This one is borderline. It is clearly a high risk tree and it will most likely fail in the relatively near future. A strong wind even could topple it, or it could go next week. This one walks the line of "high risk" and "emergency." The tree is a native black oak, quercus kelloggii. It measures 32.5" DBII and approximately 65' tall. The tree is of moderate health, exhibiting signs if crown dieback. This dieback is sometimes an indicator of root damage and/or root rot. Mr Wolske and the building's tenants were concerned about the lean of the tree towards the building, amount of deadwood in the crown, and evidence of decay at the base of the tree. I was initially not overly concerned with these issues. It is a large old tree exhibiting signs of a slow decline. The crown dieback I felt was worth farther investigation as it could be a sign of ar milartia root rot, common with this species and occasionally a cause of tree failure, A more thorough risk assessment however, revealed extensive decay at the base of the tree. Soil probing and sounding with a mallet revealed a cavity of rot encompassing roughly 35% of the circumference of the tree's base oil its tension side. This coupled with the lean of the trunk and the presence of a major target led me to qualify this as a high risk tree and I reconrrnend removal. A completed ISA risk assessment form has been attached. Given the extensive decay and the lean of the tree towards an occupied building, I furthermore make the rare recommendation that this tree be removed ASAP and be qualified as an emergency removal pursuant to City code. I believe there to be enough risk of failure before the normal permit request process can be completed that I would be remiss if I did not recommend this. There are no treatments or pi-twing options that would alleviate the danger of tree failure. Please contact us if there are any further questions we can help to answer in this matter. I am willing to meet at the site of the tree with City staff if it would be helpful.
