Ashland, Oregon, April 5, 1927. r~' ~.7 The council met in regular session at 7:30 o'clock P.~~. on this date. Present
~ Mayor Pierce; Councilmen Kay, Peters, ;Thornton, ~~hite, to`Joods; absent Bergner.
Pt2inutes of the meetings of March 29th and 30th were read and approved as read.
M~r. Hayden of the Foster Kleiser Co. addressed the Council asking that he be granted
permission to proceed with the installation of a sign at the corner of Indiana Street and
the Boulevard. dir. Hayden ~~das requested to interview the parties objecting to the sign to
adjust the matter of possible. '
V. 0. Smith, representing the School Board addressed the council requesting that
T(i y , the City plant a hedge ~.ust inside the fence bet~,een the Ashland Cemeter ana the choQ1. 63 He stated that the
probable cost Qf planting the hedge would be X75.00 and the School
Board would a half of this amount
p y On motion of foods seconded by Peters the matter was referred to the Cemetery Committee with po~~rer to act.
Report of the City Treasurer for the quarter ending I~r~arch 31st and reports of C.~i.
~~alone and the caretaker of the dump ground for the month of r~~~arch, 1927, were read and
approved.
Bills O.K'd by the Finance Committee, amounting tow15,579.56 wire read in total
a amount only. Motion made and seconded that said bills be alloi~eed and warrants ordered
_ drawn in payment thereof. The vote on the motion was as Follows : t~yes i~:~y, Peters,
Tharnton, ~~~hite, ~'dooU.s; nays none. Curried.

~gineer's estimate of the amount due Rhodes and Judd on their contract for con-
strutting the Cro~~rson Hill Reservoir was presented. ~;~oved by ~'Joods seconded by Peters ~f 64 that the Recorder be authorized to pay said bill,
amounting to :;4,012.50, ~.s soon as
the money shall have been received from the s~~.le of the 'd"eater Bonds. The vote was as
: follows: Ayes Kay, Peters Thornton, ~~Jhite, ~'~oous; nays none. Carried.

66 the matter be referred to the Street and .Electric Light Committees for investigation as
to the probable cost of installation and location of the signs. Carried.
The petition cif a number of citizens asking ~tr~et lights. be p1~~ced on ~,uincy Street ~r ~i 67 and ~~~lker Avenue were read and on motion refer°red
to the Electric ~mght Committee with
power to act.
The matter of repairing the fence surrounding the septic tank tract and leasing the
ground was discussed and on motion of '~~oods seconded by Peters left to the Sanitary
68 Committee ti*fith po~~~Jer to act.
~4~r. Peters reported that the Street Committee have granted ~~~r. C.L.Wimer permission 69 to place a sign on his building at the corner of Third
.and East l~~ain Streets.
On motion, the City Attorney and Attorney Moore were requested to prepare a resolution
of thanks to the Rood Foundation for their gifts to the City, said resolution to be adopt-
70 ed at the time of the tendering of the deeds. Carried.
On recommendation of the Trustees of the Root Estate it was moved by Thornton
seconded by ~tiay that the C~.retaker of the Cemetery be instructed to ta~ze particular care 1 71 of the lots where ~~~r, and Pers. Root are buried,
the City to bear the expense thexeof.in the f
future:. Carried.
The City Attorney addressed the Council regarding the County's handling of the City's k ~ money stating that they have been keeping the interest
on city liens etc. Ke .recommended
72 that the Finance Committee be authorized to ~.mploy an accountant to make an audit to
ascertain the amount of money that should be turned over to the City. On motion of Thornton seconded by 'j~loods the Finance Committee `vas authorized
to employ an accountant to
make said audit as suggested by the City Attorney.
At this time all present wishing to address the council regarding the construction of k
the dam were given an opportunity to do so. Dr. S`~redenburg, ~~~r. Read, r:~r. ~~ansen, A. C.
Kininger, Frank Jordan and others spoke for and against the proposition. After considerable
discussion it wa.s moved by 'woods seconded by Kay that the petition presented at the meeting 73 of P~Iarch 22, 1927, asking that the council reconsider
its action and suspend all progress
on the Ashland Canyon dam, be laid on the table. The vote on the motion was as folloti~,s:
Ayes: Kay, Peters, 'White, ?'foods; nays Thornton. Carried.

designated as Seti~rer District No. 2$.'' The ordinance having been read the first time,
on motion, the rules were suspended, five voting in favor thereof, and the ordinance was palled to the second reading. Having been read the second
time, roll call w~a.s ordered

The council next proceeded to consiu~r a~__ ordinance entitlsd "Ordinance authorizing
the issuance of a pity Improvement Bond in the matter of laying a se~yer in ~~rhat has been g
designated as Sewer District IVo. 29" The ordinance having been read the first time, on
~ motion, the rules were suspended, five voting in favor thereof, and. the ordinance was
passsd to the second reading. Having been read the second time, roll call was ordered on its adoption. The vote ~Sras as tl~~'ollows: Ayes Kay,

noes.
Thereupon the 1w~~ayor declared City Ordinance i~do.~ adopted.
~igineer '~ralker requested authority to purchase approximately 1100 barrels of
cement from the Beaver Cement Co, their bid being the best of those rsceived. He stated
that the east would be 2,97 per barrel provideu all sacks are returned. Iuoved by Petsrs seconded by 'dJoods that the City Engineer b~ authorizsd
to purchase the cement. The vote 74

Communication from the Federal Elec~~~ric Company requesting permission to suspend a,

Communication from the Oregon State Board of ~~ealth~stating that the plans for the
CroYxrson Hill reservoir ana connecting pipe lines have besn recommended for approval by the
u~~.te Board of Y~ealth with the provision that chlorination be maintained at the outlet
of the lo~~er reservoir.
Councilman Thornton reported that the Elec ~~ric bight Commutes had irnvestigated the ~
request for a street light on ~~~t:~lker 1':venu~ and found there is no lean on '~Jalker Avenue at the present time. ~~e stated that the Committee
had oleo investigated the request for a
street light on ~,uincy Street and found there~T,ras only one house on the street that ~ryrould
be affected.
The Cemeter~~ Committee reported on the natter of planting a hedge betv~leen the Junior
High School ana the Cemetery stating that they ~T~cre of the opinion that the School Board
should pay for the hedge if the City furnishes the ground.
On motion of 'Woods seconded by I~ay the City Recorder was instructed to notify Y~Ir. and j
l~Qrs. Reed on Coolidge Street that the "~~`dater SupsrinteYrdent ~~ill turn the Water off if 76

The Recorder next read a copy of an Initiative Petition filed by the Canyon Dam
Postponed Club ana signed by G.S.Butler President and A. C. Nininger Secretary, calling for
a special election to be held on the 31~t day of ~aay, 1927, and demanding that the council submit to the legal voters, for their approval or
rejection, an ordinancs entitled
_ "Ordinance requiring the Common Council of the City of Ashlt~nd, Jackson County, Oregon,
to defer the construction of a reservoir in ~ishlana Creek C~~.nyon, and the preliminary fork
in relation thereto, as authorized by Article 1~OV of the Charter of said city, until
January 1st, 1929, ~~.na until such further tuns thereafter as the present water supply
shall, in the discretion of the Common Council, have been conclusively proved inadequate."
The council next proceeded to ~:,onsider an ordinance entitled "Ordinance fixing rates
to be charged for water service in the City of ~ahand, Oregon, ~~rhether such service be fur-
Wished through or ~rrithout meters; giving th.e superintendent of the water ti~orks power to
install meters wherever practicable; ec;ualizing the so-called "flat rate" and the meter
rate; providing for the inspection and adjustment of faulty water meters; fixing rules and
regulations for the conduct ana operation of the water system of said city; and providing
penalties for non-payment of water service one for violation of tines and regulations thereof; repealing Ordinance iVo. 695 and ~,li oi~dinasces ana parts
of ordinances in conflict '
