Commissioners Present: Council Liaison Rich Rohde Gina Duquenne Echo Fields Leda Shapiro SOU Liaison Linda Reppond None appointed at this time Joy Fate Kathy Kali – absent Staff Present: Heidi Parker Linda Reid, Housing Program Specialist Chris Mahan Jackie Bachman Approval of Minutes Commissioners ask for amendments to the minutes of September 23, 2021 and to vote for approval at the November 18, 2021 meeting. Public Forum none Rent Burden Discussion HB 4006 was passed in 2018 and required Cities with a population over 10,000 whose residents that experience severe rent burden at a rate greater than 25% annually hold a public meeting to discuss the issue of rent burden, and opportunities for addressing and reducing rent burden. In the HHSC past the commission has had in depth workshops and meeting about this issue in Ashland. 2020 was a COVID year and this was not completed by the commission. This year it will just be an agenda item for the commission to discuss. Commission discussed the report from the state, how hard it is to find affordable rentals in Ashland, and that in Oregon Cities are not allowed to issued rent control. Co-Chair Linda Reppond moves meeting forward as this issue will be discussed in agenda items of this meeting. November/December Meeting Schedule Discussion th Commission agrees to have regular November meeting on the 18 and a retreat meeting on December 9, 2021. From 11am – 2pm. Overview of the Affordable Housing Program Presentation Linda Reid gave half presentation on how the City of Ashland works to try and help promote Affordable housing with developers. Information on financial incentives and Land Use Regulations thru direct grants and fee waivers. Commission discusses other items the city could concentrate on such as, mobile homes, ADU, duplex, tri-plex and town homes. Remaining portion of presentation will be completed in meeting in November. https://www.ashland.or.us/SIB/files/Housing_Program_Presentation_Revised.pptx Severe Climate Event Policy Stakeholder Meeting Discussion Echo Fields gave the information that Stakeholders are a must in moving forward with this policy. A letter has gone out inviting people to a meeting in November to discuss with the HHSC the issue for severe climate sheltering and create a policy that HHSC can vote on and be presented to City Council. Annual Update to the Council Discussion Linda Reppond and Rich Rohde volunteer to present the Annual Update to the City Council meeting on th November 16. Liaison Reports: nd Council / Gina DuQuenne: Nov 1 council meeting 2 reading of land use code for Kendrick development thnd on Hwy 99. Dec 7 council meeting 2 reading of land use code for KDA Homes development on N Mountain. th Tours of Snowberry on Nov 17and 18th. SOU Program Report / Chris Mahan: No report Staff / Linda Reid: Pallet Shelter community is ready to go but Rogue Retreats is still in need of 3 staff members to be open to staff property effectively.
