Present Mayor Thornton; Councilmen Bergner, Blake, Kay, Peters, ~Yhite; absent Woods. Minutes of the meetings of June 19th and 25th and July 3~d and 10th were read and approved as read. Bills O.K.'d by the Finance Committee amounting to 2073.53 were read in total amount only. Motion was made and seconded that said bills be allowed and warrants orderE~d drawn in payment thereof. The vote was as follows: Ayes- Bergner, Blake, Kay Peters, White; nays none. Curried. E f Communication from Beaver 'ststing~that one of the city employees was responsible for his barn getting afire and asking for damages amounting to x;45.00 was read and, on motion, referred to the Fire Committee for investigation and report. r Communication from C. A. Malone recommending that a new street lighting system be installed was read. An estimate of the cost of said improvement was also presented to the council. After some discussion it was moved by White seconded by Peters that the E Electric Zight Department be authorized to proceed with the improvement. Carried unanimously. Moved by Bergner seconded by Kay that the Water Committee be granted authority to make such change on ~VYorth Main Street as will properly dispose of the seepage water in front of the Methodist Church. Carried. The matter~of taking care of the seepage water at the foot of Granite Street and ihvesti~atio~g the complaint regarding the blocking of traffic at the Coggins Mill w~~e referred to the Street Committee. Report of C. h• Malone for the month of July, 1928, was read and, on motion, accepted and ordered placed on file. Moved by 'Moods seconded by Blake that the bills for the month of July 1928 be allowed subject to the approval of the Finance Committee. The Vote on the motion was as follows: Ayes: Blake, Kay, Peters Woods; nays none. Carried. Communication from A. ~H. Moon regarding the extension of the telephone line to the City dump ground and Moon Zumber Yard was read. The Mayor stated that Mr. Malone and Mr. Moon had reached an agreement regarding this matter. Communication from G. H. Billings recommending that the council endeavor to secure through the Oregon Delegation at 'Hashington, such legislation as will make it obligatory with the forest department to secure the consent of the city council before any timber cutting contracts are ever let within the Ashland Creek 'eater Shed, was read and referred to the ~Nater Committee and City Attorney. The Mayor stated that a special meeting would be called for purpose of considering this matter. Engineer Dillard made a verbal report on the progress of the construction work at the dam. A communication from V. V. P~~ills asking that the council take action to dedicate a right of way for the completion of Scenic give was read and referred to the Street Committee with instructions to consult the property owners affected. The Mayor stated that he had instructed the Street Commissioner to close the street until such time as the council takes some action in regard to this matter. Dr. Mattie Shaw was present and asked that `'C" Street be sprinkled. The matter was left to the Street Committee. M. Beaver for damages amounting to $45.00 caused by a fire for which the City was responsible, and recommended that Mr. Beaver be offered $10.00 in settlement of his claim. Mr. Peters recommended that the amount of damages be fixed at $15.00 or $20.00. After some discussion it was moved by Woods seconded by Blake that the report of the Committee be accepted amd Mr. Beaver be allowed $10.00 damages. Carried. Wool The matter of repairing the road between Van Ness Avenue and the Railroad crossing was discussed and on motion of Blake seconded by Peters referred to the Street Committee with power to act. The Mayor asked that the action of the Mayor in signing the sub-lease of the Goggins tract be ratified by the Council. Moved by Woods seconded by Blake that the action of the Mayor and Recorder in signing said sub-lease be confirmed. Carried. t f g Mr. Goggins asked that the City use its influence wit~~M H.B.Carter to secure a lease of a portion of the Carter tract for the Goggins Mill. The mat~%e~~ was referred to the City Attorney. The matter of the cleaning up of the Barney Wrecking lot on North Main Street was discussed and refers°ed to the City Attorney. On recommendation of the Recorder it was moved by Woods seconded by Kay that the back water and light bills of Mrs. M. Slaugh be cancelled and that she he granted free water and lights to Jan 1, 1929. Carried. r The Mayor recommended that the City provide a truck to move the L.H.Leazer family to Salem. On motion of Kay seconded by Woods the matter was referred to the Indigent Committee with power to act. The City Attorney suggested that the Mayor or some member of the Council be author- ized to attend the three days lecture course on City Government to be held in Los Angeles. Minutes of the previous meeting were read and approved as read. Bill of the City Attorney for services outside of salary contract, amounting to X70.00, was presented. Motidn'~.was made and seconded that said bill be allowed. Carried. a Bills O.K.'d by the Finance Committees amounting to 1418.18, were read in total amount only. Motion was made and seconded that said bills be allowed and warrants ordered drawn in payment thereof. The vote on the motion was as follows; Ayes Bergnerm Blake, Kay, Peters White, Woods; nays none. Carried. to her car which upset on Strawberry Zane Claim of Wanda 6`Jilcox for damages amounting to X56.90, which she claimed was caused by ::.the street: being in a dangerous condition was presented to the council. Motion was made and seconded that the claim be disallowed and that the City Attorney be instructed to notify her of the action of the Council. Carried. Communications from the State Fire Marshal and Pacific Coast Association of Fire Chiefs urging the City of Ashland send the Fire Chief and other city officials, is possible, to attend the ~~,nnual Convention to be held in Sacramento Oct. 1st to 6th, were read and referred to the Fire Committee for investigation. Motion was made and seconded that the matter of repairing Nevada Street be referred to the Street Committee and City Engineer for investigation and report at the nest meeting. The matter of granting free water and lights to the Tompkins family, at 803 North Main Street was referred to the Indigent Committee with power to act.. The matter of removing the weeds from the lot adjoining the hospital was referred to the Realty Committee with power to act. ~ The City Attorney suggested that the Mayor appoint a committee to intervi?u► J. H. Henry of Pinehurst regarding the matter of furnishing him a site to be used in>~cc~iinection with his saw mill operations. ghe Mayor appointed as such Committee the Realty Committee and City Attorney.
