Good Evening Mayor Stromberg & City Council Members;
The AGENDA tonite lists your "Look Ahead Schedule".
have a question about the procedure for bringing forth the soon-to-be rendered
Transportation Commission's recommendation f regarding the E. Nevada St. Bridge} to YOU,
the City Council.
ON the Look Ahead schedule
On June Sth, (Study session) Director of PW presents the E. Nevada Street Bridge for discussion.
On June 20th,( Regular Council meeting) Director of PW presents the "Recommendation
regarding the E. Nevada Street Bridge".
According to the Ashland Municipal Code Chapter 2.13 section 2.13.010
"The Transportation Commission (TC) advises the City Council on transportation related issues
specifically as they relate to safety, planning, funding and advocacy for bicycles, transit, parking,
pedestrian and all other modes of transportation."
Section 2.13.020 states the TC will consist of 7 VOTING members AND twelve (12) non-voting
members including the Director of Public Works.
Section 2.13.030 states the TC will "review and serve at the primary body to develop
recommendations to the City's long range transportation plans".
f In my Opinion, the Transportation Commission has worked hard to address this duty with
their diligent review of the proposed project to build a conventional auto bridge on E. Nevada
over Bear Creek}.
Finally, Section 2.13.040 states:
"The Transportation Commission will review and forward all traffic implementation regulations
to the Public Works Director for final approval and implementation of official traffic safety and
functional activities."
To me, this implies that this "FINAL APPROVAL" by the Director of Public Works must occur
prior to any Transportation Commission recommendations being officially presented to YOU,
the elected body City Council.
Have I interpreted this procedure per the Ashland Municipal Code correctly?
This Thursday{ March 231 it is expected the TC will make their recommendation regarding the
E. Nevada Bridge Project:
My question is:
What EXACTLY is the "final approval process" the Director of Public Works would render on the
TC'S ORIGINAL Bridge recommendation BEFORE the City Council receives it?
""Specifically, what are the options open to the Director for "final approval" of the
Transportation Commission's ORIGINAL recommendation"?
• Can the TC's Bridge recommendation be unilaterally altered by the Director?
• Can the TC's Bridge recommendation be partially/ entirely discarded by the Director?
• Can the TC's Bridge recommendation be sent back to the TC for Director driven
instructions for mandatory revisions?
• Can the TC's Bridge recommendation pass through "verbatim" by the Director?
Thanks for helping me to understand the procedure for moving a TC recommendation
forward to YOU, the City Council for review. I have included my email below if you
would be so kind as to answer the above questions at your convenience.
BTW: Who will be the City Council TC liaison attending the TC meeting regarding the E.
Nevada Bridge this Thurs, ( March 23rd)?
