CALL TO ORDER: 4:00 p.m. II. APPROVAL OF THE AGENDA III. CONSENT AGENDA A. Approval of October 26, 2023, Minutes Rhode/Kali M/S Voice Vote: ALL AYES The minutes from October 26, 2023, have been approved. IV. PUBLIC FORUM (4:05-4:10 p.m.) A. Public Forum.  N/A V. NEW BUSINESS A. Code Compliance Presentation (4:10-4:35 p.m.). Lisa Evans, the City’s Code Compliance Officer, gave a presentation on vacation rentals in town. She also touched on the following topics.  Property zoning.  Requirements and the process to ensure legality.  Citation process.  General Q & A. The Workgroup will come together and craft a motion to present to the City Council regarding Page 1 of 3 Housing And Human Services Committee Draft Minutes a vacation rental cap. B. Homeless Services Masterplan Subcommittee Appointments (4:35-5:00 p.m.). The Committee voted on 8 candidates for the Subcommittee. The vote was unanimous. They are as follows, in no particular order.  Jan Calvin  Dennis Slattery  Helena Turner  Debbie Neiswander  Alex Reid  Avram Sacks  Lawrence VanEgdom  Ro Henigson-Kann C. Workforce and Affordable Housing Discussion and Next Steps (4:55-5:15 p.m.). The workgroup has changed their name to the “Middle Income Housing and Affordable Housing Workgroup”. The group touched on these items.  Work with other groups – SOU.  Land Trust.  Construction exercise tax (0-60% AMI) would like to broaden to (50-120% AMI).  Normal Ave. plan to be updated.  Ensuring the survey data is aligning with Brandon Goldman and Mayor Graham. th  Next meeting on Monday, Feb. 12 at SOU library. Room 231 from 3:30 PM- 7:30 PM. D. Strategic Goal Review and Discussion (5:15-5:40 p.m.)  Middle income Housing o Cottage Housing (numerical goal) o Housing for young families o Higher Density Development o Remove requirements for open space. o Housing for all demographics o Housing for SOU graduates  Identify barriers to housing support, are there ways that the Committee can assist agencies that are struggling. Create a survey to ascertain what types of help the Committee can provide. Host an event to talk to organizations about how the Committee can support other agencies.  Review Airbnb regulations (AMC 18.2.3). Can these be changed? How does it work? How do complaints happen, how is compliance gained.  Explore incentives for middle income investors and developers.  Encourage the development of a diversity of housing types. Page 2 of 3 Housing And Human Services Committee Draft Minutes  Explore opportunities for alternative/innovative housing types, with permaculture.  More ADA housing development/accessible housing development.  Construction excise Tax.  Housing Master Plan Rohde/ Munoz? M/S. Voice Vote: All AYES. The goals that were created at the 2024 goal setting retreat have been adopted with the following three changes. 1. “Work Force Housing” header changed to “Middle Income Housing.” 2. “Private market equity investors” changed to “middle income investors”. 3. Add “Housing Master Plan” to our list of goals. VI. UNFINISHED BUSINESS A. None VII. INFORMATIONAL ITEMS A. Liaison Reports  Councilor Dylan Bloom gave feedback on the City’s annual Town Hall. He was hoping that more Community members had shown up, but everything else was great. It was an opportunity for us to communicate with our locals about the exciting on-goings in town. B. General Announcements  Echo Fields would like to remind the Committee about the Homeless Summit on Saturday, February 3 at the Ashland Hills Inn. VIII. AGENDA BUILDING – Future Meetings IX.
