Please find an outline of our proposal below. INTRODUCTION This is follow-up work to the evaluation that we performed at the City of Ashland's new Park Estates pump station, a booster pump station with five pumps controlled by VFDs. During the review of software and site conditions, we identified several deficiencies that should be corrected. During this project OS Engineering will correct all these deficiencies and recommission the pump station in accordance with a new test plan that we will create. SCOPE OF WORK OS Engineering will provide the following services as part of this project. PLC/HMI Changes • Modify the existing PLC logic to automatically attempt to reset VFD faults and restart several times upon failure • Create PLC code that will capture the 10 most recent fault codes from each pump VFD, and develop an HMI screen that will display these codes and timestamps in a list • Add indication of the generator run status and ATS position to the HMI alarm log • Correct two errors noted in our evaluation memo related to Duty Pumps 2 and 3 PO Box 70413 ■ Springfield, OR 97475 ■ Phone (541)393-3345 ■ Fax (541)505-8917 Additional VFD and Electrical System Troubleshooting While previously on site, changes were made to VFD parameters to eliminate drive tripping due to communication failures. As part of this second effort, we will address the following VFD- related items. • Correct known wiring deficiencies (wire nuts) • Thoroughly inspect for additional wiring problems, correcting as necessary • Identify the source of power for the 20-750-APS power supply modules and verify that it remains energized during temporary loss of station power • Further troubleshoot communication failures with the Pump 3 VFD Because of the communication failures that this site has experienced, we will more thoroughly inspect the following, correcting deficiencies as required. • Inspect routing and installation of all Ethernet patch cables to identify potential sources for electrical noise • Inspect station grounding to ensure proper installation of all equipment grounding conductors (EGC), bonding jumpers and grounding electrode conductors (GEC) Recommissioning OS Engineering will coordinate with both the Public Works and the Electric departments to create a new commissioning plan for this pump station. Following approval of the new plan and completion of all the above tasks, we will recommission the pump station, verifying reliable operation under all conditions for which we can reasonably test. Terrace Street Pump Station OS Engineering will perform a review of the software and a short site inspection of this facility, checking for reliability concerns. Summary Report We will provide a final summary report that documents all our findings and actions taken for each of the tasks listed above. COMPENSATION Based on the above Scope of Work, we propose to perform this work on a time and materials basis in accordance with our standard rates at a cost not to exceed $11,190 without written permission. Page 2 of 3 SCHEDULE OS Engineering is prepared to begin and complete this work within two weeks. We will schedule the next site visit once a contract is in place. STAFF We expect to assign Jeffrey Teel, P.E. or Brian McEnulty, P.E. to this project. The engineer will be supported by a licensed electrician in order to complete the additional repairs and inspections. CONCLUSION We look forward to expanding our existing relationship with the City of Ashland and appreciate your confidence in OS Engineering. Please let us know if you have any questions regarding this proposal or require any clarifications or additional information. Sincerely, VW6(T Jeffrey Teel, P.E.
