Having been read the second time, roll call was ordered on its adoption. The vote ~Sras as tl~~'ollows: Ayes Kay, Peters Thornton, White, V`~ooas; nays noes. Thereupon the 1w~~ayor declared City Ordinance i~do.~ adopted. ~igineer '~ralker requested authority to purchase approximately 1100 barrels of cement from the Beaver Cement Co, their bid being the best of those rsceived. He stated that the east would be 2,97 per barrel provideu all sacks are returned. Iuoved by Petsrs seconded by 'dJoods that the City Engineer b~ authorizsd to purchase the cement. Councilman Thornton reported that the Elec ~~ric bight Commutes had irnvestigated the ~ request for a street light on ~~~t:~lker 1':venu~ and found there is no lean on '~Jalker Avenue at the present time. ~~e stated that the Committee had oleo investigated the request for a street light on ~,uincy Street and found there~T,ras only one house on the street that ~ryrould be affected. The Cemeter~~ Committee reported on the natter of planting a hedge betv~leen the Junior High School ana the Cemetery stating that they ~T~cre of the opinion that the School Board should pay for the hedge if the City furnishes the ground. On motion of 'Woods seconded by I~ay the City Recorder was instructed to notify Y~Ir. and j l~Qrs. The Recorder next read a copy of an Initiative Petition filed by the Canyon Dam Postponed Club ana signed by G.S.Butler President and A. C. Nininger Secretary, calling for a special election to be held on the 31~t day of ~aay, 1927, and demanding that the council submit to the legal voters, for their approval or rejection, an ordinancs entitled _ "Ordinance requiring the Common Council of the City of Ashlt~nd, Jackson County, Oregon, to defer the construction of a reservoir in ~ishlana Creek C~~.nyon, and the preliminary fork in relation thereto, as authorized by Article 1~OV of the Charter of said city, until January 1st, 1929, ~~.na until such further tuns thereafter as the present water supply shall, in the discretion of the Common Council, have been conclusively proved inadequate." The council next proceeded to ~:,onsider an ordinance entitled "Ordinance fixing rates to be charged for water service in the City of ~ahand, Oregon, ~~rhether such service be fur- Wished through or ~rrithout meters; giving th.e superintendent of the water ti~orks power to install meters wherever practicable; ec;ualizing the so-called "flat rate" and the meter rate; providing for the inspection and adjustment of faulty water meters; fixing rules and regulations for the conduct ana operation of the water system of said city; and providing penalties for non-payment of water service one for violation of tines and regulations thereof; repealing Ordinance iVo. 695 and ~,li oi~dinasces ana parts of ordinances in conflict ' hereti~tith and d:daring an emergency.
