On motion, the council adjourned at 12:00 midnight to meet ut the call of the Mayor. Immediately following adjournment, the council re-convened in executive session at 12:01 A. Present: Acting Mayor Blake: Councilmen Applev~rhite, Hansen, Ingle. absent : Mayor ~~~iley, Councilmen Gregg, ~+enner. Minutes of the previous meeting were read and approved as read. Monthly reports of the :street, Light and 'rater departments :ere read, accepted and ordered placed on file. Riegel reported on the I'ortmiller alley, stating than. same did not belong to the City. A letter from H. B. Carter concerning a leak in the septic tank on ~rrountain 4venue was read. ]ls. Carter was present and he and Hosier, grater Supt, spoke concerning its condition, and probably means of correcting same. The following applications for building permits were presented; No. 11. To rebuild a house at 115 Lincoln Street at an approximate cost of X800.00 by gym. Ross. No. 12. To remodel front and tint inside of store of 142 East I4~ain Street at an approximate cost of x;500.00, for Fortmiller's by Frank Jordan. No. 13. To build a garage at 72 6th Street at an approximate cost of X150.00 by R. E. Gear~iart. No. 14. To remodel d~~~elling at 96 Meade Street at an approximate cost of X500.00 by J. H. McGee. 14goved by Ingle that the permits be granted. Seconded ~by Hansen. Carried. ' Committee reports: V'dater; Hosier reported on the new pipe lisle. Re~ alty: Hansen reported that the roof of the I,~ission on 4th Street was in very bad condition and suggested that it be sold. He also reported that.the Radio Glub ~~~.anted to use the Pioneer Building for meetings. Applewhite reported on the SERA. He stated that the water of W. J. Fields had been shut off for non-payment anc._ that Fields had a large family. No action was taken. The City Attorney read a proposed ordinance on firecrackers. Moved by Ingle that the rules be suspended and. the ordinance be passed to the second reading b y title only. Seconded by Hansen. Carried. Having been read the second time it was moved by Applewhite that the ordinance be adopted. Seconded by Hansen. Informal discussion of the Carter case vyas held before the opening. The purpose of the meeting was discussion of the bill for the audit. After some discussion, R. L. Aikin, Guditor was called and following some more discussion, it was moved by Ingle that the audit bill be referred to the Finance Committee, City Attorney and ~~~ayor for settlement. Seconded and carried. The report of the Dump Ground for the month of ~~ay was read, accepted and ordered placed on file. Bills amounting to x;8087.57 were read as to total amount only, same having Ceen oked by the Finance Committee. ~~oved by Applewhite that the bills be paid, seconded by 6v'enner. Roll call was ordered, the vote being Ayes 6, Nays 0. Carried. A bill for legal services from Briggs and Van D~rke v~ras considered. t+~oved by Ingle that the -bill be referred to the Finance Committee with power to act. Seconded and carried. Application for the following building permit eras presented: No. 15. To remodel and re-roof dwelling at 119 7th.Street at an approximate cost of X100.00 by G`J. E. Flackus. '"oved by 'Fenner that the permit be approved. aecorlded by Blake. Carried. n A. Z. Goggins spoke against the building of the new gymnasium near th.e Community ' z Hospital. Dr. Redford, President S. 0. N. S. spoke in favor of same. There was considerable discussion, and a letter read by ~'Jenner from the ~-?ospital Staff stating that there vas no objection on their pGart. Acting Mayor Blake referred the mat±er to the Board of Health. hir. Ch4:s. A. White spoke again on getting city v~ater to his place in Bellviev~. The matter wras referred to the ~`Jater Committee. Committee Re~aarts Finance; ~;4oved by Wenner that X41,950.00 be transferred from the 'electric Fund . to thee S~in~ing Fund to pay X18,000.00 Normal School Site bonds and interest and ri~ X21,000.00 Auxilliary GJater Bonds and interest. Seconded r:y Gregg. Roll call etas ordered, the vote being Ayes 6, Nays 0. Carried. It was also moved by ~~'enner that the Treasurer's action in selling~28,000.00 in HOLC bonds by the Electric Light Fund be approved. Seconded and roll call was ordered, the vote being Ayes 6, Nays 0. Carried. Street: Riegel reported that the b~_rn at the corner of ~~Jimer and nigh Streets would be torn doc~n and replacee b,y a garage if paid X25.00 by the City. Raved by Wenner  that the Street Committee's offer to pay X25.00 for the removal of the barn be approved. Seconded by Applewhite. Carried. a
