Carried unanimously. Mir. E. J. Ararat, 0. ~'~inter and. R.P.Campbell ~~sere appointed a Board of Viewers to t~o determine and ~.ssess the special benefits accruing to each piece and parcel of land within Seger district No. 27. ~onday'.~ August pith, at o'clock P.M• and the inneruch section of Elizabeth and Ashland Streets wore designated as the time and place t~~he s Vie~vers shall meet and proceed to assess the special benefits. On recommendation of the City Manager motion was:made and seconded that Elmer Smith be refunde~. the amount of his phone bill for the past four months and that the City take care of the bill in the future. Carried unanimously. The council nett discussed the :natter of cleaning out some of the Springs in the Canyon with a..view to 'increasing the flow of Ashland Creek It was moved by Burdie seconded by Ta~~or that the mater Supt. be authorized to spend not to exceed X100.00 in cleaning out suhh spring as he thinks best. The council met in regular session at the call of the ~,~ayor at 8 o'clock P.P~~'. on this date. Present I~~~ayor Johnson; Councilmen Hardie, High, Peters, Taylor, '~iley, Wright; absent none. ~~~inutes of the previous meeting were read and approved as read. A communication from Harry Silver relative to the water question was read and on motion of Taylor seconded by Herdic laid on the table. The Realty Committee reported that they had looked over the proposed dump ground site and that t~~F-.,could be purchased from ~~r. Miller for X1500.00. The Committee recommended that the site be purchased. Moved by Wright seconded by Ailey that the Council authorize its purchase. Carried unanimously. Moved by '~~~ixight seconded by High that the City Attorney be instructed to prepare the necessary contract and that the P,~ayor and Recorder be authorized to sign the same. Carried. The l~~ayor presented the complaint of a party residing at No. 523 ~dorth I~lain Street who claimed that the adjoining property was in a very unsanitary condition. ~~r. Hosler stated that the property was not tivithin any sevler district and the se~~~er would have to be ~ ~ extended before the property could be connected. ~~oved by Burdic seconded by High that ~ tho sevaer be ordered constructed. Carried unanimously. Councilman Taylor stated that H.G•~Yolcott wishes to buy the City's lot at the corner of '~hird and A Streets. O.F►Carson, vrho was present, asked for the privilege of making the City an offer before the lot is sold. On recommendation of the Recorder it was moved by ~vright seconded by Burdic that the penalty antl~he delinquent sidewalk assessment of ~'xs. M.E.Wood be remitted. Carried Moved by Wiley secon~.ed by ~'~right that the money collected for irrigation under the ditch for the month of August be refunded. Carried unanimously. Councilman Taylor again brought up the water question. He stated that he was in favor of buying 300 or 4Q0 additional acre feet of water from the Talent Irrigation District, He was also in favor he said of conserving the water in Ashland Creek Canyon by a storage dam and of replacing such city mains as are inadequate, and he thought he would favor the installation of meters. He stated that he thought the council should take definite action this Fall. After some discussion it was moved by Taylor seconded by Burdie that the Council place on the ballot at the November election the proposition of bonding the City for a sufficient sum to purchase 400 additional acre feet of water from the Talent Irrigation District. Carried unanimously. Mr. Taylor asked the oouncil's opinion in regard to building a reservoir on Crowson Hill. Councilman Wiley stated that he thought steps should be taken at once to build a storage dam in the Canyon. He said he was also strongly in favor o buying additional water from the Talent Irrigation District and perhaps later building a dam in the Canyon. Moved by Wright seconded by High that the proposition of building a reservoir on Crowson Hill be also placed on the ballot this Fall. Carried unanimously. Councilman High stated that he thought the only solution of the water problem was the building of a reservoir in the Canyon. He thought the Mayor and Council, together with the City Engineer and others interested should go up the Canyon and look the situation over. _ , `a S-' f. t ~h I~Ioved by Wiley seconded by Hardie that the matter of building a storage dam in Ashland Creek Canyon be placed on the November ballot, the location: cost etc. to be determined later. Carried unanimously. Councilman Taylor stated that larger mains would be needed and an adequate distribution system would have to be provided.~:It'~as moved by Taylor seconded by High that the council include in the proposed bond issue a sufficient sum, to be determined later when the Engineer8s report shall have been presented, to replace and improve the d~.tstribution system. Carried unanimously. John Dodd addressed the council regarding the water question. He also spoke of a bridge back of the creamery and several gratings in the sidewalks which he claimed were dangerous. As Chairman of the Fire Committee Councilman Taylor called the attention of the council to the need of new fire equipment. and stated that he thought the matter of bonding for a new fire truck should also be placed on the ballot. O.F.Carson addressed the council asking that the City pay one-fourth of the cost of new electric sign erected in the Plaza. The council stated that the matter would be disposed of at the next meeting of the council. Councilman `Ailey presented the request of I.D.Pittman for an increase in salary. It was moved by High seconded by Taylor that ~t~r Pittman's salary be increased to X150.00 per month. Carried unanimously. Moved by ~+`~'right seconded by Burdic that the Recorder be instructed to give notice of the proposed vacation of Hartley Street. Carried unanimously. Bill of the Ashland Chamber of Commerce, amounting to X218.51, for the City's portion of the cost of the electric sign on the Plaza was presented. ~~oved by Taylor seconded by Burdic that said bill be paid. Carried unanimously. ~ i 9 On motion of Taylor seconded by ~diley the matter of purchasing a dump ground site was laid on the table fob two weeks. ~ y Moved by Taylor seconded by Burdic that the resignation of C. A. Malone as City ,r Manager be accepted. and that a resolution be embodied in the motion expressing the ~ reciation of the council for the time ever and tho ht iven bs~ Mr. Malone in an ~Pp ~ gy ~ g ~ effort to make the managerial form of government a success. Carried unanimously. Councilman Burdic stated that he wished to make the statement that there had been no friction between the Gity Council and City ~~~anager, but that the council had decided that it was not an economical form of government for a City the size of Ashland and so decided to discontinue it. Councilman Taylor stated that ststistics showed that out of 60 cities ghat had adopted the managerial form of government by ordinance 57, had discontinued said form within a year and that in nearly every case where it had been a success the managerial form had been adopted by vote of the people. n Mr. Tucker and dirs. Merle Robison addressed the council regarding the matter of zoning and asked that a restricted district be established on the Boulvard requiring the erection of houses of a certain cost. Councilman Taylor stated that the Ordinance Committee ~d City Attorney have prepared a zoning ordinance which they expect to pre- sent to the council when the Supreme Court shall have render~sd its decision in a test case filed in Portland. After some discission it was moved by High seconded by Wiley that the Ordinance Committee be instructed to bring the Zoning ordinance before the council for a vote. Carried. 1f On motion of Burdic seconded by Taylor the City Engineer was instructed to invests- gate regarding the expense of constructing a sewer on Oberlin Street. .~j Councilman Taylor spoke regarding the matter of buying a new fire truck. He stated zs, that a new truck, including 800 feet of hoses nozzles etc. and the repair of the old ~ truck would cost approximately X8000. After some discussion it was moved by Taylor - - -  seconded by Burdic that the council place on the ballot in November the proposition of bonding the city for $8000 for purchasing new fire equipment. Carried unanimously. Councilman Taylor brought up the matter of placing one gray traffic signs on the . Plaza. Councilman Bcrdic discussed the parking ordinance and stated that he thought it should be enforced and all night parking should be -rohibited. Illoved by Burdic seconded
