Present R+~ayor Thornton; Councilmen Bergner, Blake, Peters a~hite, Woods; absent Kay. Minutes of the previous meeting were read and approved as read. Bills O.K'd by the Finance Committee were read in total amount only. Motion made and seconded that said bills be allowed and warrants ordered drawn in favor thereof. The vote was as follows: Ayes- Bergner, Blake, Peters, 'Hhite, 'Hoods; nays none. Carried. the council next proceeded to consider a communication signed by approximately 70 citizens. protesting against the leasing to the California-Oregon Box & Lbr. Co. by the City of th~~:lots ad je~~nlhg Bast Main Street in the City of Ashland. Moved by Peters seconded by 'dVhite that ~~r. Goggins application to lease said lots be rejected. I~~r. Goggins addressed the council in support of his request. Roll call was ordered on the adoption of the motion and resulted as follows: Ayes- Blake, Peters, 'Nhite; nays- Bergner Woods. Carried. Mr. Goggins stated that. he would buy the. lots in question. ~~oved by Bergner seconded by Blake that Mr. Cogg~ins' proposal be referred to the Realty Committee for investigation and report to the council. Carried. Councilman ~Hhite reported the oiling of the park road completed. He also stated that the Street Committee had decided to repair the gain in front of the Normal by going under the pavement. The Street Committee he said, had granted the Calpet Company permission to place a pole next to the Telephone pole in the parking strip with the understanding that they are to remove the pole when ordered to do so by the council. The complaints regarding water standing in front of the Methodist Church and seepage on Chestnut Street were referred to the Street Committee for investigation. The mat~~er of widening '~~imburn Way was discussed and on motion of Bergner seconded by Blake referred to the Street Committee with power to act. Moved by Peters seconded by Woods that the ~~~ayor be authorized to purchase said signs. Carried, The Mayor stated that the 4th of July Committee has asked that the city put on one or two floats in the parade. ~~~oved by Blake seconded by "Hoods that said request be rejected. Carried. The council next proceeded to consider a proposed ordinance entitled An ordinance granting to Shell Company of California, its successors and assigns, a franchise, right and privilege to construct, maintain and operate an industry spur track across Laurel Street at a location a short distance northeasterly of the intersection of said Laurel Street and Oberlin Street within the city limits of the City of As~jland, Oregon, for a period of ten years." The ordinance having been read the first time, on motion, the rules were suspended, five voting in favor thereof, and the ordinance was passed to the second reading. Laving been read the second time, roll call was ordered on its adoption. The vote was as follows, Ayes - Bergner, Blake, Peters: iHhite.l~oojs; nays none. Carried. Thereupon the Mayor declared City Ordinance ~o. 865 adopted. On motion, the council adjourned subject to call of the ~~ayor. Mayor Attest; i i y ecorder. Ashland, Oregon, June 25, 1928, The council met at the call of the ~aayor at 7:30 o'clock P.M. on this date. Present Mayor Thornton; Councilmen Bergner, Blake, Kay, Peters, '~~lhite, foods; absent none. The reading of the minutes of the previous meeting was dispensed with. The Realty Committee reported that Mr. A.L.Coggins had made them an offer of X1100.00 for eleven ~f'~hP lots he wished to lease. He would pay X110.00 down and the balance at the rate of 10~o each year with six per cent interest on the unpaid part.. In ease the City refuses to sell him the lots he asked that he be allowed to lease them until such time as he may make a deal with the Carter Estate for property across the track. and secure an industrial crossing from the railroad company. Mr. A,,.I,ivingston was present and addressed the council protesting against the sale of the lots to Mr. Goggins. He stated that he would be willing to lease Mr. Goggins a~~prox- imately one acre of ground in the rear of his house to be used for the storing of lumber uLnti~l such time as a deal can be made with Carters. The readi~~g of the minutes and reports of City officers was dispensed with. Bills O,K'd by the Finance Committee, amounting to X16,148.89, were read in total amount only. Motion was made and seconded that said bills be allowed and warrants orderied M drawn in payment thereof. d'~ie vote e~~as as follows : Ayes Bergner, Peters, Woods; nays none. Carried. Councilman u~loods reported that Mr. Goggins and Mr. Livingston had reached an agreement regarding the matter of leasing part of the Livingston tract. After some discussion it was moved by Bergner seconded by Moods that the Park Board be requested to make a full investigation of conditions in the park and rP~~rt to the council at their next meeting and if they find there is need of dxtra-..police protection that they ask for it. Carried. On motion of Bergner seconded by Woods that the matter of instalYing a phone at the dump ground be left to the Nayor with power to act. Carried unanimously. A N1r. Goggins reported that he had been informed that the Carter land is not for sale. On motion, the council adjourned to meet at the fall of the Mayor. ,~n... Thy council met at the call of the Mayor at 7:30 o'clock P.M. on this date. present Mayor Thornton; Councilmen Bergner, Kay, Peters, White, Woods; absent Blake. The reading of the minutes was dispensed with. Reports of C. A. Malone for the month of June, 1928, and report of G.G.Eubanks for the quarter ending June 30th 1928, were read and, on motion, accepted and ordered placed on file. Bills O.K'd by the Finance Committee, amounting to X16,566.57, were read in total amount only. Motion was made and seconded that said bills be allowed and warrants ordered drawn in payment thereof. The vote on the motion was as follows: Ayes, Bergner, Kay, Peters, '~hite, Woods; nays none. Carried. Councilman White stated that the Street Committee had agreed on a route for the gravel trucks but it was not satisfactory to Mr. Bryant: who eiaimed this would cost them at least X1,000 more than the route through the park. This matter having been referred to the Street Committee with power to act, at a previous meeting, the council declined to take any action. .x The Mayor stated that H.C.St~ock asked that he be given a grade for the sidewalk in front of his North Fain Street property. Motion was made and seconded that this matter be left to the Street Committee with power to act. Carried. The Blask and ';~hite Service Station asked for permission to erect an electric sign s the post to be placed on their own property. Moved by Bergner seconded by White that the request be referred to the Street Committee with power to act and that Mr. Malone be requested to pass on the safety of the sign. Carried. Frank Jordan next made a verbal report on the park situation, stating that the Park Board had been unable to get any evidence. He suggested that a plain clothes man be n1 ACP.d nn duty in the nark for a month. It was moved by Woods seconded by 'Nhite that the report of Mr. Jordan be accepted. Carried. The matter of appointing a eater Inspector was discussed and, on motion of Bergner seconded by Kay, left to the Mayor and Water Supt.
