Present 1.~Zayor Pierce; Councilmen 8~.rgller, Kay, Peters, Thornton, ~"loods; absent ti'lhite. t~Zinutes of the meetings of hpril 19th 26th were read and approved as road. Reports of C. i,fialone, Supt. of the electric Uept., and C....Uodson, Caretaker of the dump ground., for the month of April, 19:;7, vrere read and ordered placed on f'i1e. Carried. estimate No. 2 of the amount due Rhodes and Judd on their contract for building the Crowson Hill Reservoir, prepared by ~gineer F.~i.Walker vras presented. l~~oved by Woods 80 seconded by Bergner that said bill be paid after being checked and O.K'd by the Finance Committee. Communication from the rayor and City Council of Bellingham, 'P'tiash. extending to the i,~ayor and Council and the citizens of zshland an invita,ion to attend the Tulip Festival to be held 11~ay 5th, 6th and 7th, was read. The council next vroceeded to consider communic~~t;.~on from I:Ir. and ~~rs. B.rvF.Heath stating that they have been informed that ~ hen the v:~ater is turned into the Crowson hill Reservoir they will be entirely vuithout water for domestic use and on a portion of their { land, and requesting that ~~eps be taken immediately to give them the necessary a~rount of water under pressure, said water to be paid for at the same :.ate as other venter users. 81 r~hey <<lso as~Led that an investigation be m~:.de regarding the construction of a retaining wall in front of their property. ~~~oved by Floods seconded by Bergner that the matter of furnishing venter to the Beath property, the building of a retaining wall and the ~~urchase of additional land by the City be referred to the ~"later. The .our of 8:30 o'clock having arrived, the time fixed for the opening of the bids for clearing the dam site, it was moved by Thornton, seconded by :~ergner that owing to the fact that a special election is soon to be held to determine vrhather or not work on the dam shall cease that the matter of opening the bids be deferred until after the .election. The vote on the motion eras as follo~vs: :yes Bergner, Thornton; nays Kay Peters 'dloods. - The .~ayor declared the Motion lost. Thor~iton reported that the cost of installing the~stop lights to be ;resented to the City by the ~:rnerican :region vroul~ ar~ount to approxima~ely ,:15.00 per light. T~~oved by ~~~loods seconded by meters that the lectric eight Committee be gr~~~nted authority to proceed with the installation of the lights as outlined, the expense thereof to be borne by the General Fund. R. ~rosler, 'Plater Suet. requested authority to trade in the old 1920 Ford Truck owned 8~ by the y~later Dept. for a nerr Ford or Chevrolet. ~.~oved by Thornton seconded by Woods that the matter of purchasing a netiv car be refe~'red to the ''later Committee for investigation and report. Carried. On motion of Thornton seconded by lay the Street Commissioner was instructed to repair the road at the intersection of >'PUlker .Avenue and the ~lighvray. 86 Councilman Thorrton ac~~ressed the council regarding the matter of setting aside a sum to be used, for charity purposes. On motion of floods seconded by :Peters ~~s. i'hornton vas authorized ~n behalf of the city to pledge up to ;;25.00 to be eo~r~ia~fiR~l~o~ocal cor~nlunity chest 87 Fund, told amount to be taken from the Indigent =Fund. Carried. moved by Bergner seconded by lhornton that the matter of the complaints reg~irding the unsanitary condition in the rear of the st Side Pharrnwcy bereferred to the ~~.7litary 88 Committee T~~rith poz°a°r to act. The I~.~ayor appointed as such Committee Councilmen Bergner, Thornton and tVoods. fl~~~.yor Pierce stated that the County School Supt. had requested permission to use. the "hautauqua Building for a meeting of the students of J~:ckson County to be held June 20th. Frank Jordan, a r,~amber of the Park Commission vas s ~:~resent and stated that he tiRtould be in favor of granting said request. Heath regarding the building of a retaining t~nall, the exchange of l~:nd and the furnishing of water. ~~~oved by Kay seconded by 'Vflhite that the offer ~s read be accepted.. The vote 90 rotas as follows : Ayes Bergner, Iray, Peters, V~Jhite 'floods; nays ~:~lone. Carried. a;~oved by ~a'toods seconded by Peters that the ~~flater Supt. be granted authority to pur- chG.se the car he prefers. After some discussion it was moved by ~~'floods seconded by Petors that the City ~.ttorney be instructed to prepare an amendrnetzt to the new water rate ordinance in which the sprinkl- ing rate is to be changed from 10 ~ per 100 scuare feet to 5~ per 100 square feet for the 92 first 10,000 square feet about 5,000 and the minimum acreage rate is to be 1~4 acre.
