APPROVAL OF MINUTES: Historic Commission regular meeting of May 2, 2018 III. PUBLIC FORUM: Business from the audience not included on the agenda. (Total time allowed for Public Forum is 15 minutes. Speakers are limited to 5 minutes or less, depending on the number of individuals wishing to speak.) IV. COUNCIL LIAISON REPORT: Rich Rosenthal V. NEW ITEMS: Review board schedule. ASHLAND HISTORIC COMMISSION DRAFT Meeting Minutes May 2, 2018 Community Development/Engineering Services Building 51 Winburn Way Siskiyou Room CALL TO ORDER: Commissioner Shostrom called the meeting to order at 6:00pm in the Siskiyou Room at the Community Development and Engineering Offices located at 51 Winburn Way, Ashland OR 97520. Commissioners Present: Council Liaison: Whitford Rich Rosenthal - Absent Emery Staff Present: Skibby Fotini Kaufman; Planning Dept. Shostrom Regan Trapp; Secretary Giordano Swink Von Chamier Commissioners Absent: All present APPROVAL OF MINUTES: Swink motioned to approve minutes for April 4, 2018. Whitford seconded. Voice vote. ALL AYES. Motion passed. PUBLIC FORUM: There was no one in the audience wishing to speak. COUNCIL LIAISON REPORT: There was no Council Liaison present to give the report. PLANNING ACTION REVIEW: PLANNING ACTION: PA-2018-00531 SUBJECT PROPERTY: 426 B Street APPLICANT/OWNER: Rogue Planning & Development Services/Mira & Justin Adams DESCRIPTION: A request for Site Design Review for 420 square-foot Accessory Residential Unit with an attached single vehicle garage to be built where the carriage house stands at the rear of the property. Applicant is requesting a Conditional Use Permit to allow for the use of the Accessory Residential Unit as a ation part of the year as well. COMPREHENSIVE PLAN DESIGNATION: Low Density, Multi-Family Residential; ZONING: R-2; : 39 1E 09BA; TAX LOT: 16700 There was no ex-parte communication or conflict of interest indicated by the Commission. Kaufman gave the staff report for PA-2018-00531. Shostrom opened the public hearing to the applicants. Amy Gunter of Rogue Planning and Development, 33 N Central #213, Medford, OR and Jason Eaton, Contractor, 957 Bellview, Ashland, OR, addressed the Commission regarding this planning action. Ms. Gunter stated they made changes to the plan to be more compatible in the Historic District. Retention of the carriage house was not considered for many reasons including the fact that it is not structurally feasible to convert to a code compliant building. Mr. Eaton spoke about the building itself and stated that there is no floor and no shear on the walls of the structure and trying to salvage the building would not be cost effective. Ms. Gunter stated that the couple that bought the home, they want to keep the home as it is. She went on to say that and keep the project cost effective. Mr. Eaton declared that the simple design was the motivator for this project. Shostrom closed the public hearing and opened to the Commission for comments. more of an effort to save the historic and very rare outbuilding. They did understand the fact that because of the accessibility and fire- Giordano motioned to approve PA-2018-00531 as presented. Whitford seconded. Voice vote. Aye: Shostrom. Nay: Skibby, Swink, Emery. (No votes were indicated because of the applicants disinterest in saving the outbuilding) Motion repealed due to Von Chamier coming in late to the meeting. After briefing Von Chamier on the project there was a long discussion regarding siding and setback of the garage. New motion presented: Shostrom motioned to approve PA-2018-00531 with recommendations. Emery seconded. Voice vote. ALL AYES. Motion passed. Recommendations for PA-2018-00531: -set for the one-car garage portion on both the north and south side of the structure (AMC 18.4.2.050.B.4). Match corner board and window trim to main residence (AMC 18.4.2.050.C.2). Eaves should have closed soffits with 2 x 4 tails and 1 x 6 faces (AMC 18.4.2.050.C.2). All other blurbs have been turned in. COMMISSION ITEMS NOT ON AGENDA: Ellen Babbin, visitor to the meeting, announced that she is very interested in becoming a member of the Historic Commission.
