Call to Order
Commission Chair Rohde called the meeting to order at 4:02 pm in the Siskiyou Room at the Community
Development and Engineering Offices located at 51 Winburn Way, Ashland, Oregon, 97520.

Approval of Minutes
Commissioners Jackie Bachman/Heidi Parker m/s to approve the minutes of January 23, 2020. Voice Vote: All
Ayes. Motion passed
Public Forum

New Member Welcome and Introductions
New commissioner Echo Fields introduced herself to the other commission members.
Boise Decision Discussion
City council Study Session on Monday 3/2 with City Attorney Dave Loman. Jackie Bachman to give report to
Commission regarding results of Council Study Session.
Utility Bill Workgroup Discussion
Rich Rohde gave brief description of what the workgroup is studying for recommendations to come to HHSC.
H&HSC Grant Meeting Schedule
Commission discusses and agrees that they will have applicants for CDBG to present at meeting in March.
Possible separate meeting for housing trust fund.
Medford Implementation Plan Review and Discussion
Revisit this project with updates in April Meeting.
Commissioners Echo Fields/Linda Reppond m/s for the Housing and Human Service Commission to
participate in a Homeless Plan modeled after the City of Medford’s plan and with City Council support
would like to move forward in drafting a City of Ashland Homeless Implementation Plan. Voice Vote: All
Ayes. Motion passed
Consolidated Plan Overview
Linda Reid presented power point presentation of consolidated plan. Jackie Bachman suggests change in
wording for final paragraph.
Liaison Reports discussion
*Echo Fields has suggestion for SOU Liaison
Announcements
Rich Rohde - Community Care Organization group will be doing housing in a community health and improvement
plan.
Adjournment: Rich Rohde adjourned the meeting at 5:55p.m.
