HomeMy WebLinkAbout2020-02-05 Historic MIN ASHLAND HISTORIC COMMISSION Meeting Minutes February 5, 2020 Community Development/Engineering Services Building –51 Winburn Way –Siskiyou Room CALL TO ORDER: Shostromcalled the meeting to order at 6:05pmin the Siskiyou Room at the Community Development and Engineering Offices located at 51 Winburn Way, Ashland OR 97520. Commissioners Present:Council Liaison: SkibbyRich Rosenthal WhitfordStaff Present: Von ChamierMaria Harris; Planning Dept. HovenkampRegan Trapp; Secretary Swink Babin Giordano Shostrom Commissioners Absent:Emery APPROVAL OF MINUTES: Hovenkamp motioned to approve minutesfor January 8, 2020.Babin seconded. Voice vote. ALL AYES. Motion passed. PUBLIC FORUM: Huelz Gutcheon, Ashland, OR, addressed the Commission regarding the foyer area for Conservation use. COUNCIL LIAISON REPORT: Rosenthal gave Council Liaison report. Items discussed were: Putting the Capital Facilities Bond on the ballot in May–No final decisions have been made. o Rosenthal and the Commission spoke in depth about the City Hall options and what their next steps could be. NEW ITEMS: Review board schedule Project assignments for planning actions thrd Historic Preservation Week, May 17–232020 o The Commissioners splitinto 4 groups and divided the properties so that each may view anddiscuss at the meeting in March. 1.Sam/Keith 2.Piper/Tom 3.Bill/Beverly 4.Dale/Ellen/Terry o Skibby and Babin to conduct tours during Historic Preservation Week. Skibby’s tour is nd scheduled for May 22at 2PM in the Downtown District. Babin would like to lead a Cemetery tour and will get back to Trapp with dates/times that she can fit in to her schedule.Both Commissioners will write blurbs describing the tours. DISCUSSION ITEMS:. Update on 145 N. Main appeal. o Harris gave update on the appeal and what the decision of the Planning Commission means. Shostrom discussed the MAP project with the Commission (Exhibit A, attached). Shostrom motioned to approve the MAP project duties, responsibilities, and authorities as adopted by the Ad Hoc Committee. Giordano seconded. ALL AYES. Motion passed. The Capital Facilities Bond was discussedagainand what the roles/duties of the Historic Commission are. Shostrom to represent the Commission at the Council meeting on February th 18.Hovenkamp to draft a letter for Shostrom to read outlining concerns over City Hall. Shostrommotionedto present verbal testimony (in letter form from the Historic Commission, to be written by Hovenkamp) at the nextCity Council meeting on February , 182020, voicing their preference of renovating City Hall or having Council look into other options to save the building.Whitford seconded. ALL AYES. Motion passed.
