Deletions are beld4ined4hreugh. and additions are bold underlined. 6 WHEREAS,the City of Ashland(City)has an interest in promoting climate policy; and 7 WHEREAS,the City acknowledges and supports the active involvement and participation of the 8 community in furthering the goals, objectives and actions contained within the City Council 9 adopted Climate and Energy Action Plan; and 10 WHEREAS,the approval of a Climate and Energy Action Plan necessitates an on-going 11 Advisory body to assist Council in maintaining and updating the plan over time 12 THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS: 13 SECTION 1. New Chapter 2.27, Climate Policy Commission, is hereby added to the Ashland 14 Municipal Code as follows: 15 2.27.005 Purpose 16 The Climate Policy Commission shall support the integrity and focus of the City's Climate 17 and Energy Action Plan (CEAP). The Climate Policy Commission shall provide climate 18 plan implementation process oversight and recommend updates to the CEAP in pursuit of 19 meeting the climate recovery goals, objectives, and targets set forth in AMC Chapter 9.40. 20 2.27.010 Establishment; Membership 21 There is hereby established a Climate Policy Commission for the City of Ashland. The 22 Climate Policy Commission shall reflect and represent a wide range of community interests 23 and perspectives. Such interests shall include, but not be limited to, environmental, energy 24 efficiency, renewable energy, academic, business, low income, health, communities of color, 25 and elderly interests. The Climate Policy Commission shall consist of nine (9)voting 26 members. The Climate Policy Commission shall strive to include at least(2) members who 27 are 35 years old or younger at the time of appointment. Eight(8) of the members shall 28 reside within the City, and one(1) member may be an at-large member living within the 29 City's urban growth boundary. Either the Mayor or one (1) City Councilor shall serve on 30 the Commission as a voting, non-ex-officio member and, upon appointment by the Mayor and confirmation by the City Council, may serve as Chair. One(1) City Staff person shall ORDINANCE NO. 3178 Page 1 of 3 1 serve on the Commission as a non-voting, ex-officio member. The Commission may 2 optionally include two (2) student members representing the Ashland School District or a 3 University. Student members under the age of 18 shall serve as non-voting, ex-officio 4 members. Both voting and ex-officio members shall be appointed by the Mayor with 5 confirmation by the City Council. The primary staff liaison shall be appointed by the City 6 Administrator and shall serve as the secretary of the Commission. 7 2.27.020 Powers and Duties 8 A. Develop recommendations for the City of Ashland's CEAP and any updates to 9 the CEAP. 10 B. Recommend modifications to benchmarks,targets, or actions contained in the 11 climate plan as needed to incorporate the best available science and practices to 12 achieve the City of Ashland's climate-related goals and targets. 13 C. Manage a process for considering amendments and updates to the CEAP. 14 D. Monitor and make recommendations on the implementation of the CEAP for the 15 community and for City operations 16 E. Periodically review progress toward achievement of the CEAP's Greenhouse 17 Gases (GHG) and fossil fuels reduction targets. 18 F. Recommend changes in City ordinances, administrative rules, and processes that 19 facilitate or incentivize residents and businesses to reduce GHG emissions. 20 G. Work to ensure that the CEAP incorporates long-term social, economic, and 21 environmental goals. 22 H. Work to ensure that the CEAP is socially equitable for all community members 23 including low-income,young people, persons of color, the elderly, and those living 24 with disabilities. 25 SECTION 2. Codification. In preparing this ordinance for publication and distribution,the 26 City Recorder shall not alter the sense, meaning, effect, or substance of the ordinance, but within 27 such limitations, may: 28 (a) Renumber sections and parts of sections of the ordinance; 29 (b) Rearrange sections; 30 (c) Change reference numbers to agree with renumbered chapters, sections or other parts; ORDINANCE NO. 3178 Page 2 of 3 1 (d) Delete references to repealed sections; 2 (e) Substitute the proper subsection, section, or chapter numbers; 3 (f) Change capitalization and spelling for the purpose of uniformity; 4 (g) Add headings for purposes of grouping like sections together for ease of reference; and 5 (h) Correct manifest clerical, grammatical, or typographical errors. 6 SECTION 3. Severability. Each section of this ordinance, and any part thereof, is severable, 7 and if any part of this ordinance is held invalid by a court of competent jurisdiction, the 8 remainder of this ordinance shall remain in full force and effect. 9 PASSED by the City Council this t, ' day of �w ��- 2019.
