Ashland, Oregon, Feb. 15, 1927.
The council met in regular session at 7:30 o'clock P.~R. on this date. Present
~`y Mayor Pierce, Councilmen Bergner, Kay, Peters, Thornton, ~~mite, Woods; absent none.
~~inutes of the meetings of Feb. 1st and Feb. 8th last were read and approved as read. ~~rp,
The Street Committee reported that they had looked over the road which Postmaster
'~Jagners and others r~.quested the City to improve, and found the same in better condition
than it has been for some time. The Committee was not in favor of buying a right of way
to change the road.
The request of T. L. Powell for permission to install a gasoline tank and pump on his
4,~:' premises for his awn use was next considered. ~~oved by Thornton seconded by Kay that
the Council grant ~~r. Powell authority to install the tank and pump as requested, the same to be strictly for his own use. Carried.
Complaint of ~~~rs. Clapp, residing at 76 Alida Street, regarding the condition of the
4' ditch in front of her property and her request that the City blast out the stumps left
in front of her premises by the Light Department were presented but no action w~r.s taken. r.".iz38
Sherman Powell addressed the council complaining of the ~~Iillion Ditch in front of
his Oak Street property and asking that steps be taken to improve conditions. On 2I motion of Woods seconded by Bergner this mutter was referred to
the Street Committee 3 ~r
r~ for investigation and report.

k Petition of P.J.Smith and others asking that the council cause a sevF~er to be con-
k strueted on Garfield Street froma~resent end of se~~~er near Iowa Street to a point
about 625 feet south of Towa Street; also an extension of about 100 feet on Towa Street 22 west from Garfield Street, was read and, on motion of
Thornton seconded by Bergner referred
to the Sanitary Committee and Engineer tiTlalker for investigation. `$yx.
~~~r. S~J.H.Perkins addressed the council asking that the City contribute X24.00
toward the expense of advertising the fashion show to be given in the Armory by the ~Y~erchants
of Ashland. 2+~oved by Kay seconded by Woods that the City pay ~p24.00 of this expense.
Carried.
Councilman Kay reported that the Realty Committee had investigated the matter of
selling Dr. Oeser a strip of land adjoining his lot on the Boulevard. The Committee, he
23 said would recommend that said strip be sold provided a satisfactory price can be decided upon. After some discussion it was moved by Thornton
seconded by l~Vhite that a sale of a
seven foot strip be made to Dr. ~leser for X16.00 per front foot. The vote on the motion
was as follows: Ayes Bergner Kay, Peters, Thornton, '~Jhite, adoods; nays none. Carried.
Councilman ~~~hite reported that the Cemetery Committee is ati=~~aiting the return of
~ the City Attorney and is not yet ready to report on the T:~atter of draining the cemetery.
the matter of purchasing refuse oil for the aump ground was next discus-~~ed. It was
~ moved by ~~~oods seconded by Bergner that a sufficient quantity be purchased or obtained
at some garage and ta'~en to the dump ground by l~r. I~~~~errill. Carried.
1~7oved by w{`foods seconded by ~tiay that ~~~Zr. Bergner be employed to ~~~ork with ~~s. Dillard
on the revision of the wetter rates. Carried.
Councilman G~hite recommended that the Park Commission be asked to re-seed and improve
the Boulevard parking strip. lair. ~'ordan who was present stated that the Park Commission
has no available funds Urith which to do this ~~ork. a
Councilman ~doods stated that he thought the council should declare a water policy
in order that the public may be informed as to the intentions of the council regarding
the ~onter~.plated improvements. It was moved by '~~oods seconded by Thornton that the following water policy be adopted:
The T'ebruary 14th reports of consulting Engineers D. C. Henney
and F. C. Dillard and geologist Ira Williams being at hand and quite
fully discussed in informal committee meeting of the whole council
(except Councilman Peters) last evening, at which conference it was
agreed that contract would not be let for the Canyon Dam before
August 1st, with no chance for its aompletion during 1927, motion was duly made, seconded and carried that the council declare the folloti~~ring
water policy, to be adhered to as closely as future conditions will
permit :
For the winter, spring and summer of 1927- estimated expenditures in
excess of X125,000.
1. Lithia Spring Pipe-line replacement.
2. Concrete By-pass around lower intake in canyon.
3. Crovv~son Hill reservoir- construction.
4. New Distribution system installed.
5. Considerable extension of Talent irrigation water service
to Normal School, park and parkway systems and to private
consumers wherever practicable.
6. Gradual installation of meters.
7. Complete revision of existing water rates to raise approx- .
imately X60,000 per year from water where out present
water revenues are around ~~130,000 a year.
8. Placing in effect water conservation measures recommended by the consulting engineers as being a positive necessity.
Carried unanimously.

~,~oved by Woods seconded by Feters~ that the council also declare the following
water policy:
That the summer and fall of 1927 be devoted to~the clearing of Reeder Gulch dam site, building of a new road around the dam, assign of dam,
exploration of rock, gravel, sand and other concrete materials in
Canyon, and every detail of preparation advanced as rapidly as possible
that contract may be let and the dam completes during the 1928 season,
subject to future detailed recommendations of the engineers.
The vote on the motion was as follows: Ayes- Kay, Peters, White, Woods; nays-
Bergner, Thornton. Carried. Ti~ayor Pierce stated that he also wished to go on record as approving the policy.

Councilman Tharnton,,stated that he was not opposed to the building of the dam but
thought the other propositions should first be tried out.
loved by Peters seconded by Pdhite that the reports of D. C . Henny and Ira Williams
for Jan. and Feb. be accepted and ordered placed on file. Carried.
Pbf?oved by VJaods seconded by Peters that the council accept the offer of the Ashland
Tidings to publish the last two reports of ~~r. Henny and ~J~r. Williams in installments,
without cost to the City, Carried.
Ie2oved by Peters seconded by Woods that the Council extend a vote of thanks to
the Ashland Tidings for their liberal offer. Carried.
Councilman Thornton brought up the matter of the possible removel of the electric
light poles on East ~7ain Street to t:~e rear. 24
~ ~~~oved by Peters seconded by Kay that this matter be refer::°ed to the Electric Zight
committee for investigation and report. Carried. . J

The council met at the call of the mayor at 7 o'clock P.1~2. on this date. Present
~~ayor Pierce, Councilmen Bergner, Kay, Peters, Thornton, V'Jhite, Woods; absent none. A
~,~ayor Pierce stated that Engineer Dillard asked for more authority before going
ahead with the program on hand.
It was moved by Peters seconded by ti'Goocts that F. C. Dillard, Supervising Engineer
h be authorized to proceed at once with the pr~.paration of all final plans and specific~-
tions for the construction of the Reeder Gulch Dam and appurtenant works; and all necessary expenditures in connection there~rith is hereby authorized,

compe$sation to be determined by the council at the earliest possible date. Moved

Loved by Peters seconded by ~~~oods that ~~r. Walker be appointed City Engineer during

the amount due the Fund on account of money advanced curing 1926. Carried.

I~~ioved by Bergner seconded by Woods that the Plater Superintendent be authorized to
accept bids and award a contract for hauling the pipe which is to be received soon, the
s~ bid when accepted to be turned over to the Finance Committee so the bills can be properly
checked. Cox°ried.
