HomeMy WebLinkAbout2010-07-07 Historic MIN ASHLAND HISTORIC COMMISSION Meeting Minutes July 7, 2010 Community Development/Engineering Services Building – 51 Winburn Way – Siskiyou Room CALL TO ORDER – REGULAR MEETING, 6:00 pm Historic Commissioners Present: Dale Shostrom, Alex Krach, Terry Skibby, Keith Swink, Sam Whitford, Allison Renwick, Henry Baker, Tom Giordano Commission Members Absent: none Council Liaison: Russ Sibilger High School Liaison: None Appointed SOU Liaison: None Appointed Staff Present: Planner: Derek Severson; Clerk: Billie Boswell APPROVAL OF MINUTES Mr. Baker moved to approve the June 2, 2010 minutes as presented and the motion was seconded by Mr. Whitford. Mr. Shostrom and Mr. Krach abstained due to being absent. The minutes were approved unanimously by the remaining Commissioners. PUBLIC FORUM: Colin Swales – Considering drawing up new code verbiage to help increase density in some of the historic districts by changing the rear yard setback requirements. Mr. Giordano was supportive but thought it could be made part of the CUP process to allow flexibility. Ms. Renwick felt reasonable development could be planned within the current setback requirements. Mark Knox, in the audience, liked Mr. Giordano’s suggestion and pointed out that maximum permitted floor area in Historic districts allows some discretion and the CUP would provide more flexibility. George Kramer, also in the audience, commented that it would promote development to the rear of the property to protect the streetscapes. COUNCIL LIAISON’S REPORT: Mr. Sibilger said the Council had received an email from the Mayor’s office proposing a tour of the Gun Club in August. Mr. Severson said he would verify date and time. DISCUSSION ITEMS: 85 Winburn Way – Mark Knox, Don Sever and George Kramer presented some preliminary concepts on rezoning Winburn Way to Nutley Street from R-1-7.5 to C-1D. Mr. Severson explained that the City Council has approved the applicant’s proposal to move forward with the rezone, but no application had been received yet. Mr. Kramer and Mr. Sever also displayed a model of a possible new building design to replace the current building at 85 Winburn Way. They explained they were trying to highlight the gabled design of the Community Center and Pioneer Hall and combine it with a modern two level connection and a clear glass cover. The linear design was necessary due to the narrow depth constraints of the lot. The purpose of the building would be for a café/restaurant that would provide various common areas and tie into the Skating Rink in the winter. Mr. Whitford asked about parking. Mr. Knox replied that with the C-1-D zone, no parking would be required. They would like to make the front more pedestrian oriented and remove some of the parking along Winburn leaving a few handicap and loading zone bays. The Commissioners commented that the building had too many architectural styles with the mix of craftsman, prairie and contemporary. OLD BUSINESS: A. Absence Report – Mr. Severson distributed a spreadsheet showing Commissioner absences for Jan 1 thru June 30 of 2010. Per new ordinance changes, unexcused absences will be reported every six months beginning July 1, 2010. B. Historic Commission Vacancy – Mr. Severson shared an application for from John Weinbrecht. The Commissioners requested that the applicant attend a least one Commission meeting to better understand how the Commission functions. C. Demolition – Mr. Severson told the Commissioners of the major demolition and remodel at 19 Hillcrest where 60% of the exterior walls were being demolished including the front façade. They were asked to meet with the Review Board. Mr. Krach revealed that work was currently being done. D. 155 Fifth St – Ms. Renwick had concerns about the house “falling down”, kids living in it, numerous code issues. Mr. Severson recommended referring it to Code Compliance.
