' CITY OF FORM #4 ASHLAND miiirminnarta In IU ), A D SOW m s 5,000 0 15 000 To: Kelly Madding,City Administrator From: Paula Brown,Public Works Director Date: 10/17/2019 Re: DETERMINATIONS TO PROCURE PERSONAL SERVICES In accordance with AMC 2.50.120(A), for personal services contracts greater than $5,000, but less than $75,000, the Department Head shall make findings that City personnel are not available to perform the services, and that the City does not have the personnel or resources to perform the services required under the proposed contract. Background In 2014, Portland Engineering was chosen to oversee the WWTP SCADA upgrade. The upgrade was completed in 2018. Since that time, significant personnel have departed Portland Engineering. Because of these personnel changes, it has been determined that comparing two different companies to determine whom would be best to serve the City of Ashland concerning all SCADA related issues should be looked into at this time. Pursuant to AMC 2.50.120(A), has a reasonable inquiry been conducted as to the availability of City personnel to perform the services, and that the City does not have the personnel and resources to perform the services required under the proposed contract? Past practice has shown that outside contractors have had a very positive influence working on SCADA related operations at the WWTP. Outside contractors have a better understanding of the requirements for keeping a system operating reliably. SCADA is a very important component in keeping the wastewater plant operating and meeting it's NPDES requirements.
