Draft Minutes
October 24, 2019
Call to Order
Commission Chair Rich Rohde called the meeting to order at 4:00 pm in the Siskiyou Room at the
Community Development and Engineering Offices located at 51 Winburn Way, Ashland, Oregon, 97520.

Approval of Minutes
Commissioners Linda Reppond/Tom Gunderson m/s to approve the minutes, as corrected, of September 26,
2019. Voice Vote: All Ayes. Motion passed
Public Forum - None
OHRA - Winter Shelter Update
Ken Gudger and Michelle Arellano of Options for Helping Residents of Ashland (OHRA), presented an
update on the winter homeless shelter program, their operations, and the organizations general budget.
Commissioners Jackie Bachman / Linda Reppond m/s that after examining the facts and figures
relating to the operation of the winter shelter, the HHSC discussed and agreed to recommend that the
city council identify a sustainable city funding source to support OHRA and the ongoing success of
the winter shelter. Voice Vote: All Ayes. Motion passed
CEAP Presentation
Stu Green, Conservation Specialist, presented information about the City’s Climate and Energy Action Plan.

2019 Buildable Lands Inventory Update
Brandon Goldman, Senior Planner, presented information about land availability and housing capacity for
future development within the City and Urban Growth Boundary. Goldman further presented information
regarding population projections changing demographics, and housing characteristics within the City.”
Commissioners Linda Reppond / Jackie Bachman m/s to recommend to City Council the approval of
the Resolution to update the Buildable Land Inventory (BLI) technical report as referenced in
Appendix A of the Comprehensive Plan. Voice Vote: All Ayes. Motion passed
Housing Forum Debrief
Jackie Bachman – felt forum went well with good conversations. Wished it had been better attended.
Gina DuQuenne – feedback was that it needs to happen more often.
Rich Rohde – reflection on social media was favorable.
Erin Crowley - wants rental price gouging to be a topic that is worked on for the future
Review and Approval of Annual Update to the City Council
The Commission reviewed the draft update, and recommended changes to the layout and removal of the
education section. Rich Rohde and Erin Crowly will present the update to the City Council.
Liaison Reports discussion
Council (Dennis Slattery) - Absent
Staff: Linda Reid provided email from Kendrick for commission to see.
General Discussion: Rich Rohde discussed the proposed Jail Levy and National Alliance on Mental Illness
(NAMI) recommendations (see Attachment B). Jackie Bachman announced the open house for the winter
shelter will be at 5:30 Oct 30. Commissioners discussed asking Pam Phan from the Oregon Community
Alliance of Tenants (OregonCAT) to come to the upcoming Commission’s Retreat and talk more about rental
issues, Senior housing, and future direction for the Commission.
