MEETING #3 DRAFT MINUTES
Pioneer Hall Courtyard
Monday, August 23, 2021
3:00 p.m. to 4:30 p.m.

Call to Order – 3:00 p.m.
Review and approve minutes from July 14, 2021
Kramer requested that the minutes regarding the non-availability of a legal description of the property be amended to represent that GIS data from Jackson County indicate ownership extends
westward to include most of the hill behind the buildings. Kramer clarified that a survey would still be required to determine ownership.
Site Walk with Structural Engineer
Structural engineer was not present for this meeting, but the site walk commenced with the existing team to discuss some preliminary solutions for roof strengthening in both buildings
that had already been communicated by the engineer from an earlier meeting. The engineer has yet to assess the Community Center’s foundation. An assessment will need to be performed
within the next week or two so the engineer can provide a complete structural review.
Discuss recommendations for structural and other identified project tasks
Some preliminary recommendations were discussed, including the possibility of building an internal steel frame inside the Community Center’s main hall to support the roof (as opposed
to replacing the trusses). An aesthetic treatment would be applied to mitigate the visual impact of a new internal frame. Also discussed was the need for a retaining wall behind the
buildings and paving a walkway behind the Community Center. The Committee discussed turning a plans/permitting storage
room used by the Community Development Department into an ADA all-gender bathroom and removing the staircase to the attic and replacing it with a pull-down style hatch. This would discourage
the City from storing excess clutter in the attic, which is both an unnecessary load on the framing and a fire hazard. The Committee discussed recommending gates and fences to exclude
unauthorized access to the back of the buildings, which has resulted in accumulation of flammable and hazardous materials, including garbage and rubbish, discarded hypodermic needles,
glass bottles, cigarette butts, and other personal effects.
Preliminary recommendations for Pioneer Hall were not discussed, as roof loading was not readily available. Kathol will review the records, as she believes loading was previously calculated.
Recommendations will be further fleshed out, including treatments to the foundation of Community Center, after the structural engineer has made his last site visit.
Recommendations will include an estimated cost range.
Reporting Process & Timing for Council Meeting on 9/21/21
Kathol represented that Staff would need to have the Committee’s report at least two weeks in advance of the meeting. This provides staff one week to review the report and complete their
own report, and another week for the reports to be issued to the Public in the Council Packets. Kramer acknowledged that the timeline was tight, but he felt like it was doable and would
let staff know if the Committee needed more time to prepare a quality report for Council.
NEXT STEPS
Livni will identify a good time to open the building to the structural engineer to facilitate a closer structural review, including the foundation of the Community Center and the roof
in Pioneer Hall.
