Draft Minutes
Date 7/25/2019
Call to Order
Commission Chair Rohde called the meeting to order at 4:02 pm in the Siskiyou Room at the Community
Development and Engineering Offices located at 51 Winburn Way, Ashland, Oregon, 97520.

Approval of Minutes
Commissioners Sarah Spansail / Jackie Bachman m/s to approve the minutes of June 27, 2019. Voice Vote: All
Ayes. Motion passed
Public Forum - none
Review and Discussion of State Housing Bills
Brandon Goldman / Senior Planner City of Ashland gave explanation of House Bill 2001 and how it will
effect the city of Ashland. The new bill states Cities with population of 10k – 25k should provide for duplexes on
single family zoned lots. City current rules only allow for duplexes on corner lots, the city will have to go thru a
land use amendment process to allow Duplexes in those single family Zones. Dept of Land Conservation and
Development will be developing a model code by December 2021 for communities to adopt by June 2022. The
State bill did state that a Transportation study will not be required in order to adopt this land use change.
Rich Rohde put forth for questions from commissioners.
Hedie Parker - will the process have to go by planning? Brandon Goldman – Yes, any Land use changes must
go thru planning commission and city council.
Linda Reppond – did I understand that all of the R-1 areas will be eligible for duplexes? Brandon Goldman -
yes. The bill is also redirecting Building Codes to look at amending restrictions for existing non-conforming units to
be allowed.
Jackie Bachman – did I hear there is an exemption to Historic Districts? Brandon Goldman – as it stands now
most of our Historic Districts are already Multi Family Zones.
Brandon Goldman provided spreadsheet of Housing Production units for 2018 in the City (see attached).
He gave info for 2019 approved multifamily units are 175 at this time.
Rich Rohde, Commission Chair reads summaries of each new housing bill thru State of Oregon.
Commission decides they want to look into the State Bill 2916 and discuss it more at next meeting.
Bellingham Washington Housing Levy Review and Discussion
Commission discusses the possibility of a Levy happening here in the Rogue Valley and the existing
Continuum of Care and what they are doing here in the Rogue Valley.
Housing Forum Planning Update
Gina Duquenne and Sarah Spansail– gave print out of recap for planning the Forum. They have settled
on a date of Oct 21,2019 at Ashland Hills Hotel. Rich askes for consensus that this is the direction the
commission wants to go. All agrees yes. More discussion at next meeting.
SS Grant Application Changes Suggestions
Linda Reid goes over examples of existing forms.Discussion about how to change the form or make a
new form. Decide that work group should meet again after some questions are answered from United Way,
maker of the form currently used. Work group will meet again in Sept

Ad Hoc committees being formed, commission will need to pay attention, as there is always
buzz about social service grants and housing trust fund.
SOU Liaison (vacant) – no report
Staff(Linda Reid) – HUD Continuum of Care Grant application is out.
General Announcements – Jackie Bachman, over night parking at multiple churches for
homeless. OHRA will do the vetting, permission is run thru city administration.
