Present t~,'~ayor Pierce; Councilmen Bergner, Peters, Thornton, `'Voods; absent Kay, White. The reading of the minutes was dispensed with. The bids for furnishing pipe and fittings having been fully considered, it was moved b y Bergner seconded by Thornton that the City accept the bid of the Unite States Gast Iron Pipe alid Foundry Company for cast iron pipe as follows: List 1-A- Centrifugal Cast Iran Pipe -Total-------------X23,703.62 List 2- Cast Iron Pipe Fittings, total 1,796.60 all f.o.b. Ashland, Oregon. Carried. 1~~oved by Bergner seconded by Woods that the City postpone for further investigation and report Lists 3 and 4, 'dater Valves and I~ydrants~ also List 5- Regulating Valves 11 Mr. Holler to notify the ~~~ayor when to call meeting of the council to accept bids. The council met in regular session at 7:30 o'clock P.M. on this date. Bills O.K.'d b the Finance Committee, amounting to X15,326.27, were read in ~ y total amount onl~r. Ii~otion mace and seconded that said bills be allowed and warrants ordered drawn in payment thereof. The vote ~t~as as follows: 'ayes Bergner, Kay, Peters, ~'hornton, Woods; nays none. Carried Communication from Billings ~~gency was next read in ti~Jhich they ask that in the specifications for-the reservoir jobs it be clearly stated that any bonds or insurance which is required of the contractor be carried with an agent residing in ~~shland. F. D. ',Magner was present and ~I j~ addressed the council in support of the petition. He stated that a new main route out of Ashland takes in this section and the continuance of the mail-service hinges very } largely on the condition of this stretch of road. He also asked that the council take ad i~: the south art of kshland and one in the Roca I' steps to Improve two sections of ro p Street neig~borhood to connect Roca Street with Indiana Street. On motion of Bergner k seconded by woods thas matter w~~s referred tv the Street Committee for investigation and 14 w report at the earliest possible date. i Communication from the Directors of the Bellview School, asking that they be furnished ~vith City water was read and on motion of Kay seconded by 't~loods, referred to 15 the Water Committee for investigation and report. Report of the Auditing Committee, stating that they have examined the accounts of the Treasurer, Recorder and Park Commission for the year 1926, and found the same to be correct was read. Moved~by Bergner seconded by Thornton that the Recorder be instructed to transfer ;7,000 from the ~Jater Works Construction Fund to the Lithia Pipe Line Fund as a loan. Carried.  ~r Councilman Thornton brought up the matter of improving the City Hall. He recommended that the Hall be painted and kalsomined and that better lights be provided. The cost of re-wiring the City Hall building, in accordance with the recommendation of lb? Malone, he said would be approximately y?250.00. Moved by 'roods seconded by Kay that the matter 16 of rew-w rng and re-decorating the City-Hall be left to the Finance Committee with power to act. Carried unanimously. _ Councilman Woods addressed the council asking that the Mayor issue a proclamation setting aside the last week in February as hlarcotic Education ';leek, and asking that the various organizations and churches take up the subject. rryoved by Woods seconded by Thcrnton that the I~~ayor be requested to issue said proclamation, as requested, setting aside the last week in February as T~arcotic Education `~~eek. E. Williams, a widower, to convey a certain tract or strip of land now part of the dump ground property described as follov~rs £s i ' 're:!~,; Beginning at a paint 44O feet south of the northeast corner of the ' northwest quarter of the southeast quarter of the southwest quarter of Section 11 in Township 39, South of Range 1 East of Williamette ~wLeridian, Oregon; thence wrst 224 feet, thence north 96.4 feet; thence east 224 feet; thence south 96.4 feet to the place of beginn- ~k: ing, excepting from the foregoing a strip of land 30 feet in ~ri~.th 3 along the east side not~r used for road purposes. The foregoing tract contains 18700 square feet without the 30 foot strip for road. also to prepare a deed conveying from J. E. Williams to the City of l~shland a certain strip of land located in the ravine and on the side hill adjacent to the dump ground property, described as follows: Beginning at a point 297 feet west of the north east corner of the , ' northwest quarter of the southeast quarter of the gauthwest quarter of Section 11 in Township 39 South of Range 1 East of the Willia- mette i~~eridian, Oregon; thence south 440 feet; thence crest 67 feet; thence north 6 degrees 21 minutes East 442.7 feet; thence east 18 feet to the place of beginning, containing 18700 square feet. C No money consideration to enter into the transaction, both parties to the deal having agreed to an even exchange of their properties. The vote on the motion was as follows: Ayes Bergner, Kay, Taornton, White, V~aods; nays none. C~-.rried. ~'~oved by Bergner seconded by Woods that the City enter into a contract vrith C.A. Dodson to move all trash and garbage on the City's dump ground to the gully and to pro- : perly cover the same with dirt, the work to be completed by June 1st, 1927, l~.r. Dods n to be entitled junk copper etc, and to remove all salvaged material by J~.ly 1: 1927. The t~tal amount to be paid ~;~r. Do~.son to be.~400.00, said amount to be paid at the rate of X5,0 of the amount due on the first of each month the amount to be determined by the Sanitary Committee, 25~ to be held until the completion of the ~srork and to be retained by l7 the City in-case Mr. Dodson fails to complete his contract, the City to furnish the tools ' and second hand planking. Moved by Thornton seconded by Kay that thr matter of buying drain pipe and installing same in the dump ground be left to the Sanitary Committee with po~ver to act. The vote on the motion was as follows : Ayes, Bergner, Kay, Thornton, '~~Jhite, Woods, nays none. ~ l$ Carried. ~ '.I'he council next proeeede~. to consider a communication from E.R.~iosler beater Supt. recommending that the contracts for supplying the City with regulating valves, strainers, ~_i' fire hydrants, gate valves, joint material and miscellaneous fittings be avrarded to the firms named in his communication, their bids having been found to be the 1o1~~est and best of I9 those considered.
