Present I;~ayor Thornton; Councilmen Bergner, Blake, Hersey, Taylor, ~~~enner; absent Claycomb. The Mayor read to the council the following House Bills that have been introduced at Salem, House Bill Ido. 2~7- Providing for the supervision of all municipally owned utilities by the Public Service Commis::~ion in the same manner and under the same methods used for regulating privately owned public utilities, except for purpose of service a,n.~ rate regulation. Howe Bill No. 251- Defining the duties of the State Tax Commission. This bill imposes the further duty of assessing all munici- pally owned utilities. k House Bill No. 252- Removing from tax exemption therein contained all mun- icipally o~vned property other than that of counties which is not used for governmental, educational, park or charitable purposes or which is held as a result of assessment or tax foreclosure or which is held in a proprietary manner. The irayor also read communications and telegrams from the City Attorney urging the city to send representatives to Salem to oppose the p as~aage of these and other bills. l~~ayor Thornton stated that he had sent &~s. Ialalone to Salem, ih accordance with the E a request of stir. ~3riggs and that he would join them Jan. 31st to aid in the fight against the passage of these bills. It was moved by Bergner seconded by Blake that the action of the Iwiayor be approved by the council. Carried. l~Ioved b Ber ner seconded by Taylor that Ashland join the League of Oregon Cities y g and the -recorder be authorized to send in the X25.00 dues. Carried. The fallowing resolution was then adopted: R~,aOLUT I0N To Join I,HAGUF OF OREGGN CiTIr.S {'~FAS, the ob jeets of the League of Oregon Cities are: - 1. To maintain an organization to secure co-opera ion amongthe cities of the State in a thorough study of local problems and the application of efficient methods of local government. 2. The collection and dissemination of information, statistics, and data relative to all questions of local government. 3. The promotion of :such legislation as will be beneficial to the cities of the state and the eiti~ens thereof, and the prevention of such legislation as may be injurious thereto. 4. To do any and all other things necessary or proper for the benefit of the pities of Oregon. u'JH~RLAa, this City of Ashland desires to have the advantage of member- ship in the League of Oregon Cities ana to give its full share of support to the objects of the same, now therefore 3L' IT ~~~aOLV~D, by the city council of the City of A:~hland that this city become a member of the League of Oregon Cities and that the City Recorder is hereby instructed to draw a warrant for X25.00 in favor of the League of Oregon Cities for the annual membership dues. ,i8 A new proposal for leasing the hospital submitted by ~~Iiss Harkins was discussed.
