All ayes. Minutes approved. PUBLIC FORUM None ACCIDENT REPORT No discussion NEW BUSINESS None OLD BUSINESS RVTD – Ashland Transit Enhancements audio begins at 2:10 RVTD staff members Paige West and Melissa Lowery presented RVTD transit service enhancements focusing on improvements to the services in the Ashland area. Presentation here. Commissioners questioned West and Lowery about types of vehicles, service expansion, continued funding, trip pooling and booking, accessibility, marketing possibilities, and service times. West handed out a survey for commissioners to complete. Traffic Calming Program Updated Draft audio begins at 1:25:00 Vieville asked for clarification about timeline. Borgerson advised against defining program timelines at the outset of the program. Borgerson would like to add to section 2.5 Phase 2 after first paragraph, replace “Phase 2” with “the following phase 2 measures are listed in general order of cost and difficulty of implementation. Some measures can be implemented in the near term using available funds in the current Public Works budget. Other measures, particularly those that involve significant changes to street infrastructure, will be implemented only if initial appropriate measures fail to sufficiently calm traffic and may require inclusion in future budgets as capital improvement projects.” Commissioners debated this proposed change and decided to change the word “infrastructure” to “roadway.” Commissioners discussed timeline and desire for budgetary allocation specific to traffic calming phase 2 measures. Vieville seconded. She would like to know where in the document would that go. Claypool-Barnes did not know. He believed things like sidewalks, crosswalks, and school zones should be given consideration when prioritizing projects. Borgerson suggested that sidewalks are already mentioned in Section 2.2 Phase 2 Project Ranking and Acceptance and requested clarification from Claypool-Barnes about the intent of his motion. Vieville asked Claypool-Barnes if he believed more criteria related to safety is needed. Peterson Adams believed that the decision had been made not to overcomplicate the program with additional safety issues but to focus on roadway issues. Borgerson read the definition of traffic calming. Fleury described prior intent of the group regarding inclusion of the safety component. Danner noted that removal of the words “and safety” from the document would fix the issue as there were minimal safety only measures. Commissioners debated continued inclusion of safety in the traffic calming. Claypool – Barnes amended his original motion to reintegrate substantively all safety related points or issues back into the traffic calming and safety program document. Brouillard noted that the meeting time had lapsed. Claypool – Barnes moved to extend the meeting by 5 minutes. Brouillard seconded. Ayes: Brouillard, Claypool-Barnes, Vieville, Peterson Adams, Borgerson Nay: Danner. Motion passed. Vote on original motion: ayes: Claypool-Barnes, Vieville. Nays: Peterson Adams, Danner, Brouillard, Borgerson. Motion failed. West Village Subdivision-Traffic Calming Fleury briefly described the status of this proposed development and traffic calming measures included in the development. He further elaborated on data requested from traffic engineer Kim Parducci. He advised commissioners to look over packet and email questions or comments to staff. Public Works Engineering is currently reviewing the full set of civil engineering plans.
