It was moved by Bergner seconded by Blake that the ~`Jater Superintendent be authorized
to install pipe to take care of the surplus water from Rocho Canyon and to bill the Talent
Irrigation District for half the cost.

The council met in regular session at '7:~0 o'clock P.I~.~. on this date. Present
~~iayor Thornton; Councilmen Bergner, Blake, Claycomr, Kersey, r1:'ayler; absent ~~enner.
~:inute~ of the previous meeting ~~,rere approved.
Bills O.IL'd by the Finance Committee, amounting to ~~6,524.54, were read in total
amount only. '~e`otion was made and. seconded that said bills be allo~4Jed and warrants
ordered dra~rn in payment thereof. The vote vas as follo~is : Ayes Bergner, Blake,
Clayeomb, rlersey~ Tayler; nays none. Carried.
The followin building permits were granted:

The application of R. E. Bunting for peri~issiorl to erect a small temporary building
on the north side of the Boulevard on the lot facing the ?'~;ormal School was referred
to the Realty Committee for investigation.
Communication from J. Z. Franzen, secetary of the League of Oregon Cities, regarding two proposed bills which it is be;ieved will assist the cities
in t'r~e handling of their
financial programs, was reaa. On motion of Bergner seconded by Blake the City
Attorney was instructed to advise I~r. Franzen that the ~ity of Ashland favors the
adoption of the bills. Carried.
The council next proceeded to consider a communication from City Attorney ~'Jm. It2.
Briggs stating that it t~ras his opinion that a very swrious attempt ~~rill be mace at the
next session of the legislature to tax municipal utilities. Ke said he thought the . City should fake steps to inform the legislators-before the
next session of the legis~~
lature and suggested the use of phar_nplets containing argur~ents for and against the
proposed tax. I.~s. Briggs proposed to do this `prork for. the sum of N500.00, the expense
of printing. ana postage ana approximately ~~80.00 traveling expenses to be borne by the
City. No action was taken on the matter at this time.
Councilman Clayeomb recommended that the pavement on the Boulevard be repaired. After same discussion, on motion of Bergner seconded by Blake, the
Street Department
was authorized to order a carload of emulsified asphalt to be used in repairing the
Boulevard anQ other streets. The vote on the motion was as follows: ~~.yes Bergner,

~50U.00 from the :electric Light Fund to the Indigent Fund as a loan to be disbursed at the rate of X100.00 per month under the supezwision of the
Indigent Committee.

The council next proceeded to consider a propasea city ordinance entitled " An
ordinance granting to Southern Pacific Company, a corporation, its succesvors and
assigns, for the _ eriod of ten yews, from ana after the date of the passage anc~ approval
of this orainarlce~ the right and privilege to ~~aintain under, across, and through the streets of the City of ~shlana, Oregon, certain ~vater pipes
notir used by said Southern
Pacific Company, ana conveying grater to its station grounds and premises in said city."
The ordinance having been reaa the first tine, on motion, the rules ~vere suspended,
five voting in favor thereof, ana the ordinance was passed to the second reading.
Havin.~ been read the second time, roll call was ordered on its adoption. The vote was
as follows : Ayes- Bergner, Blake, Claycom_;, Mersey, layi-er; nays none.
Thereupon the Llayor declared City Ordinance-Ito. 908 adopted.
Three propositions by the C. 0. Co. for the sale of current to the City were
presented 'by itlr. Wauchope.
