cities around the world who are engaged in peacebuilding initiatives. Ashland is already seen as
a leader in this arena and developing the City of Peace brand will further serve our spirit, well-
being, and the interests of tourists.

BENEFITS OF "BECOMING" A CITY OF PEACE
Join Our Association of Independent Historical and Intentional Cities of Peace
No city is 100% a city of peace. We all endeavor to "become". International Cities of Peace
gives individuals and group, as well as civil governments a chance to focus on creating a
community-wide culture of peace.
As an association of cities of peace, International Cities of Peace fosters, encourages, provides
resources and tools, and helps network individual peace communities around the world. We are
not a funding organization but can point to funding sources. This association of cities of peace
provides an easy, practical, collaborative environment for building the worldwide peace
community while respecting the individuality of communities.
The following are benefits of establishing an International Cities of Peace organization or
becoming an Fearless Community supporting member.

International Cities of Peace is a nonprofit, volunteer organization. If you would
like to start a City of Peace initiative in your community contact us for more

OUR CURRENT BOARD OF DIRECTORS, representing four continents,
Europe, Africa, and North and South America:
J. Frederick Arment (Chair), Dayton, Ohio
Founding Director of International Cities of Peace, Fred's novels include the
philosophical orphan's tale, "Backbeat: A Novel of Physics," and a political
thriller, "The Synthesis." His nonfiction work, "The Elements of Peace: How
Nonviolence Works," was released by McFarland Academic Publishers in 2012.
McFarland will release his new work, "The Economics of Peace: Freedom, the
Golden Rule, and Broadening Prosperity", in fall of 2014. After an early career as
a teacher, Arment founded a successful writing and marketing firm and began
lecturing at Wilberforce College and Wright State University. His strategic
marketing business, The Arment Group, is a full-service marketing and
communications firm located in Dayton, Ohio. Clients include Fortune 500 firms.

Peter vanden Dungen, Bradford, England
Foremost scholar and author of the definitive paper on cities of peace, "Idee and
Geschichte der neuzeitlichen, Friedensstadt". Peter is General Coordinator of the
International Network of Museums for Peace and author of many books including
"Pacifism," "Three Decades of Peace Education Around the World," and
"Twentieth Century Peace Movement."

Jean Howatt Berry, Dayton, Ohio
Founder of The Compassionary, a new organization in Dayton dedicated to
breaking down barriers between people through artistic collaborations,
environmental initiatives and interfaith programs. Current projects include Dia de
los Muertos Dayton, the Empathy Development Initiative, the Compassionary Film
series and a promising new project focused on building community through music.
Jean was a teaching artist for 20 years, focusing on community development
through multicultural projects, creative drama, theatre education and cultural arts
programs around the state.

Ines Palomeque, Buenos Aires, Argentina
Founder and President of Mil Milenios De Paz (NIlVIP, or the Thousand Millennia
of Peace and Solidarity Movement associative), which has over twenty "Cities
Committed to Peace" in South America. Ines is also Project Director for the
Culture of Peace Art Ecology and Peace Foundation and Founding Member of the
Peace Council of the Ministry of Foreign Affairs of the Republic of Argentina and
the Peace Council of Argentina.

Gabriela Pickett (Treasurer), Dayton, Ohio
Born in Mexico, Gabriela is an artist with exhibitions in Mexico, U.S., Belgium,
The Netherlands, United Kingdom, and Estonia. She is Founder and Curator
Missing Peace Art Space, President of the Unitarian Fellowship for World Peace,
Board Member of the Human Relations Council of Dayton, and doctoral candidate
at Wright State University.

Mabwe Lucien, Fizi, D.R. Congo
A Bishop of the Pentecostal Assemblies of Congregations, Lucien is Chair of the
Consortium of twenty-one organizations throughout D.R. Congo, Rwanda,
Burundi, and Tanzania for Peace in the Great Lakes Region of Africa. Bishop
Lucien named his organization MLECI, which in his native language means "a
sense of mother who raises her son with love and care". The group is currently
building a school for children suffering from the ravages of war.
Jule Rastikis (Secretary), Dayton, Ohio
Chair of the Salem Avenue Peace Corridor, which is an innovative initiative to
dedicate 1 /6th of Dayton, Ohio to peace through collaboration of businesses,
neighborhoods, police, schools, hospitals and more. One of Dayton's main
thoroughfares, Salem Avenue and adjacent neighborhoods, are intentionally
cultivating safety, prosperity, and quality of life through peacebuilding. After all,
Salem means "peace" in Hebrew and Arabic. Jule is also a businessman, President
of ManCo Property Services, former President of the Salem Avenue Business
Association, and a Member of the National Association of Realtors.

infirmity, but achievement of a balance of physical, mental, anti social wellbeing, and

I am prepping for the City Council study session which takes place tomorrow 5:30 pm to
determine our joining the International Cities of Peace. You can see what they have on
their agenda here.
Joining the International Cities of Peace is one of the key steps to establishing and
branding Ashland as a City of Peace along with having the Ashland Culture of Peace
Commission, the Peace Wall, etc.
I will certainly be outlining all the benefits and there are some concerns that I need
answers for. Please let me know your thoughts on:
1. What is required of the City, other than supporting with a resolution or proclamation,
now or in the future? Do you prefer one or the other?
• A Letter of Intent (attached) with signatures from a core team that will
ensure actions (i.e. The Culture of Peace Commission in Ashland)
• A vision, mission and goals/objectives
2. Are there any costs now or in the future?
• No fees required
3. Do members get involved in "political issues" such as Israel vs Palestinian issues, or
other touchy subjects?
• Non-political
• Peace building is the emphasis with the consensus values of peace:
safety, prosperity and quality of life
4. What are possible down sides of joining?
• No downside other than all initiatives by teams and committees (no matter
what the mission) must try to resolve conflicts that arise from differences of
opinions. This is not a central organizational problem but a "team" problem
with people of differing needs and strategies.
5. The Ashland Culture of Peace Commission will be the lead in this relationship, will
the City need to do anything further?
• Cities of Peace initiatives are encouraged to develop a partnership with all
sectors of society, arts, education, business, civic leader, etc. Cooperation
and collaboration between grassroots and government are already
happening in every city and will, perhaps, be enhanced. Yet no specific
actions are required of the City Council or Mayor.
6. What do you find to be among the best benefits of being a International City of
Peace? How can Ashland contribute the most?
• The benefits are on the benefit list but one of the key factors is the
inspirational aspect for civil society and, most importantly, the values made
official and legitimate for children and students. It will provide a way to
teach children the peaceful legacy of Ashland as well as current actions for
safety, prosperity and higher quality of life. What an amazing platform for
teachers to teach civility empathy, compassion, and active engagement
in making your community better and better!
• Ashland can contribute by continuing the partnership between civic and
civil society as shown by the Commission, which will provide a path for
other Cities to emulate.

So that's it. Anything else I should know? We will want to make a special event when
Ashland officially joins!
