HomeMy WebLinkAbout2021-01-28 Housing & Human Services MIN Ashland Housing and Human Services Commission Minutes January 28, 2021 Call to Order Commission Chair Rohde called the meeting to order at 4:00 pm via Zoom Commissioners Present: Council Liaison Rich Rohde Gina Duquenne Echo Fields (vacant) SOU Liaison Linda Reppond None appointed at this time (Vacant) Jackie Bachman Staff Present: Heidi Parker Linda Reid, Housing Program Specialist Chris Mahan Liz Hamilton, Permit Technician Commissioners Not In Attendance: Tom Gunderson Approval of Minutes Commissioners Heidi Parker / Jackie Bachman m/s to approve the minutes of November 19, 2020 and December 10, 2020 with amendments. Voice Vote: All Ayes. Motion passed CDBG and Social Service Grants Schedule Update Linda Reid – Due to COVID there will not be a joint application with the United Way, City of Medford, and the City of Ashland for Social Service grant. The Commission will review CDBG applications in March. Ashland will issue the RFP for Social Service Grants in March, applications will be due in April and Commission will review Social Service grant applications in May. Racial Justice Commitment Adoption Discussion Rich Rohde - City council is looking at adopting a Racial Equity Commission and Rich would like to incorporate a racial lens to Housing commission. Echo Fields has pdf of social justice human rights impact assessment templates that are used in larger metropolitan areas that Ashland can use as a starting point. Commission agrees to table for further discussion. COVID Homeless Response Update Linda Reid - Pallet shelter houses are up and ready at the Unitarian Church, still need volunteers to check in on the occupants of the Pallet houses. Requested allocation of money from Oregon’s Emergency Solutions Grant given to Oregon Housing and Community Services and Jackson county, rogue Retreat will partner with Ashland to create a camp area for homeless if Ashland receives some funding. Emergency Weather shelter has a challenge with staffing and locations due to COVID. SOU Program Report Chris Mahan – First housing round table meeting with SOU students, hoping to get students more involved with helping the community. Consider a Partner-Internship with SOU for volunteers at shelters.
