Development/Engineering Services Building, located at 51 Winburn Way
II. APPROVAL OF MINUTES: Historic Commission regular meeting of February 6, 2019
III. PUBLIC FORUM: Business from the audience not included on the agenda. (Total time allowed for
Public Forum is 15 minutes. Speakers are limited to 5 minutes or less, depending on the number of
individuals wishing to speak.)

CALL TO ORDER:
Shostrom called the meeting to order at 6:00pm in the Siskiyou Room at the Community Development and
Engineering Offices located at 51 Winburn Way, Ashland OR 97520.

APPROVAL OF MINUTES:
Whitford motioned to approve minutes for January 2, 2019. Swink seconded. Voice vote. ALL AYES.
Motion passed. Giordano abstained.
PUBLIC FORUM:
There was no one in the audience wishing to speak.
COUNCIL LIAISON REPORT:
Rosenthal gave the Council Liaison report. Items discussed were:
Rosenthal to be HC Liaison for the year.
Japanese Garden proposal on hold and may be revisited at a later date.
Council is interested in having additional study sessions to discuss the Pipeline project.
Preliminary costs and designs for 3 different locations for City Hall was presented to the Council
by ORW.
PLANNING ACTION REVIEW:
PLANNING ACTION: PA-T1-2018-00038
SUBJECT PROPERTY: 111 Bush Street
APPLICANT/OWNER: Judy Emanuel/Mark McKechnie
DESCRIPTION: A request to construct a detached, 720 square-foot Accessory Residential Unit
behind the existing residence at 111 Bush Street. COMPREHENSIVE PLAN DESIGNATION:
Single-Family Residential; ZONING: R-1-7.5; : 39 1E 08AA; TAX LOT: 800
There was no conflict of interest or ex-parte contact indicated by the Commission.
Kaufman gave staff report for PA-T1-2018-00038.
Shostrom opened the public hearing to the applicants.
Mark McKechnie, architect on the project, and Judy Emanual, owner, addressed the Commission
regarding the project.
Shostrom closed the public hearing and opened to the Commission for comments.
After a discussion regarding windows, siding, front door design, French door options, and shingle
size, the Commission rendered their decision.
Shostrom motioned to approve PA-T1-2018-00038 with recommendations. Whitford seconded.
Voice vote. ALL AYES. Motion passed.
Recommendations:
Windows should be plain double-hung with off-white, putty or taupe color and the window trim
should match main residence (AMC 18.4.2.050.C.2).
Siding should be horizontal lap siding with no texture, matching existing exposure and siding on the
existing house. Corner trim and belly band should also match existing house (AMC
18.4.2.050.C.2.c & e).
Front door should be a panel door (AMC 18.4.2.050.B.11).
French doors are suggested instead of sliding doors (AMC 18.4.2.050.B.11).
Shingles should be hardy plank with 5

Historic Preservation Week-List of Nominees Commissioners split into groups and will go do a
site visit of properties on the list.
DISCUSSION ITEMS:
Possible County training- SHPO training for Commissioners. All Commissioners are interested
in this training and Kaufman will work on getting this scheduled later this year.
