F Present '~~ayor Thornton, Councilmen Bergner, Blake, Kay, Peters, White, Woods; absent none. Bills O.K'd by the Finance Committee, amounting to ;;;1,118.48, were read in total amount only. i~'otion was made and seconded that said bills be allowed and warrants ordered drawn in payment thereof. The vote was as follows; Ayes, Bergner, Blake, Kay, Peters, '~dhite, Woods, nays none. Carried. l~nved by~Wbods~ seconded by Kay that the resolution passed Sept. 25th, audhoriz- ing the council to place upon the ballot a charter amendment pEOViding for the leasing of the auto camp ground, be rescinded. The vote on the motion was as follows: Ayes Bergner, Blake, Kay, Peters, Moods; nays White. Carried. The council next proceeded to consider a resolution entitled '~'Resalution proposing an amendment to the charter of the City off' Ashland, Jackson County, Oregon, to be known as Section 5 of Article XIX of said charter, authorizing the Ashland Park Commission, with the consent of the Common Council, to lease such portions of the city park as might be necessary for the erection of a sanitarium and buildings necessarily connected therewith, such lease to be fora period of not to exceed fifty years; and further authorizing the Ashland Park Commission with the consent of the Common Council, to lease for auto camp purposes on such termsa as they may deem best, but nat for a term of longer than ten years, that part of the Ashland Public Park system, known as the munici- pal auto camp ground, uncluding that part used and required for auto camp cabins, provid- ing that any lease of said camp grounds and auto camp shall contain a clause prohibiting the carrying on of any mercantile or garage business on said leased premises without first obtaining the unanimous consent of the said Commission and the Common Council, and further providing that said proposed charter amendment be submitted to the electors of said city for their approval or rejection at the general election to be held on the 6th day of November, 1928, and further providing a ballot title for said measure, and declaring an emergency." The resolution having been read the first time, an motion, the rules werQ suspended, six voting in favor thereof, and the resolution was passed to the second reading. Having been read the second time, roll call was ordered on its adoption. The vote wUs as follows: Ayes Bergner, Blake, Kay, Peters, White, ',Hoods; nays none. Thereupon the ?4~'ayor declared the resolution adopted. A petition signed by 53 legal voters of the City of Ashland was read in which they request the council to bause to be placed upon the ballot for the coming general election a measure providing for an amendment to the charter permitting-the city council to sell _4 city water for domestic purposes to residents outide the city limits. The council next proceeded to consider a resolution entitled nResolution proposing an amendment to the Charter of the City of Ashland, Jackson County, Oregon, to be known ! as Article XXI, authorizing the Common Council of the City of Ashland, whenever an abundent supply of water exists, and whenever the supply of water within the City of Ashland will not be lessened materially thereby, to furnish water for household purposes only, but not for i~tigation of any kind, to users outside the city limits and imposing certain restrie- tions on the furnishing of said water; and further providing that said proposed charter amendment be aubmitted to the electors of said city for their approval or rejection at the x general election to be held on the 6th day of November, 1928; and further providing a ballot title for said measure-, and declaring an emergency." The resolution having been read the first time, on motion, the rules were suspended, six voting in favor thereof, snd the resolution was passed to the second reading. Having been read the second time, roll call was ordez~ed on its adoption. The vote was as follows: ::yes Bergner, Blake, Kay, Peters, eHhite, '"oods; nays none. Thereupon the ydyor declared the resolution adopted. ,3 The City Engineer presented plans and specifications for the proposed cement sidewalks curb and gutter on North ?ain and Bush Streets. On motion, said plans and specifications were approved. The council next proceeded to consider a resolution entitled .'Resolutia~~ GeclGring the intention of the Common Council to cause cement sidewalks four feet in width to be ''i, constructed on each side pf Bush Street between North Main Street and Almond Street, and further to cause cement sidewalks, curbs and gutters to be constructed on the ~auest- erly side of North Main Street, between Coolidge Street and Sheridan Street, and giving property owners affected until Tovember 6th, 1928, to construct cement sidewalks as ordered, prior to the letting of contract therefor," The resolution having been read a the first time, on motion, the rules were suspended, xis voting in favor then°eof, and the resolution was passed to the second reading. Having been read the second time, roll call was ordered ors its adoption. The vote was as follows: Ayes Bergner, Blake, Kay, Peters ~ ,~Jhite, 'JYoods; nays none. Thereupon the i4~ayor declared the resolution adopted. r Pr. ~'Voods reported that the Fourth Street sire Station Building has beers rented to Fred Snyder for X10,00 per month beginning Oct. 15th, 1928.
