Information Items- A. Commissioners: Dahle expresses his desire to make sure the Commission goes through the budget and focuses on Airport goals as the budget process continues. B. Public Forum: None 2. APPROVAL OF MINUTES- 03/02/21 Spera moves to approve minutes as written, Campbell seconds All ayes, motion carries. 3. Old Business A. Airport Capital Budget Review- Kathol reviews some of the financial accounts connected to the airport with the Commission. Dahle requests that account information be brought to monthly meeting. Metcalf informs Commission that in July, after the budget is approved for the next biennium, Staff will bring the complete budget information. Metcalf states his preference for quarterly budget presentations beginning after the next biennium. B. Action Item List- a. Airport Entrance Landscaping- Kathol states the project is moving well, irrigation lines have been laid and are ready to flush, old vegetation has been removed and the project is on schedule. b. Commission Member Vacancies- Wolske ask Commission to keep an eye out for potential new Commissioners. c. Airport Maintenance Plan- Metcalf spoke with Bill Miller in Parks who stated he thought the requests for maintenance from Commission looked good, but that Administration has the final say. Metcalf also reports that Parks is going to be finishing the unfinished projects they started last year to coincide with the new entrance landscaping. d. Flight Path Trees- Metcalf reports that the survey will be done two weeks from the date of this Commission meeting, which is required for the project to proceed to solicitation for tree trimmers. e. Airport Emergency Preparedness- Dahle reports the working group was unable to meet but will get back on track in doing so soon. 4. New Business A. Airport Rates/Fees Annual Review- Dahle volunteers for the record that he is a current resident at the Airport, but that it will not influence his vote in Airport matters. Wolske states same. Vandenberg states same. Metcalf goes over new revised rates for the Airport as contained in agenda packet. Metcalf states based on his conversation with Scott Fleury, the referenced increases keep the Airport budget stable. Wolske suggests that such a small increase is more of a gesture than a need, and suggests the rates be held as they are, or to bump them up to a higher rate than the proposed 1.4%. Staff asks for a recommendation. Wolske recommends a motion. Herdklotz motions Commission increasing rates, rounding up to the nearest even dollar. Dahle seconds. Herklotz moves to clarify that the Airport Amenities are to be listed at 25.76 cents per square foot per month. No objections to adding the clarification. Discussion: Moran asks where the money goes, Metcalf states he’s not positive how it’s used within the budget, but that it all stays in the Airport fund. Skinner describes the FBO’s role in collecting funds. Palomino inquires as to the usage of the tiedowns and hangars currently and if it’s down or up. Skinner states that usage is down as of last year for tie-downs, hangars are mostly occupied. Metcalf clarifies that the tiedowns would not change in price as proposed. Wolske runs through numbers listed in CPI index. Herdklotz also does so, clarifying her motion. All Ayes, Motion Carries. Metcalf to make the adjustments and present to Council as voted on by Commission. B. Commission Chair & Vice Chair Election- Wolske states his understanding that the election for new Chair and Vice Chair needs to be held at the next Commission meeting. Dahle agrees with Wolske’s interpretation of meeting rules and brings up that some members of the Commission will be coming up to the end of their term and wonders if everyone present intends to stay on the Commission. Metcalf states that unless otherwise told by Commissioners, Commission members’ term automatically renews. C. Airport Good Neighbor Items- Skinner reports increased activity partially due to the good weather and potentially coming out of the COVID cycle and no recent public complaints. 5. FBO Reports- Spera inquires as to the Valley Investments lease listed on the FBO report stating it shows expired as of June 2020, Skinner mentions they have more than likely renewed their lease, but that the document was not updated. Skinner asks for Staff to let him know the exact date that the lease was renewed and insures he will then update the report. 6. Announcements- None. NEXT MEETING DATE: 05/04/21 ADJOURNMENT: 10:35am Respectfully submitted, Shannon Burruss Public Works Administration (Full Meeting Video Available by Request) Airport Landscape Maintenance - Basic Level of Services Items in red italics will begin in year 2 of the contract, and will persist thereafter AREA DESCRIPTION The areas to be maintained includes the following categories and approximate total areas: Irrigated lawn around FBO office 0.01 acres (443 sf) Non-irrigated grass or scrub areas 38 acres (1,658,394 sf) Planter beds around FBO office 0.02 acres (1,879 sf) Planter beds along entrance road 0.4 acres (16,614 sf) Hard surfaces (paths, sidewalks, patios) 0.08 acres (3,315 sf) Ashland Municipal Airport entrance sign minimal (200 sf) BASE BID SCOPE OF WORK A. Maintaining Irrigated and Landscaped Areas 1) Every two weeks during the growing season (April 1 – December 1): a) Mow irrigated lawn around the FBO, and trim and edge around trees, rocks, signs, sidewalks, etc. (443 sf) b) Weed and remove dead material from the planter beds around the FBO (1,879 sf) c) Weed and remove dead material from the planter beds along the entrance road, (16,614 sf) d) Clean landscape-related debris, trash, etc from hard surfaces (3,315 sf) e) Remove leaves from irrigated lawn, planter beds, and hard surfaces around FBO - November only (8637 sf) f) Remove leaves from planter beds along entrance road - November only (16,614 sf) g) Weed whack around the entrance sign (200sf) 2) Twice a year in the spring and fall: a) Fertilize the grass area around the FBO (443 sf) b) Fertilize the planter beds around the FBO (1,879 sf) c) Fertilize the planter beds along the entrance road, (16,614 sf) d) Winterize irrigation in late fall and prepare irrigation in early spring 3) Once each year: a) Aerate the grass area around the FBO (443 sf) b) Apply mulch in the planter beds around the FBO (1,879 sf) c) Apply mulch in the planter beds along the entrance road, (16,614 sf) d) Prune bushes and trees in planter beds around the FBO (1,879 sf) e) Prune bushes and trees in planter beds along the entrance road, (16,614 sf) MINIMUM $2500-3000 MONTH B. Maintaining Non-Irrigated Grass/Scrub Areas 1) Once a month during the growing season (April 1 – December 1): a) Mow non-irrigated areas along runways and taxiways. This may require weed whacking along fence lines where mowers are not effective (38 acres) Not able to help with this ALTERNATE BID 1) Annually, perform weed abatement, 18 acres. Internal comment: I suggest we continue to have our regular applicator do this work. It is a complex and sensitive job, politically and environmentally, requiring special products and procedures to avoid contaminating nearby Neil Creek. It costs a little less than $5,000 when performed by our regular applicator. He does an excellent job and has developed good relationships with the businesses. Not able to help with this 2) Annually, prune, thin, and chip trees and brush behind 468 Applegate Way for safety hazard to parking areas. Internal comment: This refers to taxlot 391E13BB – 100, the 2.3-acre triangle-shaped parcel on the southeast corner of the airport. Vegetation management was performed by Public Works in 2019, in which they just mowed a lot of herbaceous and shrub/scrub wetland plants. It is almost all jurisdictional wetland. We’ll need to avoid migratory bird nesting season. If I recall correctly, I believe it was the County who asked us to clean it up for road safety. DSL gave us the green light to mow a wetland. I’m not convinced we need to contract this out – seemed like an easy morning job for PW staff. April 24th, 2021 51 Winburn Way Ashland, OR 97520 Re: Narrative for: PROPOSED PERSHING HANGER Dear airport commission, General aviation airplane pilot and 25 year construction veteran Todd Pershing Is proposing to construct a personal private non commercial hanger at S03 Ashland municipal airport. (See attached airport diagram for location). It is my Intent to utilize this hanger for my personal aircraft and construction of personal aircraft. The proposed hanger will be 22ft high x 100ft long x 100ft wide built to all commercial standards and specifications. There will be solar roof panels supplying the majority of the power along with 480v 3ph electrical power. Gas and plumbing will be added for heat and plumbing. The interior will be fully insulated with finished grade metal paneling for interior surface. A 26ft x 26ft office and kitchenette with a full bathroom will be framed in the right rear corner of the building. A 70ft x 18ft bifold door will be for airplane access. A 14ft x 14ft rollup door will Be for vehicle access and parking. Three man doors will also be access points. Thank you for your attention to this matter. Regards, Todd Pershing
