Commissioners Present: Council Liaison: Shostrom Jeff Dahle Hovenkamp Staff Present: Emery Derek Severson; Planning Manager Bonetti Regan Trapp; Admin Support Scharen Whitford Skibby - Zoom Repp - Zoom Commissioners Absent: ALL PRESENT READING OF LAND ACKNOWLEDGEMENT Land Acknowledgement was read by Scharen. (4:05) APPROVAL OF AGENDA (5 min) Commissioner suggested amendments to Agenda. o Scharen added an amendment regarding Historic Preservation that will be added to the end of the agenda. (4:10) APPROVAL OF MINUTES (5 min) Historic Commission meeting of February 7, 2024 (4:15) PUBLIC FORUM (15 min) There was no one in the audience wishing to speak. (4:30) LIAISON REPORTS (5 min) Councilor Dahle had nothing to report. Committee members asked their own questions. HPACCommittee Minutes After a question from the Committee, Councilor Dahle to investigate why Committees do not have budgets. After a question from the Committee, Councilor Dahle gave an update on Pioneer Hall and Community Center. Severson gave the staff report. Items discussed were: The Court of Appeals upheld 87 of the 89 Climate friendly rules. Color request for ODOT – Will be covered later in the meeting. B.KS Wild Mural Concept – 562 A Street Shostrom and Hovenkamp to submit a letter to PAAC and KS Wild regarding the Committee recommendations. Keep architectural surface/integrity and texture of the exterior wall. Use applied panels or features and keep the façade. C.Subcommittee Reports Map II Subcommittee o Nothing to report. “Rock Garden” Subcommittee (see attachment A) D.Review Board HPACCommittee Minutes (5:00) PLANNING ACTION REVIEW (20 min) PA-T1-2024-00227 Site Design Review for an Additional (Fifth Unit) at 348 N. Main St. There was no conflict of interest or ex-parte contact indicated by the Committee. Derek gave the staff report for PA-T1-2024-00227. Applicants present Jason Eaton – Applicant’s representative, Conscious Construction.
