QUESTION: Shall City levy $1,100,000 per year for three
years outside the tax base for operations beginning in
1997-987 This measure may cause property taxes to
increase more than three percent. The proposed tax is to
be imposed for three years.
SUMMARY: This measure may be passed only at an election with at least
a 50 percent voter turnout. This measure authorizes the City of Ashland to
levy a maximum of $1,100,000 per year for three years. The total to be
raised over three years is a maximum of $3,300,000. The measure will
provide funds to continue several programs for Ashland School District
students, grades kindergarten through twelfth, which may be eliminated or
reduced because of insufficient funding by the state legislature. Various
programs will be funded at the elementary, middle and high school levels
including athletics, brain bowl, debate, drama club, student yearbook and
newspaper, musical performances including band, choir, orchestra and
children's strings, and second-language, vocational, marketing and business
clubs. The levy also includes a small portion for community activities
conducted by the Ashland Park and Recreation Commission. Student
programs will be conducted by the Ashland School District by agreement
with the Park and Recreation Commission.

QUESTION: Shall the City issue no more than $650,000 of
general obligation bonds to acquire a Community Building
and City Hall?
If the bonds are approved they will be payable from taxes
on property or property ownership that are not subject to
the limits of Sections 11 and 11b, Article XI of the Oregon
Constitution.
SUMMARY: This measure may be passed only at an election with at least
a 50 percent voter turnout. One hundred percent of the proceeds of the
bonds will be used to purchase and renovate a new Community Building
and City Hall. The bonds will mature over a period not exceeding 20 years
from issuance date and the rate will be determined by the market estimate
of .41 cents per $1,000 assessed value per year. The annual cost to the
taxpayer could be reduced as a result of increased growth and assessed
valuation. Revenues from rent of surplus City property could be applied to
further reduce the tax obligation.

outside Section 1 lg (1), Article XI, for general and emer-
gency services beginning 1997/987 This measure may
cause property taxes to increase more than three percent.

SUMMARY: This measure may be passed only at an election with at least
50 percent voter turnout. The purpose of this measure is to provide funds
to make up for a revenue shortfall, due to passage of Measure 50. Two
police officers and one firefighter, laid off due to budgetary constraints,
would be reinstated, along with the additional material and services for the
positions to operate. Also included, would be needed capital improvements
for general and public safety services. The total amount of local option tax
is estimated to be $1.08 per one thousand dollars of true cash value of
taxable property. The estimated tax cost for this measure is an ESTIMATE
ONLY based on the best information available from the county assessor at
the time of estimate.

QUESTION: Shall Phoenix reallocate Transient Room Tax
revenue to provide 52 1/2% for General Fund and 10% for
Advertising Promotion Fund?
SUMMARY: The purpose of this measure is to increase the revenue alloca-
tion to General Fund from Transient Room Tax from 37 1/2% to 52 1/2%
for public safety, planning, parks, and administration, and decrease the
allocation for Advertising Promotion Fund from 25% to 10%. This mea-
sure is intended to help offset an anticipated General Fund revenue loss,
due to the tax limitations of Measure 50.
