she City Attorney rer~orted on the sanitary conditions at the Kelts property on
Alta Avenue. After some discussion, it was moved by Apple~4rhite that the matter be
reported to the Board of Health for recommendation and ~~r. Kelts notified by letter.
Seconded by Blake. Car~~ied.
The status of the accounting system as being done by ~~s. V'Yhiting was discussed. "~"oved by Ingle that the matter be referred to the Finance Committee
to investigate as
to length of time necessary to complete the work. Seconded by Applewhite. Carried.
The council adjourned to meet September 14, 1935, for the purrose of completing
any unfinished business and for taking up any new business.

The council met in adjourned session at 5:00 P. M. this dGte. Present: Mayor
Wiry, Councilmen Apple~}hite, Blake Gregg, Hansen, Ingle, ~1enner. Absent: None.
Mr. '~Mhiting addressed the council concerning transfer of funds and authority
to go to Portland to look over accounting and billing machines. ~E~soved by ~~+enner that
the transfer of funds be authorized, also X5000.00 from the Electric Fund to the
General Funa as a loan be authorized. Seconded by Cregg. Roll call was ordered, the
vote being !eyes 6, Nays 0. Carried.
Authority for exbhanging ledger trays and equipment for books and indexes from
the Charles Hadley Co. was also given upon the recommendation of ~`r. b'y'hiting. Motion being made by {tienner: seconded by Hansen. Carries.
Moved by ~~Jenner that fix. ~,~,'hiting be authorized to investigate and examine account-
ing machines for the city ana the city to pa`r his tra~.rellin~~ expenses for this work.
Seconded by Ingle. Carried.
Mr. Zaing, Architect, showed. plans and reed specifications for the proposed new
heating plant at the Hose ital. Following some discussion it was moves by titienner that
the Mans and specifications be referred to the City ~`atorney and City Superintendent-
and the bias advertised for, same to be o~~ened at 8:00 P. F~. on September 26th.
Seconded by Crregg. Carried,
The subject of the sewage Disposal Plant ~-ass brought up for consideration and it i,
was moved by t~tenner that the City Attorney work out aself-liquidation flan for the bond
issue and make a trip to Portlana if necessary. Seconded by Applevtlhite. Carried.
The City Attorney stated that ~s. Kelts had offered to compromise his sewer assess-
menu on Alta Avenue. P~ioved by Ingle that the ~'~~ater Committee be authorized to accept
a settlement with I~"~r. Kelts. seconded by Applewhite. Carried.
On motion, the council adjourned to meet at the call of the Mayor.

The minutes of the previous meetings were read and approved as read.

A bill for a bass drum head presented by;the Band header was referred to the City
Superintendent for report.
~ Application for the following building permit eras presented :
No. 26. To remodel dwelling at an approximate cost of X1000.00 at 600 Boulevard
by Fill r~2. Dodge. Moved by ~~lenner and seconded by Gregg that the permit be granted.
Carried.
A letter from the Library Board requesting the appointment of ~~ss. Fred S. Engle as
3~ ~ 1 ' a member of the board in place of ~~~h's. Stearns was read. lG~oved by V.~enner and seconded
<~Y' by Hansen that the appointment be approved. Carried.
Committee Reports:
t'~ater : Gregg brought up i~fss..8omar's request for free light and water. Applewhite
sugges e~ athat a check might be made through County Relief office as to her circumstances
and ability to pay for same.
atr___.e~t It was reported that ~:~'r. Yockey wanted to sell a r+iece of land through
which the Grand Vier Drive right of ~iay lay. On ?ration by Applewhite, seconder 'ny
L~denner, the matter was referred to the City ~"-attorney for report. Carried.

~w Hospital: r,~r. Zaing was present anr~ stated although the heating engineer recommended
~nr the high pressure burner, that he felt that the specifications should be changed to
consider the low pressure as well in order to give all a chance to ~~id. The suggestion
was approved.
~;r The City Attorney reported on the uridge near Peil's, and stated that the rights
of way in the alley seemed to be ok. He also stateu that the sewage c:isposal project
needed more data to be supplied. He stated that ~~r. Kelts had offered x;;155.00 in `
'~z~' settlement of payment on the ~"tlta Avenue sewer assessment. moved by Gregg and seconded
by Hansen that the report ne accepted and settlement be made on that basis.
% The Recorder brought up the question of a nee►J stove in the office which was referred
to the City Superintendent. The necessity far handing in budget estimates at the
earliest opportunity was again mentioned.
A resolution of appreciation for the City Band any its leader was read. ~~'oved by
Czregg that the rules be suspended and the resolution passed to the second reading by
z` title only. seconded by Apple~~~hite. Carried. Having been read the second time, it
Uras moved by Apple~rrhite that the resolution be adopted as read. Seconded by Hansen.
Roll call was ordered orl its adoption, the vote being, Ayes 4, Nays 0. Thereupon the 2
Mayor declared the resolution adopted.

suggested the ~-ddition of a tangy. at X85.00 additional, making a total price of X1077.16, same to specify a i~.rontag uurner and a ti~est Coast
boiler and be covered by a i~1000.00 bond.
Seconded by Blake. Carried, as the result of roll call vote of A~;~es 6, Nays 0. It was
moved by Hansen that a contract `tie dra~rri b~ the City lttorney for the installation. Sec-
onded by Gregg. Carried.
