A.Public Forum.
Debra Neiswander voiced her concerns on the lack of emergency shelter for the weekend
of 10/28/23-10/29/23.
Rachel Jones lives near the 2200 Ashland St. shelter and is concerned with the issues of
paraphernalia, human waste, and drug use in the area. She would like the City to be
transparent about their plans for addressing these issues.
Alexandra Reid is a volunteer for Laundry Love. 2200 Ashland St. would make a great
home for Laundry Love to work out of. They could fit 3 commercial washers and dryers in
the space.
V.NEW BUSINESS
A.December Goal Setting Retreat Planning: Agenda items, Date, and Location (4:10-
4:35 p.m.).

Reid read through the MEMO and gave examples.
Kaplan shared some information about Craft3. Craft3 issues loans for failing
manufactured homes.They are based out of Astoria,and they serve Oregon and
Washington. Craft3.org is the website. These are all things that we should consider.
A sub-committee for work force housing was discussed and members were added.
Motion to create a sub-committee comprised of Munoz, Bass, Kali, and Kaplan.

A.Liaison Reports
Kaplan spoke about the “Homeless services Master Plan” request by the Council.
Create a subcommittee which will assist in developing the “master plan”. The City
Council will be reviewing and potentially approving a contract with OHRA on
November 7, 2023, to use the insulated garage space at 2200 Ashland St. as an
emergency weather shelter.
Motion to create a subcommittee to work on the Master Plan for the spectrum of
homeless and unhoused support services.

B.General Announcements
Rohde informed the group that Community Health Assessment and Community
Health Improvement Plan is another source of housing funding that is growing in
Oregon and will come from the Coordinated Care Organizations and to promote
better community health outcomes.

desire to learn more about code compliance for vacation rentals.

The City advertised the availability of seats on the ad hoc subcommittee
accepted applications until
January 15. In that time the City Received 15 applications from interested

candidates. The applications are attached to this memo for Committee
member review. At this meeting, it is expected that the Committee will
review the applications and make appointments to the Ad Hoc
Subcommittee, which is expected to have approximately 9 members. The
Committee has appointed three members from the HHSAC, one law
enforcement liaison, and two City Councilors to serve on the
subcommittee. It is anticipated that the subcommittee will have one or
more representatives from a few different sectors; a representative from
OHRA, people who live in the South Ashland community, people who work
with homeless populations, business owners, and people with lived
experience of homelessness. Below is a spreadsheet to help identify
which representative categories applicants may meet. Please fill out your
spreadsheet and rank candidates in order of preference in preparation
for discussion with the larger group.

coordinator, division supervisor, and then department director. Community Services

planning, facilitation, and grant writing. Most relevant is the past three years of
experience working to set up and support the Mid-Willamette Valley Homeless Alliance,

seminars, articles, site visits, or the opportunity to hear from people directly affected by
the issues is important and something I would make time for.
Interests: I'm interested in learning more about the local housing and human service
issues and offering my perspectives while working collaboratively with other group
members, staff, elected officials, and the community to address those issues.
Availability: While I work full time, I work from home and have a relatively flexible
schedule. I am not available on Thursday evenings or the fourth Tuesday evening.
Additional Information : I've lived in Ashland for a year and a half. I'm not sure if it is an

Related Experience: I have personally experienced homelessness eight times in my
adulthood, since I became independent in 1993. I conquered homeless through how I was
raised in a permanent group home by a loving and truly caring foster mother. I wasn't
an easy teenager to raise, at all! Nevertheless, the life lessons and good core values that
she instilled in me are the reason why I overcome every challenge and obstacle in my life
every year - including my current situation of being at risk of becoming homeless.
Interests: To advocate for the homeless. I strongly believe that they are being treated in
an inhumane way - mainly through the cookie cutter approach, and every homeless
person who seeks help deserves to be treated like a unique individual, with different
needs.
Availability: Yes and no. I don't drive. I use the RVTD bus to get around, as I choose to
live within my means. Early weekday evenings are the best for me.

Interests: Having the honor of being raised in Ashland, OR, with the privilege to have
sought immersion in cultures vastly different from my own, has left me with an
understanding that while suffering is an international phenomenon, there is immense
need for resources in furtherance of the provision of equal opportunity to all persons to
live in decent housing facilities regardless of race, color, religion, sex, sexual orientation,
gender identity, national origin, source of income, or familial status. Consequently, it is
my belief that having the distinction of working alongside The Homeless Services
Masterplan Subcommittee will provide the platform to continue striving to be a part of a
workforce that not only labors to aid in mitigating homelessness, but concurrently holds
the necessary power to demand systematic change. Ashland touts its long-standing
commitment to upholding justice and dismantling systemic inequality. Yet, many people
are not afforded their basic humanity. In order to adhere to the tenets I believe Ashland
residents hold dear, we have to find a way in which to work within the system, against
the system (Mullaly, 2008). While there are no perfect solutions, and there is certainly
not a way to fix everything (far from it), this committee is a step towards utilizing our
privilege and resources to share power with the most vulnerable folks in our town.
Availability: I will be available to attend regularly scheduled meetings as well as any
special meetings! I prefer day meetings, but I can also happily attend meetings in the
evenings!
Additional Information : I was born in Ashland in 1994! After going on Rotary Youth
Exchange to Argentina in 2011, I graduated from AHS in 2013, and spent the next ten
years around the world, before returning to my hometown in 2022. In addition to the
total of three years I lived and worked on large sailboats all over the east and west coast,
I lived in Bellingham WA, Spain, Morocco, France, England, Tucson AZ, and finally
landed in Portland for four years. I have grown to be hugely grateful to have been raised
in Ashland, and it is an even bigger privilege to be able to return. Yet I recognize I would
not have been able to move back, without the support and resources that I was raised
with. It is my greatest hope that I can walk alongside those who want to be housed in
Ashland.

Related Experience: I have no personal experience with, nor expertise on, homelessness,
per se. But I am concerned about the plight of our homeless, and to that end, I have been
a regular, and significant, donor to both OHRA and the Ashland Emergency Food Bank
for the past several years. I had a successful legal career - 2 years in NY followed by 33
years in LA. My practice was primarily business litigation, and I was a partner in firms
ranging in size from 15-90 attorneys. In my later years, I headed my own firm (Kendig &
Ross) and focused on representing employees in disputes with their employers, and in
representing limited partners in claims for breach of fiduciary duty against their general
parters. I believe people who have worked with me would say I'm a smart guy, a quick
study on new or unfamiliar issues, and possessing an ability to identify and prioritize
those issues that are critical to making good decisions. I've also been told that I write
very clearly, and at times, with a somewhat trenchant wit.
Interests: I've lived in Ashland since I retired in 2008. I've seen the town prosper in good
times, and struggle in leaner times. Throughout, however, the City Council has exhibited
a uniformly optimistic outlook, with a consistently progressive agenda. The notion that
one should "think globally, act locally," captures this viewpoint. Unfortunately, this
sometimes means that the Council's ideological reach exceeds its economic grasp,
resulting in flawed decision making. The Council's hurried purchase of the 2200 Ashland
St. building in August reflects this problem. It was only after purchasing it that we
learned that there was intense neighborhood opposition and that we cannot use the
building without installing a complete new sprinkler system, which we can't afford. Now
Councilor Hansen says we might need to "look for another location?" Really? Who's
going to pay for another building when we don't have the money to put sprinklers in this
one? The time to look for another location was in August. That's when the building was
purchased for $2 Million, consisting of a $1.4 Million grant from the state, plus a
$600,000 loan from the owners to be repaid by the City over 20 years. The City
reportedly felt pressured to act quickly because the grant would otherwise expire. But
the assessment of the property at that time was only $1,347,350, and the City did not
obtain an appraisal before agreeing to the purchase price. So Ashland's citizens now owe
$600,000 on a building that we can't begin to use for its intended purpose because we
don't have the money to make it habitable. I believe my participation on this
Subcommittee could provide needed alternative perspectives to the views held by the
social service workers who are expected to comprise a majority of the group.
Availability: I prefer to meet during the day.
Additional Information : It's true that the Ninth Circuit has tied our hands (on addressing
homelessness), but that doesn't mean that we should act irrationally. A Masterplan for
dealing with homelessness in Ashland needs to balance idealistic goals with practical
realities, and focus on what is best for our basic citizenry, and not necessarily our
(hopefully) temporary unhoused inhabitants. Some of the questions I would focus on
would include the following: -- What are the basic rights of the homeless that cities must
meet under the law? -- What are the reciprocal duties that Ashland should require its
homeless to meet as members of our society? (And to qualify for our benefits) -- Should
Ashland seek to achieve social goals beyond the legal minimum? -- Would addressing
additional social goals only serve to attract more homeless to Ashland? -- What will it
cost? Both in terms of $$ and foregone alternatives. -- How will we measure success?

Related Experience: Considerable experience working one on one with low income people
in federally qualified health centers and managing oversight of 340B federal drug
program in clinics and in a hospital. I have considerable experience manipulating and
analyzing large datasets in the chemical information industry. I have excellent research
skills which I think could be helpful in identifying options.
Interests: Im interested in addressing the needs of populations who experience unjust
bias. This ranges from people of color to the poor and homeless. We need more kindness.
I think more and more problems of inequity will need to be addressed by community.
Availability: Very available. Prefer day meetings
Additional Information : I lived here 1975-1985. When I arrived I was hired as the
Respiratory Therapisrcat Ashland Community Hospital. I left for grad school and work
