Meeting Minutes
February 3, 2010

CALL TO ORDER – REGULAR MEETING, 5:00 pm
Historic Commissioners Present: Dale Shostrom, Terry Skibby, Sam Whitford, Alex Krach, James Watkins, Henry Baker, Tom
Giordano, Allison Renwick
Commission Members Absent: Keith Swink
Council Liaison: Chairman Shostrom introduced the new City Council liaison, Russ Sibilger
High School Liaison: None Appointed

APPROVAL OF MINUTES
Mr. Whitford moved to approve the January 6, 2009 minutes as presented and the motion was seconded by Mr. Skibby. Ms.
Renwick abstained due to being absent. The minutes were approved unanimously by the remaining Commissioners.
PUBLIC FORUM: There being no one wishing to speak, Chairman Shostrom closed the Public Forum.
PUBLIC HEARING:
PLANNING ACTIONS: 2010-00025
SUBJECT PROPERTY: 310 Oak Street
APPLICANT: Chris Iverson & Samantha Sperry/Ashland Cultural Center
DESCRIPTION: A request for Site Review approval and a Conditional Use Permit to operate a restaurant and
performing arts center in the existing building at 310 Oak Street. COMPREHENSIVE PLAN DESIGNATION:
Employment; ZONING: E-1; ASSESSOR’S MAP #: 39 1E 09 BA; TAX LOT: 14000
Mr. Sibilger recused himself due to it being a quasi-judicial hearing.
Chairman Shostrom confirmed there were no ex parte contacts or any conflicts of interest.
Mr. Severson explained that the use would be an office and restaurant during daytime hours and there was adequate parking. At
night the occupancy for the performing arts venue, up to 250 persons, would require additional parking.
The tenant, Christopher Iverson and manager, Chris Decker described the various parking options. Mr. Iverson explained there
would be no exterior changes to the building. The venue would be alcohol free, organic, vegetarian, internet café. Mr. Skibby
asked about the entrance. Mr. Iverson said it would be through the front main doors off the parking lot. He shared that the
building had been tested and there would be no outside noise issues.
There being no further questions and no one in the audience to speak, the public hearing was closed.
The Commissioners said the liked the plan and felt it was a good location.
Mr. Whitford made a motion to recommend approval and Mr. Baker seconded the motion and it passed unanimously.
OLD BUSINESS:

A. Historic Preservation Week (“Old is the New Green” May 9-15) – Schedule of Events. Mr. Skibby said he would do the Ashland

Cemetery tour on Sunday, May 9. The Mausoleum would be opened for self-guided tours on Wednesday, May12th. Mr. Skibby
would work with the Tree Commission to do the Railroad District walking tour on Friday at 2:00 pm. The Historic Open House would

follow at 3:00 pm. Letters to all the downtown business owners would be prepared suggesting they coordinate a sidewalk sale or
something similar during the open house time frame. Ms. Boswell said she could pass a copy of the letter to Mr. Faught, Public
Works Director, who is active in the Rotary and ask him to discuss options with them for this event. Mr. Severson said he would also
pass the info on to Adam Hanks in Economic Development.
There were suggestions made about guest speakers such as George Kramer or Joe Peterson and possible venues for the
Preservation Award Ceremony. Ideas included 11 First St, the Railroad History Museum or the High School. As an alternative, the

Community Center was selected. Ms. Boswell said that the Community Center was not available for Thursday, May 13, so it was

agreed that either Tuesday, the 11th or Wednesday, the 12 would also work. Ms. Boswell agreed to book it in as a backup. In the
meantime, Mr. Giordano said he would talk to the owner of 11 First Street. The following were nominated for Historic Preservation

Chairman Shostrom and Mr. Skibby said they would take pictures prior to the next meeting. The remaining Commissioners would
view the proposed nominations and be prepared to make selections at the March meeting.

D. Exits 14 & 19 – Mr. Giordano said the State had changed the design of the light fixture poles on both exits.
DISCUSSION ITEMS:
A. Mr. Krach said he had arranged a site meeting on Friday, Feb. 5th with Mark Knox at 440 Granite Street to discuss
alternatives to demolishing the historic home. Mr. Severson reminded the Commissioners that a meeting involving more than 3
commissioners would require public noticing for a sub-committee meeting. The Commissioners that were interested in going
would coordinate their times between 11:00 and 11:30.
B. Mr. Severson informed the Commissioners that there had been talk of a zoning change, possibly “mixed use” for the
properties on Winburn Way from the Community Development building to the parking lot/ice rink.

Mr. Krach handed out information about a Heritage Assessment survey online.
ADJOURNMENT
It was the unanimous decision of the Commission to adjourn the meeting at 6:15 p.m.
