Motion was seconded by Snow Panneton. Voice vote: ALL AYES. Motion passed. IV.PUBLIC FORUM (for items not on the agenda) no attendees V.LIAISON REPORTS Liaisons: City Council Liaison, Gina DuQuenne; APRC Liaison, Leslie Eldridge; Community Development Liaison, Brandon Goldman a)City Council Liaison, Gina DuQuenne - Councilor DuQuenne reported that the PAAC Goals for 2023 were discussed during the Council Retreat on Monday (7/17). DuQuenne spoke to the proposed University District and suggested that the PAAC may want to consider the creation of the new district when updating the 2023 PAAC Priorities List. b)Community Development Liaison, Brandon Goldman - Brandon Goldman reported that he also attended the Council Retreat. Goldman spoke to defining artistic designs/desires for pedestrian crossings. Chair Engelund requested information about where the pedestrian crossings are proposed. Goldman stated that he will provide a map of potential locations with the PAAC. c)APRC Liaison, Leslie Eldridge - No report; not in attendance. VI.DISCUSSION ITEMS a)ODOT Controller Boxes Project: Neighborhood Public Artworks; draft RFP Peter Finkle presented information on how community involvement projects can be integrated to create meaningful art. Finkle discussed the locations and community involvement commitments to paint three ODT boxes. Finkle then introduced guest speaker, James Conway from Grants Pass. Conway presented the Grants Pass ODOT signal box vinyl art project. Conway shared an example RFP (City of Grants Pass Call for Artist) document and Public Art Walking Tour map. This was followed by Q & A. The PAAC then discussed the PAAC draft RFP. Chair Engelund on the Selection Committee to be discussed during the next regular meeting on 8/17. The motioned was seconded by Snow Panneton. Voice vote: ALL AYES. Motion passed. b)Haines and Friends application vote to make recommendation to City Council to submit an application for a grant award After a brief discussion, Cassie Preskenis motioned to request that the City Council allow PAAC to apply for the Haines and Friends Grant that is awarding up to $5,000 to the recipient. The grant application would include a $5,000 match from the city to paint between five and ten utility boxes, depending on costs. Note, the grant deadline is August 30. th c)Marking Ashland Places (MAP) II discuss location possibilities with guidance from Ashland Parks and Recreation Commission (APRC) Rick Lindt, Commissioner of the Ashland Parks and Recreation and Beverly Hovenkamp, Chair of the City of Ashland Historic Preservation Advisory Committee were invited to discuss 1) Site Selections and 2) Artwork Selection for the Marking Ashland Places (MAP) II project. After a brief discussion, the conclusion is that Site Selection must occur prior to sending out an RFP, Chair Engelund extended an invitation to Lindt to join a subcommittee to work on the next steps. d)Update: Council Advisory Committee Workplan Direction (Council discussion 7/17) Discussed during liaison update. These colorful, humble artworks that brighten busy street intersections and pedestrian walkways were sponsored by the Public Arts Advisory Committee (PAAC or Public Arts committee). In 2023, as the Public Arts committee attempts to increase community involvement in public art, the committee is beginning a project to paint more utility boxes. The Public Arts committee has approval from ODOT (Oregon Dept of Transportation) to paint many of their large traffic control boxes in town. There are twenty ODOT traffic control boxes on the list to be painted during the next five to ten years. As seen in many culturally robust cities across the US, large utility boxes, while a necessity for our cities, also provide an opportunity for public art and engagement in the form of an urban canvas. The Public Arts committee is moving forward with a plan for artists and community members to paint the first three of the ODOT traffic control boxes in late 2023 or early 2024. The theme of this project is Neighborhood Public Artworks. The goal of the project is to increase interest in public art and participation from community members, who will assist the artists in painting their designs on the ODOT boxes. In this project, the Public Arts committee will invite artists to submit a design proposal that incorporates community participation in painting the ODOT boxes. TYPE OF GRANT We will check the "Education and Community Service Grant" category. PROJECT PROPOSAL (Limit 1,000 Words) The Public Arts committee is requesting funds to paint three ODOT boxes during the year 2024. 2 Goals: A major goal of the project is to increase interest in public art, as well as community participation in and emotional connection with public art. Another goal is to beautify the visual environment of Ashland for both residents and visitors. Importance of receiving funding: The Public Arts committee has a very limited budget for the many public art projects the committee wants to fund or help bring to the community of Ashland. This grant would help the committee not only increase the number of public artworks in Ashland, but also increase community awareness and appreciation for public art. How funding will be used: Funds will be used to pay three artists for their designs and their time supervising community members who will assist in painting the designs. Funds will also pay for materials, pre-painting preparation of the surface, and a protective coating after painting is done. A lot of planning has gone into this project. Here are key points in the RFP that will be used for each new ODOT box to be painted. PROJECT TIMELINE The timeline will be determined by the PAAC and the selected artists upon selection. ELIGIBILITY The Committee is seeking entries from artists local to Ashland, or who have experienced life in Ashland. Artists of all ages are encouraged to apply. SUBMISSIONS All materials must be received by the City of Ashland Public Arts Advisory Committee staff liaison by \[DATE TBD\]. SELECTION COMMITTEE The winning entries will be selected by a Selection Committee consisting of five people, including two art professionals (artist, art educator, gallery owner, etc.), a student of Ashland High School or Southern Oregon University, and two members of the communityatlarge. A member of the Public Arts Advisory Committee will facilitate the jury process but will not cast a vote. The Selection Committee will select winning entries based upon the following criteria: 1.Overall strength and visual appeal of design concept 2.Relevance to project theme 3.Ability for community members to assist in painting the design 4.Appropriateness for designated locations BUDGET Dollar amounts are listed for each of the three ODOT box paintings to be funded. Artists who painted the nineteen utility boxes done so far included Ann DiSalvo, Zelpha Hutton Kathleen Taylor, Judy Bryant and Yelena Joy. For the ODOT box designs, the Public Arts committee will seek entries from artists local to Ashland, or who have experienced life in Ashland. Artists of all ages will be encouraged to apply. The hope is for the artists to be community based. For example, in 2023 the committee is requesting Ashland High School art students and faculty to submit designs for the ODOT box across the street from the high school. Similarly, the committee is asking SOU art students and faculty to submit designs for one ODOT box at the corner of Siskiyou Blvd and Wightman Street, next to the crosswalk SOU students regularly use. Neighborhood Public Artworks: ODOT Traffic Signal Box Beautification Project is one that the PAAC initially envisioned in 2022. Phase 2 will be a continuation of the work completed in Phase 1, the beautification of 19 utility boxes throughout Ashland. As seen in many culturally robust cities across the US, large utility boxes, while a necessity for our cities, also provide an opportunity for public art and engagement in the form of an urban canvas. Phase 1 of the project, which approved and completed between 2009 and 2015, resulted in the visual landscape. In Phase 2, artists will paint three of the Oregon Department of Transportation traffic signal boxes, also referred to as ODOT boxes. The theme of Phase 2 is Neighborhood Public Artworks. The goal of the project is to increase interest in public art and participation from community members through the process of creating the artworks. In Phase 2, the PAAC invites artists to submit a design proposal that incorporates community participation in painting the ODOT boxes. PROJECT DESCRIPTION has identified ODOT boxes to be painted for Phase 2. The ODOT box at the corner of Siskiyou Blvd and Walker Montessori School. Design Template and ODT Box Dimensions 5 6 CALL FOR ENTRIES: Ashland High School art students and faculty Neighborhood Public Artworks: ODOT Traffic Signal Box Beautification Project Phase 2 OVERVIEW/VISION University art students and faculty to submit plans and drawings to be considered in Phase 2 of the Neighborhood Public Artworks: ODOT Traffic Signal Box Beautification Project. Neighborhood Public Artworks: ODOT Traffic Signal Box Beautification Project is one that the PAAC initially envisioned in 2022. Phase 2 will be a continuation of the work completed in Phase 1, the beautification of 19 utility boxes throughout Ashland. As seen in many culturally robust cities across the US, large utility boxes, while a necessity for our cities, also provide an opportunity for public art and engagement in the form of an urban canvas. Phase 1 of the project, which was approved and completed between 2009 and 2015, resulted in the visual landscape. In Phase 2, artists will paint three of the Oregon Department of Transportation traffic signal boxes, also referred to as ODOT boxes. The theme of Phase 2 is Neighborhood Public Artworks. The goal of the project is to increase interest in public art and participation from community members through the process of on the ODOT boxes in creating the artworks. In Phase 2, the PAAC invites artists to submit a design proposal that incorporates community participation in painting the ODOT boxes. PROJECT DESCRIPTION lic Works Department has identified ODOT boxes to be painted for Phase 2. The ODOT box at the corner of Siskiyou Blvd and Beach Street will be painted by Ashland High School art students and faculty. Please see Appendix 1 for a map of the box location and photograph(s) of the box. Submissions should incorporate community participation in painting the ODOT boxes. Some used as elements of the work, etc. We anticipate that the artist would do some of the painting and supervise community members in theirparticipation. Priority will be given to artists or a team who are capable of leading collaborative or participatory art works, and artists who have Ashland community networks.
