Present l~~iayo Pierce,.Councilmen Bergner, Kay, Peters, i'hornton, ~~thite, Moods; absent none. F I~~inutes of the meeting of Feb. 17th were re~.d ~.nd approved as read. Report of C.A.Dodson, caretaker of the dump ground for the month of February, 1927, and report of the Bibrary Board for the year 1926 were read and on motion accepted and ordered placed on file. Petition of 17 citizens requesting the council to provide a double string of electric lights at the intersection of Iowa St. Beech St. and the Boulevard wG.s read and, on motion, 27 referred to the Electric Bight Committee for investigation and report. Communication from the Chamber of Commerce asking that the council clean up the present city dump ground as rapidly as possible and purch~~se another site ~o that the 28 present sight may be abar~doned ~,n~~:_s read and, on motion of Woods seconded by Thornton, laid on the table for the time being. The council next proceeded to consider the claim of H.B.~`oore for the sum of X50.00 2~'2 the price of a horse killed last October by the Police of hshland. The matter was dis- cussed but no action was taken. Bills O.K~d by the Finance Committee, amounting to 4~~~-c~~~,-~~ - were read in total amount only. 1~Iotion made and seconded that said bills be a11o~~~ed and warrants ordered drawn in payment thereof. The vote was ~.s follo~r~~s : .yes Bergner, rLay, Peters, `~'hornton, '~`r'hite, GVoods; nays none. Carried. Councilman Thornton reported that hx. I~Ialone had been instructed to take up the matter of moving poles on I~~~ain Street with the Telephone and Postal Tel. Cos.; that he had been assured that the 't'elephone Co. would be quilling- to do their part, but the Postal Tel. Co. v~uas under the impression that their franchise gives them a perpetual right of way. Councilman Thornton also reported on the condition of the canyon road and the probable cost of the necessary repairs. He stated that he hid taken the matter up with the Forest Service to see if the city can get some assistance. h1r. Malone addressed the council regarding his recent trip to Seattle in the interest of the Electric Department. On motion of Kay seconded by Bergner the salary of ~e V~allis was increased from i X120. to y~125.00 per month beginning Jan. 1, 1927, all voting in favor thereof. On motion of Bergner seconded by Woods the Recorder tivas instructed to write to the Board of Directors of the Bellview School informing them that under the charter it is f 29 impossible for the City to furnish water outside the City limits. On motion of Woods seconded by Thornton, the Recorder d~uas instructed to write to 30 I,~r. Porter on Coolidge Street notifying him that he must connect ~~~s.ith the se~Fuer within fifteen gays. Engineer ~~alker reported that he found the petition of P.J.Smith ~~nd others ~nr a se~~rer on Garfield Street was not signed by the owners of two-thirds of the frontage 31 and if more signatures cannot be secured the City can only order the se~~uer in as a Sanitary measure. He asked for more time for investigation. } On motion of Udoods seconded by Bergner the bill of J.E.Williams of ~4~00 for clean- ing up the property deeded him by the City before taking possession was allov~red. ~ ~ 32 On recommendation of Councilman Thornton 1~Trs. H.E.Norred vv~s granted free lights and water for three months and I~Ir. Nye for two months all voting in favor thereof. I;~ioved by Thornton seconded by `W~~hite that the I~~yor, Council and all city officers 33 having free telephones be allo~aued X2.50 per month on their telephone bills. Carried. Moved by Thornton seconded by !iVoods that the City Attorney bo granted a free telephone. Carried. The council next proceeded to consider an ordinance entitled "Ordinance authorizing the e~~ecution, issuance and sale of "hithit~ Improvement Bonds" of the City of Ashland, J~:ckson County, Oregon, in the aggregate amount of y~15,000.00, pursuant to ~~.rticle XXV of the Charter of the City of Ashland." The ordinance having been read it was moved by Moods seconded by 'White that further action on the ordinance be deferred. Carried. Engineer 'r~alker requested authority to purchase 2 -24" and 1-18'' gate valves at a total cost of X595.00. ~~Qoved by Thornton seconded by Kay that authority be granted I~~r. 34 ~~Jalker to purchase said gate valves at the price named. Carried unanimously. Itilr. Walker also requested authority to purchase 1200 feet of pipe and stated that ~therr 12" or 22" pipe would be required, owin to whether or n t th g o e City contemplates the construction of an auxiliary light plant. The price submitted by %r. 35 Walker for 22" pipe was as follows: 600 feet of 22" Ito. 10 gauge pipe X2.52 per foot. 600 n rt ~~ri n g rr rt ~ _ it rr  the price to cover pipe, delivered, hauled and arc w-elded in place, by-the Beall Pipe & Tank Company, the City to furnish ditch for pipe. After some discussion it was moved by Thornton seconded by Woods that 2211 pipe be installed and Mr. Walker be granted authority to purchase the pipe-at the price named. Carried unanimously. Plans and specifications fcr the Croy°,Tson hill reservoir were presented by Engineer Walker. On motion of Thornton seconded by shits same were approved and the action of _ the Engineer in advertising for bids for the construction of said reservoir was ratified. Engineer ~~Valker presented the request of Engineer Dillard for authority to proceed 36 with the v~rork of repairing bridges and improving the road in the Canyon for construction work. I~Loved by tiVoods seconded by Peters that the Engineer be granted authority to have , the ti°~ork done as outlined by lr. r~~alker. Carried unanimously. After some discussion it was moved by ~i'hornton seconded by ~~oods that F.E.Russill be appointed Assistant Electrician at a salary of y~215.00 per month beginning J~:n. 1, 1927. Carried unanimously. Having been read the second time, roll call was ordered on its adoption. The vote ~,~r~.s ~Js follows: Ayes Bergner, Peters, Thornton, ''~}ite, 'a~oods; nays none. Thereupon the Iiayor decl~!red City Ordinance I~Jo. 851 adopted. P~foved by Moods, seconded by Thornton that the Recorder be instructed to advertise for bids for w75,000 Neater Bonds ~.nd X15,000 lithia Pipe nine Bonds, the bids to be opened by the Council ~~Iarch 29, 1927, at 8 o'clock P.P~~. The vote on the motion was as follows: Ayes Bergner, Peters, Thornton, V+thite, ~7oods. nays none. Carried. Councilman Thornton recommended that rt~he council rescind its action taken at the pre- vious meeting regarding the construction of the road in the Car7yon. After some discussion it vas moved by Wpods seconded by White that the former action taken by the council regard- 3~~ ing the retaining of the men to construct the Canyon road be repealed and the Chairman of the r`~atcr Committee be instructed to lnf~r~ the Engineers of the action of the Council.
