. '""+'right z°eported that the Street Committee had investigated the recuest of i.~. Olsen that he be a11o~~1ed to build a sides^~alk in the alley adjoining his property on Fourth St. and the Committee recommended that said request be granted. the Street Committee having bee,: granted po~~~er to act in this :natter no action tiaras taken by the Council. Thy application of ?.r. Goggins for permit to build s,nd operate a sac~,~nill and u.se the sidewalk at his property on Fast 1,`~ain Street ,~das discussed. Moved by ~urdic seconded _t by ~~~'right that ~~Ir. Goggins be granted authority to const~u.ct a saw mill and log gash 1~'" i and to unload logs from the sidewalk to his o~~m ~t~~x°operty provided he maintain danger signals, and that the City Engineer be instructed to survey the lines of the property. Carried unanimously. Councilman Taylor reported that he had interviewed ~~~r. Goggins regarding the smoke stack. He stated that Ir. Goggins i~rould do anything the City r..ay asls, vu~ithin r eason, ~ro- vided the action ~~rill be final. The co mittee decide:.. to wait until they have seen the burner in operation before making recommendations. I-i.C.Sparr addressed the Council regarding the purchase of the lot ou~rned by the City at the intersection of B St. and I.=ou_ntain 1"~.ve~lue, formerly leased to S.i~.Steele. On motion of Lardy, eco~~ded by Purdic this matter "~~.s refer°red tp1 the Realty Committee ~r~rith power to act, all voting in favor thereof. I~,Irs. h.I~~I.Clark ,,~~as present and objected to the proposed construction of cement side- : `~ralks on ?r~isconsin Street. The time for the he~~rirlg on this matter being I~,iarch 2nd, no action ,r~tis taken by the council. The Council nel.t proceeded to consider a proposed ordinance entitled "Ordinance creating the office of !'City i~~~anager" in the City of ~ishland, Oregon, to have supervisory control over the Street, Fire, Jlect,aic and ~'~r~~ter Departments; defining; the po~~"ers, auties ar~ld limitations of such office; and repealing Ordinance i~o. 812 re~.ating to the City Purchasing ~"~.gen;~.r' i'he ordinance having been reap. the first time, on motion of Taylor seconded by Burdic the matter was referred to the Ordinance Cor~nittco ~,~~ith inst~°uc~;ioi~a 'ca investigate a~~~d report at the nel~t meeting.
