Our names, addresses and signatures are below, and we thank you advance for responding to and addressing our concerns. Name: r Email/Phone # (optional): V signature: . z Dear City Council members, We are the homeowners along the proposed pipe project route, and have questions and concerns we would like addressed prior to the vote on September 5, 2019. i. Where are the engineering and structural studies done that assess any potential impact to the homes along the proposed route? The Department of Public Works only provided the Adkins Engineering & Surveying Technical Memorandum. In the introduction of the report, they state: Only a cursory review was performed, therefore only a relatively low certainty of outcome should be expected from this review. The potential for both short term and long term impacts to adiacent properties exists from construction impacts and potential canal failure. Properties along the canal will experience temporary disturbances ...which include increased construction vehicle activity, equipment and laborers. Properties will experience increased noise, traffic delays, dust and interruptions in utilities. If this report as it states is only cursory, where is the report that studies the actual and real impact on property owners? 2. Is there a budget with funds set aside to compensate property owners for the loss of driveways, landscaping and trees? If utilities are disrupted, are there funds to put property owners up in comparable residences until utilities are restored? Are there funds set aside to compensate property owners for the disruption to their lives? For the dust, noise, stress, loss of privacy? If our homes are damaged by the construction, how much funding is set aside to repair homes or in extreme cases buy the properties back if they are structurally damaged due to this project? 3. Have you conducted any assessments as to property values? The canal is a water feature on my property (and one reason I chose this home over others), and if covered up and replaced by a dirt road it would lower my property value. Are you conducting property value assessments for the affected homeowners to determine if they would lose value? Do you have funds set aside to compensate those property owners whose homes are devalued due to the project? 4. How is this project being funded? Will Ashland residents be paying for this with our tax dollars? Will our utility bills go up to fund this project? Why spend 4-12 million dollars on a pipe, when the canal can be repaired for $843,310 in much less time and without all the liability to home owners? s. Why have property owners along the project route not been notified in writing of this project? I purchased my property in March 2019, and the project was not disclosed to me. I found out about it by chance, and when 1 contacted the realtors involved in the sale, they stated they did not know about this pipe project ...desPite the fact it impacts 86 homes in Ashland? Why has this project not been widely publicized, as it affects not only property owners but all residents who enjoy walking along the canal? 6. The recent Talent-Ashland-Phoenix (TAP) water project was completed with a price tag of $14 million dollars, why is this option not being utilized? Why spend another $4-12 million dollars piping the canal when we have already spent 14 million on a project that delivers clean drinking water to Ashland? 7. The stated reasons for the need to pipe the canal are water loss/leakage- and E.coli contamination, yet repairing the neglected concrete liner in the 7,160 feet of open canal would solve the water loss/leakage issue as well as the E.coli issue completely. E.coii exists at the source, Lake Hyatt, and along the 30 miles of open canal before it reaches Ashland. Hence E.coli would simply continue to be transported inside the pipe. A new liner with a curb would prevent leakage and also reduce E.coli in the canal. Why would you pursue the pipe option when a much less expensive, less invasive option exists? Why destroy Ashland residents properties, raise taxes and utility bills, remove a beautiful and widely enjoyed water feature and cause tree loss and environmental damage when you can repair the canal for a fraction of the cost? We encourage you to vote no on the pipe project and instead repair and keep the canal. Are there funds set aside to compensate property owners for the disruption to their lives? For the dust, noise, stress, loss of 00 privacy? If our homes are damaged by the construction, hoLv much funding is set aside to repair homes or in extreme cases buy the properties back if they are structurally damaged due to this project? 3. Have you conducted any assessments as to property values? The canal is a water feature on my property (and one reason I chose this home over others), and if covered up and replaced by a dirt road it would lower my property value. Are you conducting property value assessments for the affected homeowners to determine if they would lose value? Do you have I funds set aside to compensate those property owners whose homes are devalued due to the project? I found out about it by chance, and when'll contacted the realtors involved in the sale, they stated they did not know about this pipe project... despite the fact it impacts 86 homes in Ashland? Why has this project not been widely publicized, as it affects not only property owners but all residents who enjoy walking along the canal? 6. The recent Talent-Ashland-Phoenix (TAP) water project was completed with a price tag of $14 million dollars, why is this option not being utilized? Why spend another $4-12 million dollars piping the canal when we have already spent 14 million on a project that delivers clean drinking water to Ashland? 7. The stated reasons for the need to pipe the canal are water loss/leakage and E.coli contamination, yet repairing the neglected concrete liner in the 7,160 feet of open canal would solve the water loss/leakage issue as well as the E.coli issue completely. E.coli exists at the source, Lake Hyatt, and along the 30 miles of open canal before it reaches Ashland. This would markedly lower the appeal of the setting and thus lower my property value. Are you conducting property value assessments for the affected homeowners to determine if they would lose value? Do you have funds set aside to compensate those property owners whose homes are devalued due to the project? I Z'f Dear council members, Regarding my concerns with the proposed closing of the TID canal... I purchased my home in 2013, and choose this home because of the proximity of the canal. The TID borders 220' of my lower lot line. There are many trees on my property that will be removed if the canal is piped, The down slope is well over 30 degrees and I am concerned about erosion and the breakdown of the slope of my property and how that will adversely affect my home that lies above it. I am concerned that the costs for this project are extensive, and disproportionate to the reasons stated by the proposal which are leakage, and e-coli. Piping the canal will not stop e- coli from entering the water as the obvious miles of TID that lie open up stream of the proposed promect. Repairing the canal is less expensive and less invasive and repairing the canal will absolutely minimize leakage, and is the only viable option in my opinion. strongly urge the council to vote no, with the proposed closing project of the canal for the reasons mentioned above. Please consider patching and fixing the canal. then wait a few years to see the leakage numbers come in. Lastly, my mediation and spiritual practice is rooted in the connection to water, another reason I purchased this home„ and is an important part of my life, if the TID is closed I will loose that. Thank you for the consideration to not close the TID James Sheridan 825 Waterline rd Ashland, OR 97520 t I Dear City Council members, We are the homeowners along the proposed pipe project route, and have questions and concerns we would like addressed prior to the vote on September 5, 2019. i. The stated reasons for the need to pipe the canal are water loss/leakage and E.coli contamination, yet repairing the neglected concrete liner in the 7,160 feet of open canal would solve the water loss/leakage issue as well as the E.coli issue completely. E.coll exists at the source, Lake Hyatt, and along the 30 miles of open canal before it reaches Ashland. The Department of Public Works only provided the Adkins Engineering & Surveying Technical Memorandum. In the introduction of the report, they state: only a cursory review was performed, therefore only a relatively low certainty o outcome should be expected from this review. The potential forboth short term and Iona term impacts to adjacent properties exists from construction impacts and potential canal failure. Properties along the canal will experience temporary disturbances ...which include increased construction vehicle activity, equipment and laborers. Properties will experience increased noise, traffic delays, dust and interruptions in utilities_ If this report as It states is only cursory; where is the report that studies the.actual and real impact on property owners? If our homes are damaged by the construction, how much funding is set aside to repair homes or in extreme cases buy the properties back if they are structurally damaged due to this project?: 3. Have•you conducted any assessments as to property values? The canal is a water feature on my property (and one reason I chose this home over others), and if covered up and replaced by a dirt road it would lower my propert y value. Are you conducting property value assessments for the affected homeowners to determine if they would lose value? Why spend another $4-12 million dollars piping the canal when we have already spent 14 million on a project that delivers clean drinking water to Ashland? 7. The stated reasons for the need to pipe the canal are water loss/leakage and E.coli contamination, yet repairing the neglected concrete liner in the 7,160 feet of open canal would solve the water loss/leakage issue as well as the E.coli issue completely. E.coli exists at the source, Lake Hyatt, and along the 30 miles of open canal before it reaches Ashland. The potential for both short term and long term impacts to adjacent properties exists from construction impacts and potential canal failure. Properties along the canal will experience temporary disturbances which include increased construction vehicle activity, equipment and laborers. I found out about it by chance, and when I contacted the realtors involved in the sale, they stated they did not know about this pipe project... despite the fact it impacts 86 homes in Ashland? GO TO: ashiandtrails.com/keep-the-canal/ I V ~0 Dear City Council members, We are the homeowners along the proposed pipe project route, and have questions and concerns we would like addressed prior to the vote on September 5, 2019. Properties along the canal will experience temporary disturbances which include increased construction vehicle activity, equipment and laborers. I found out about it by chance, and when I contacted the realtors involved in the sale, they stated they did not know about this pipe project... despite the fact it impacts 86 homes in Ashland? Hence E.coli would simply continue to be transported inside the pipe. A new liner with a curb would prevent leakage and also reduce E.coli in the canal. Why would you I pursue the pipe option when a much less expensive, less invasive option exists? Why destroy Ashland residents properties, raise taxes and utility bills, remove a beautiful and widely enjoyed water feature and cause tree loss and environmental damage when you can repair the canal for a fraction of the cost? We encourage you to vote no on the pipe project and instead repair and keep the canal. I found out about it by chance, and when I contacted the realtors involved in the sale, they stated they did not know about this pipe project... despite the fact it impacts 86 homes in Ashland? Hence E.coli would simply continue to be transported inside the pipe. A new liner with a curb would prevent leakage and also reduce E.coli in the canal. Why would you r pursue the pipe option when a much less expensive, less invasive option exists? Why destroy Ashland residents properties, raise taxes and utility bills, remove a beautiful and widely enjoyed water feature and cause tree loss and environmental damage when you can repair the canal for a fraction of the cost? We encourage you to vote no on the pipe project and instead repair and keep the canal. The potential for both short term and long term impacts to adjacent properties exists from construction impacts and potential canal failure. Properties along the canal will experience temporary disturbances which include increased construction vehicle activity, equipment and laborers. Our names, addresses and signatures are below, and we thank you in advance for responding to and addressing our concerns. r~d Name: Address:- Email/Phone # (optional): f~'Gtr1L/I t,~ iIn4', l~ kl- Signature: } ~ 7 J Dear City Council members, We are the homeowners along the proposed pipe project route, and have questions and concerns we would like addressed prior to the vote on September 5, 2019. 1. The potential for both short term and long term impacts to adjacent properties exists from construction impacts and potential canal failure. Properties along the canal will experience temporary disturbances... which include increased construction vehicle activity, equipment and laborers. Properties will experience increased noise, traffic delays, dust and interruptions in utilities. If this report as it states is only cursory, where is the report that studies the actual and real impact on property owners? z. The canal is a water feature on my property (and one reason I chose this home over t others), and if covered up and replaced by a dirt road it would lower my property value. 5. Why have property owners along the project route not been notified in writing of this project? I purchased my property in March 2019, and the project was not disclosed to me. I found out about it by chance, and when I contacted the realtors involved in the sale, they stated they did not know about this pipe project... despite the fact it impacts 86 homes in Ashland? 5. Why have property owners along the project route not been notified in writing of this project? I purchased my property in March 2019, and the project was not disclosed to me. I found out about it by chance, and when I contacted the realtors involved in the sale, they stated they did not know about this pipe project-despite the fact it impacts 86 homes in Ashland?
