HomeMy WebLinkAboutTransportation Minutes December 2019ASHLAND TRANSPORTATION COMMISSION MINUTES December 19, 2019 Transportation Commission December 19, 2019 Page 1 of 2 CALL TO ORDER: Borgerson called the meeting to order at 6:01 p.m. Commissioners Present: Bruce Borgerson, Linda Peterson Adams, Mark Brouillard, Joe Graf, Corinne Vièville, Katharine Danner Commissioners Absent: Derrick Claypool-Barnes Council Liaison Absent: Julie Akins Staff Present: Scott Fleury, Taina Glick ANNOUNCEMENTS Fleury advised commissioners that the Rogue Valley Connector began service yesterday (December 18, 2019) and RVTDs plans to market it to the community. CONSENT AGENDA Approval of Minutes: November 20, 2019 Commissioners Peterson Adams/Brouillard m/s to approve minutes as amended. All ayes. Minutes approved. PUBLIC FORUM Heulz Gutcheon Ashland, OR Gutcheon informed committee members about an email he sent showing corridor safety concerns and reminded committee members of reporting requirements of the CEAP plan. He opined that automobile drivers are not qualified to make pedestrian/cyclist safety decisions. Further he opined that AMC is inadequate to solve transportation issues. He supported reducing all speed limits to 20 MPH and that all accidents involving motorists and cyclists should be the fault of the motorist. ACCIDENT REPORT Commissioners discussed accident report, specifically noting an increase in DUII collisions. NEW BUSINESS Transportation System Plan Update meeting audio starts at 12:25 The City is currently negotiating scope and fee with the lone proposal submitter, Kittleson & Associates. Fleury explained why only one proposal was submitted. Further he informed the group of changes in reporting standards since the last Transportation System Plan. Graf expressed frustration with wording in the plan that appeared to exclude the Transportation Commission from input and approval of TSP updates. Other commissioners expressed the same frustration even suggested a lack of need for the Transportation Commission in general. Vieville inquired how the downtown plan coincides with the TSP update. Fleury responded that the downtown plan should be rolled into the TSP upon approval. Graf expressed concern that the Revitalize Downtown Ashland CAC has a disproportionate business representation. Fleury indicated potential start of actual update could be as early as February and will take 12-18 months. ASHLAND TRANSPORTATION COMMISSION MINUTES December 19, 2019 Transportation Commission December 19, 2019 Page 2 of 2 Commissioners made the following suggestions:  Add TC involvement in section 6.8  Climate Policy Commissioner should be added to CAC  Add a reference to evaluation criteria regarding environmental safeguards  Display projects by area of impact (complete street approach)  Adding “micromobility” after “pedestrian” in paragraph 3 of page 6, section 2.3  On page 19, change “autonomous vehicles” to micromobility  Change “overtime” to “over time” on page 22 section 6, 1.3  Correct error in task numbering, starting with task 7  Move Bicycle and Pedestrian Inventory above Public Transportation Inventory on pages 10-11  Change “Bike and Ped” to “Pedestrian and Bicycle” and move ahead of auto related alternatives on page 17 Traffic Control Measures and Rules of the Road meeting audio starts at 1:18:14 Fleury educated Commissioners on the process utilized by Engineering to determine which traffic control measures are appropriate. OLD BUSINESS Munson Dr Follow Up meeting audio starts at 1:31:33 Commissioners and staff discussed the request for addition of a no parking area on a section of Munson Dr. Consensus of the Commission is to recommend the HOA apply for traffic calming for additional data collection and not to allow removal of parking spots. TASK LIST Discuss current action item list meeting audio starts at 1:59:15 Brouillard asked about potential changes to Main St truck parking near crosswalks. Commissioners discussed signalizing several intersections in the downtown corridor.
