Review Board VII.(5:30) ADJOURNMENT Next Meeting Date: June 5, 2024 Page 1 of 1 HPAC Committee Minutes (Draft) April3, 2024 4:00PM – 6:00PM Community Development/Engineering Services Building – 51 Winburn Way 6:00PM CALL TO ORDER Hovenkamp called the meeting to order at 4:00pm Commissioners Present: Council Liaison: Shostrom Jeff Dahle Hovenkamp Staff Present: Emery Derek Severson; Planning Manager Repp Regan Trapp; Admin Support - ABSENT Whitford Skibby Brouillard Commissioners Absent: Scharen Bonetti READING OF LAND ACKNOWLEDGEMENT Land Acknowledgement was read by Hovenkamp. (4:05) APPROVAL OF AGENDA (5 min) Commissioner suggested amendments to Agenda. o Introduction of the newest Committee member Mark Brouillard. o Hovenkamp suggested that the Playwright’s Walk be moved to first on the agenda. (4:10) APPROVAL OF MINUTES (5 min) Historic Commission meeting of Mach 6, 2024. (4:15) PUBLIC FORUM (15 min) Mike Gardiner from the Ashland Parks Foundation introduced himself, expressed his support and appreciation for the committee and its work, and indicated he was present to observe. HPAC Committee Minutes (Draft) (4:30) LIAISON REPORTS (5 min) Councilor Dahle gave liaison report. Dahle to inform the full council about the Playwright’s Walk. Dahle informed the committee about the passage of Senate Bill 1537. Dahle and Severson explained that this bill included an allowance for up to ten land use adjustments that cities would be required to approve under specific circumstances if a project included housing. These adjustments would provide relief from several planning requirements and design standards. Severson noted that more detail would be provided at a later date. Severson gave the staff report. Severson discussed the Oregon Heritage Vitality Study, noting that this involved a statewide survey in which the respondents had been larger preservation organizations, with limited representation of local commissions and small non-profits. He made the committee members aware of an opportunity to hear about the study and provide th feedback on April 9 in Medford and provided a hand-out with additional detail. Severson spoke about the city projects at Pioneer Hall, Community Center, and Alice Peil Walkway. Shostrom noted he had been following these projects closely and discussed details, emphasizing the importance of replacing the entire foundation of the Community Center rather than only 1/3 of it so that it is there to support the newly reinforced building for years to come. Committee members concurred with the importance of the foundation work. (4:45) DISCUSSION ITEMS (20 min) A.Historic Preservation Month Tentative Schedule 10:30 am Short Welcome, Reading of the Proclamation on the City's Historic Preservation Week, Introduction of Mayor (Beverly Hovenkamp) 10:45 am Mayor's Remarks (Mayor Graham) Presentation of the 2024 Historic Preservation Awards (HPAC committee members) 11:00 am ‘Marking Ashland Places’ Celebration I Completion of the Railroad District Medallions Recognition of Staff and Volunteer Contributions to MAP (Ken Engelund) 11:30 am Ribbon-Cutting Ceremony (Sandra Slattery, Ashland Chamber of Commerce) 11:45 am Public Walking Tour of the Railroad District Medallions (Peter Finkle, Walk Ashland) rd All write-ups need to be turned into Trapp by April 23. Mausoleum – Self guided tours should be added to the event schedule. HPAC Committee Minutes (Draft) B.Playwright’s Walk Presented by: Kendall Engelund/Barry Thalden st PAAC has endorsed the 1 drawings of the Playwrights Walk and will have quotes and art samples by Fall. Engelund and Thalden explained the proposal. Engelund suggested that work would be occurring with the Oregon Shakespeare Festival, Ashland Chamber of Commerce, Southern Oregon University and artist Jack Langford to create a sample plaque by the Fall and indicated that there would be opportunities for committee members from HPAC and PAAC to provide further input. C.Subcommittee Reports Map II Subcommittee APRC would like more detail on this project and a community survey/focus group to be conducted before moving forward with this project. “Rock Garden” Subcommittee Severson noted that he had sent the subcommittee’s letter to ODOT, and Charlotte Helmer had reached out to request a follow-up meeting. D.
