Bills O.K'd by the Finance Committee, amounting to x,3,788.39, were read in total amount only. i~totion was made that said bills be allowed and warrants ordered drawn in payment thereof. The vote was as follows: Ayes Blake, Claycomb, Hersey, Tayler, ~lenner.;nays none. Carried. ~ The Recorder read a Communication from I.J.Sawyer, G.l~LFrost and others, asking that the private road of I.J.~awyers from the bridge across the small creek on the south extension of Grand- View Drive to the north lire of said I.J.Lawyer's property in the City of Ashland, be declared a public street, to be known as French Street. This matter was referred to the Street Commi~~~e~.~ and the City Attorney for -investigation. Remonstrance against the paving of Palm Avenue was read and, on motion, laid on the table. A communication from Hon. W. C. Hawley stating that in viey~r of the unfavorable report of the Secretary of the Interior on the bill to afford permanent protection to the Ashland V~~'atershed it would be difficult to secure passage of the bill, was read. j ~.~~oved by Claycomb seconded by Blake that the City Attorney be instructed to instruct +~r. Hawley to vrithdra~~~ the bill and thank him far his efforts. Carried. ` Communication from the Ashland Post ~~o. 14 of the ~~~merican Legion, expressing their appreciation of the support accorded them in their efforts to effect the es- tablishment of the National Veteran's Home at Ashland, was read. The council next proceeded to consider en ordinance entitled "An ordinance providing for and fixing the salaries and comuensation of elective and appointive officers of the City of Ashland, Oregon, for the year 1931.11 The ordinance having been read the first time, on motion, the rules were suspended, five voting in favor thereof, and the ordinance was passed to the second reading. Having been read the second time, roll call was ordered on its adoption. The vote was as follows: Ayes Blake, Claycomb, Herseym Tayler, Benner; nays none. Thereupon the i';?ayor declared City Ordinance No. g ~ ~ adopted. { The council next proceeded to consider an ordinance entitled " Ordinance declaring all toilets and privies ~rhich are not connected either to an approved typr of septic tank or to the sewer system of the City and all cess polls, a public nuisance and ordering the subseayuent removal of` same; requiring all toilets to either be provided with an approv- ed type of septic tank or to be connected tixrith the city seti~:er system; requiring a permit for the construction of any septix tank in the city, and providing the conditions under v~rhich wail permit may be granted; providing a penalty for the violation hereof, and declar- ing an emergency." The ordinance having been read the first time, on motion, the rules were suspended, five voting in favor thereof, and the ordinance was passed to the second reading. Having been read the second time, roll call was ordered on its adoption. The vote was as follows: Ayes Blake, ClaycorIlb, Hersey, Tayler, V~Jenner; nays none. The Recorder read a cor~munication from the Oregon State Teachers Associatmon stating that a plan for the revision of the Fub Tic School system of Oregon was been prepared and recommending that the council invite one of Five Teachers in Ashland to present the plan to them. I.~oved by Claycomb seconded by V~denner that Professor Briscoe be invited to address the council relative to the proposed change in the school flan. Carried. Communication from the PJaverly Baby Home of Portland, asking for contributions k~ to their building fund was read and referred to the Finance Committee. A proposed Supplemental agreement between the City of Ashland and The V'~estern Union Telegraph Company to cover the continued usage of poles in Feil's Aliey was referred to the Electric Light Committee for investigation. The hour of 8 o'clock having arrived the council proceeded with the hearing of any objections to the proposed construction of a sewer in Se~rler District No. 32. A ~ communication from Henry ~Iacmes objecting to the sewer was read. 3o other objections wore filed. Supt. Geo. A. Briscoe addressed the council regarding theplan`of~the Oregon State ` Teachers tLssociation for the revision of the public school system of Oregon. ,Bills 0 K'd by the Finance Committee, amounting to X10,978.75, were read in total amount only. ~.otion was made and seconded that said bills be allowed and warrants ordered drati~rn in payment the~r~eof.
