SUBMITTAL DATE: May 15, 2018
DEEMED COMPLETE DATE: June 8, 2018
STAFF DECISION DATE: July 3, 2013
DEADLINE TO APPEAL (4:30 p.m.): July 16, 2018
FINAL DECISION DATE (4:30 p.m.): July 17, 2018
APPROVAL EXPIRATION DATE: January 17, 2020
DECISION
This proposal is to remove a hazard tree from the property at 795 Jaquelyn St. The tree, a sycamore, was
originally approved for removal in Planning Application PA-2013-00641 in 2013. The applicant did not
remove the tree before the original approval expired. Because the original approval expired, the applicant
was required to re-apply to remove the tree.
The subject property is located on the west side of Jacquelyn Street, approximately 110 feet north of Diane
Street. The parcel is approximately 38,589 square feet in size, zoned R-1-5, and has Clay Creek running
through the rear of the property. A 1,892 square foot home is placed in the middle of the lot. This portion
of Jacquelyn Street in unimproved.
The tree is a sycamore that is approximately 20" diameter at breast height (DBH). The original application
submitted a report by a certified arborist indicating that the tree had been topped and no longer had a
viable structure. The report stated that the tree interfered with an adjacent healthy tree's canopy and that
removal would improve the health of the other tree.
A staff inspection in 2013 concurred with the applicant's assessment and thus approved the application to
remove the sycamore. Staff found that the removal of the tree would not have a negative impact on erosion,
soil stability, or flow of surface waters because of the distance from the tree to the riparian corridor.
In staff's assessment, the tree removal as proposed meets the hazard tree criteria. Because the tree was
originally approved to be removed with no mitigation none will be required.
The criteria for a Tree Removal Permit are described in AMC Chapter 18.5.7.040.11 as follows:
TREE-2018-00004
795 Jaquelynhire

public safety hazard (i.e., likely to fall and injure- persons or property) or o foreseeable danger
of property damage to -an existing structure or facility, and such hazard or danger cannot
reasonably be alleviated by treatment, relocation, or pruning. See definition of hazard tree in
part 18:6.Removal of the tree will not have a significant negative impact on erosion, soil
stability, flow of surface waters, protection of adjacent trees, or existing windbreaks.
b. The City may require the applicant to mitigate for the removal of each hazard tree pursuant
to section 18.5.7.050. Such mitigation requirements shall be a condition of approval of the
permit.
