DESCRIPTION: A request for Site Design Review approval for a balcony addition for the property
located at 25 North Main Street. The application includes a request for two Exceptions to the Site
Development and Design Standards: 1) to allow a balcony on the front of the building extending
into the North Main Street right-of-way where the Downtown Design Standards in AMC
18.4.2.060.C.2 prohibit projecting balconies in a street facing elevation; and 2) to allow an addition
on a primary façade or elevation that is visually prominent from a public right-of-way or that
obscures character defining features where the Historic District Design Standards in AMC
18.4.2.050.B.12 direct that such additions are to be avoided. The application also proposes to

CALL TO ORDER:
Commission Chair, Mr. Skibby called the meeting to order at 6:03pm in the Siskiyou Room at the Community
Development and Engineering Offices located at 51 Winburn Way, Ashland OR 97520.

APPROVAL OF MINUTES:
Shostrom motioned to approve minutes from March 2, 2016. Swink seconded. Giordano and Ladygo abstained.
PUBLIC FORUM:
There was no one in the audience wishing to speak.
COUNCIL LIAISON REPORT:
Voisin gave the Council Liaison report. Items discussed were:

Mayor Stromberg to give his report on findings to the Public Arts Commission process on April 18.
A report from Public Works from the Multi-module committee was submitted in regards to the parking
plan.
The proposal to close a lane on N. Main to allow for a bike lane and loading zones (Road Diet) will go
out to the public for vote. Voisin to ask Mr. Faught for a finalized report and presentation to go before
the Historic Commission.
Cost of parking tickets to increase to 22.00.
Polluted soil in RR district to be taken out by rail. Approximately 7 acres will removed with new soil put
in starting in the fall of 2016.
The winter shelter for the homeless at Pioneer Hall to continue for another year. The contract is being
reviewed for updates.
Aggressive panhandling ordinance has been updated.
Water bills will see an 8 % increase. The funds will go towards a new water treatment plant.
Skibby asked Voisin for an update on Iron Mike. Voisin stated that there will be a celebration on or around July

4 and would like the Historic Commission to be involved.
Skibby asked that discussion items be moved to the top of the agenda so that Dan Merrill may speak first.
DISCUSSION ITEMS:
Historic Markers project update Golden Spike historic marker
Dan Merrill spoke about the Golden Spike historic marker in RR Park. Mr. Merrill went into detail about the
circular plaque that will be mounted on a rock near the historic site. The total cost for the plaque will be about
$600.00 and most of the plants around the site will be donated at no cost. He would like any one that has any
input on this project to please contact him directly. There will be a dedication and ribbon cutting later this year.
Skibby read aloud the procedure for public hearings.
PLANNING ACTION REVIEW:
PLANNING ACTION: PA-2016-00387
SUBJECT PROPERTY: 95 N. Main St.
OWNER: Dan Durant
APPLICANT: Kistler Small and White, LLC
DESCRIPTION: A request for Site Design Review approval for exterior changes to a contributing
property in the Downtown Historic District. The proposal is to make changes to the front façade of the building
facing N. Main St. incorporating some of the features from the original historic structure and to make changes

There was no conflict of interest or ex-parte contact with the applicants. Swink mentioned he spoke with Mr.
Small on the street but there was no information exchanged regarding the project.
Schexnayder gave the staff report for PA-2016-00387.
Skibby opened the public hearing to the applicant.
Mr. Matt Small of Kistler, Small and White addressed the Commission regarding PA-2016-00387. Mr. Small
spoke in depth about phase 2 of the project.
Skibby closed the public hearing and opened to the Commission for discussion.
The Commission discussed things such as structural upgrades, door and window changes, and the loss of
residential units.
Mr. Small asked for rebuttal time and it was granted. During his rebuttal time he referenced the fact that the
condo will help pay for the building project. He went on to say that the window frame material should not be
the one thing to hold up this project.
Mr. Dan Durant, owner of Brothers Restaurant wanted it stated on record that the windows will be changed
to wood.
Ladygo motioned to approve PA-2016-00387 with below recommendation. Swink seconded. No one
opposed.

The Ashland Planning Division Staff has received a complete application for the property noted above.
Any affected property owner or resident has a right to submit written comments to the City of Ashland Planning Division, 51 Winburn
Way, Ashland, Oregon 97520 prior to 4:30 p.m. on the deadline date shown above.
Ashland Planning Division Staff determine if a Land Use application is complete within 30 days of submittal. Upon determination of completeness, a
notice is sent to surrounding properties within 200 feet of the property submitting application which allows for a 14 day comment period. After the
comment period and not more than 45 days from the application being deemed complete, the Planning Division Staff shall make a final decision on the
application. A notice of decision is mailed to the same properties within 5 days of decision. An appeal to the Planning Commission of the Planning

The ordinance criteria applicable to this application are attached to this notice. Oregon law states that failure to raise an objection concerning this

appeal to the Land Use Board of Appeals (LUBA) on that issue. Failure to specify which ordinance criterion the objection is based on also precludes your
right of appeal to LUBA on that criterion. Failure of the applicant to raise constitutional or other issues relating to proposed conditions of approval with
sufficient specificity to allow this Department to respond to the issue precludes an action for damages in circuit court.

SITE DESIGN AND USE STANDARDS
18.5.2.050
The following criteria shall be used to approve or deny an application:
A. Underlying Zone: The proposal complies with all of the applicable provisions of the underlying zone (part 18.2), including but not limited to: building and
yard setbacks, lot area and dimensions, density and floor area, lot coverage, building height, building orientation, architecture, and other applicable
standards.
B. Overlay Zones: The proposal complies with applicable overlay zone requirements (part 18.3).
C. Site Development and Design Standards: The proposal complies with the applicable Site Development and Design Standards of part 18.4, except as
provided by subsection E, below.
D. City Facilities: The proposal complies with the applicable standards in section 18.4.6 Public Facilities and that adequate capacity of City facilities for
water, sewer, electricity, urban storm drainage, paved access to and throughout the property and adequate transportation can and will be provided to the
subject property.
E. Exception to the Site Development and Design Standards. The approval authority may approve exceptions to the Site Development and Design
Standards of part 18.4 if the circumstances in either subsection 1 or 2, below, are found to exist.
1. There is a demonstrable difficulty meeting the specific requirements of the Site Development and Design Standards due to a unique or unusual
aspect of an existing structure or the proposed use of a site; and approval of the exception will not substantially negatively impact adjacent
properties; and approval of the exception is consistent with the stated purpose of the Site Development and Design; and the exception requested is
the minimum which would alleviate the difficulty.; or
2. There is no demonstrable difficulty in meeting the specific requirements, but granting the exception will result in a design that equally or better
achieves the stated purpose of the Site Development and Design Standards.

Subject: proposed mural on Calle Guanajuato
Dear Historic Commissioners,
This email is to keep you in the loop on the proposed mural on Calle Guanajuato.
The Public Art Commission has voted to approve the proposed mural for Calle
Guanajuato and forward our recommendation to the City Council for their final approval
at their meeting on May 17, 2016.
We understand there are several moving parts to this project and know that the first step
is final approval of the proposed mural design. Attached is a document from the artist
that you may find useful.
If approved by the City Council, the proposed mural will cover the wall of the Sesame
Kitchen facing the Calle.
Brandon Goldman, senior planner in the Community Development Department is guiding
this project through the site design and use process which I understand will come to you
for your review at an upcoming Historic Commission meeting.
As noted in a previous email from Ann Seltzer, the hope is that the artist can begin
painting in early June in order to complete the project by the July 4 weekend.

Public Art in Downtown Ashland
The Project
The City of Ashland Public Art Commission (PAC) seeks to commission an artist to design and execute a site
specific public art installation along an exterior pedestrian corridor linking Main Street to the Oregon
Shakespeare Festival theater campus and the city parking garage. This is a long concrete paved corridor
located between two privately owned commercial buildings. The site was chosen for a public art installation by
the City of Ashland Downtown Beautification Committee, and is located within Ashland’s nationally
registered Downtown Historic District.
Ashland is located in the picturesque Rogue Valley of Southern Oregon just 15 miles north of the California border.
Ashland is known as an artistic/intellectual city boasting numerous art galleries along with a strong performing arts
community and is the location of Southern Oregon University. Ashland citizens strongly identify with the
surrounding natural beauty of the area.
The application deadline is 5:00 p.m., October 1, 2016.
Project Intent
The vision for this project is to add an original permanent signature installation of contemporary art within the
city’s downtown commercial district. The finished theater corridor project is meant to enhance the barren
pedestrian corridor and transform it into a lighted artful walking experience encouraging exploration and use of
the walkway both day and night. Therefore, creative use of light should be a strong component of the work
combined with compelling daytime visual interest.
This project is located within the City of Ashland’s Nationally Registered Downtown Historic District and
adjacent to an historic building. The artwork cannot be affixed to building walls or obstruct access to these
walls. These adjacent buildings are approximately 10 to 20 feet tall. Clearance for proper building
maintenance must be maintained. The theater corridor is a span 142 feet long and approximately 14 to 16 feet
wide, with two stairways, and can be used in part or in total for the project. Refer to the attachments for photos
and dimensions. The PAC is seeking an original artistic vision for this pedestrian corridor that:
Visually and spatially enhances the experience of pedestrians on the corridor and adjacent sidewalks.
Creates a sense of place and pride by establishing a distinctive landmark compatible with the downtown
historic and commercial district
Is an originalsite specificengagingartworkactivatinguse ofthe walkwayatalltimes of day
Is compatible with the location in terms of scale, material, form, content, and safety considerations
Enhances the sense of place by being viewable in some way both day and night
Reimagines this public space by visually connecting it to the theater campus and Main Street
Is a durable exterior art work requiring minimum conservation and maintenance
Criteria
The Public Art Commission will evaluate all submissions based on the following criteria:
Professional Qualifications
Proven artistic merit and excellence of prior relevant work including experience creating visually
interesting exterior spaces that integrate lighting into the design.
Placemaking experience with original artistic vision
Experience fabricating and installing permanent artwork suitable for the outdoor environment

Experienceand willingnessworking within thecollaborativeprocesses ina publicsetting
Communicates well and can absorb ideas and articulate in a nonliteral way what has meaning to the
community
Project management experience and ability to manage funds and time well
Statement of approach to thisproject
Only artists who meet these criteria and eligibility requirements below should apply. References provided as
part of this application will be contacted prior to final selection.
Eligibility
This opportunity is open to established professional artists living in the western United States including the
states of Oregon, Washington, Idaho, Montana, Colorado, California, Nevada, Utah, Arizona, and New
Mexico. Only professional artists with reviewable portfolios are eligible to submit qualifications. Applicants
should have experience creating, fabricating and installing public art. Professional artists who have completed
public art projects of similar scale, scope, and budget are encouraged to apply.
Applicants who wish to be considered for this project should have experience creating durable outdoor public
art pieces, working within the public process, working with stakeholders, and a proven ability to fabricate and
engineer their own work or to work with engineers, fabricators and installers. Applicant must be able, either
working independently or with a professional lighting designer, to create a lighting design and lighting plan
denoting fixture specifications and placement, control specifications and locations, as well as, special detailing
for integrating all lighting elements into the project. The design must be original, demonstrate artistic
excellence and reflect the goals and objectives developed in conjunction with the commission. It must be
designed to be adequately and safely displayed, maintained and secured.
The selected artist will be required to provide evidence of appropriate liability, property damage, and workers
compensation insurance while working on the site.
The Award
$3,000 will be awarded to the selected applicant to develop two concept proposals
An all-inclusive award of $110,000 will be awarded to execute one of the concepts if approved. The
budget includes artist fees, and all costs associated with the engineering and fabrication of the art work,
delivery and installation.
The Process
Phase I
The Public Art Commission will review all complete applications and select one applicant to create two proposals.
Phase II
The selected applicant is required to make a site visit and meet with the PAC to discuss all necessary background
and project requirements. There will be at least two meetings with the PAC during the concept development phase
so preliminary ideas can be considered and discussed. Either the PAC or the artist may request additional

meetings.At thediscretionof the artist, these concept developmentmeetingscanbeinpersonor byvideo
conference, as distance requires. Thefinal concepts mustincludematerials,color
of each component,installation requirements, durability,maintenance guidelines, safety
considerations andbudgetwithline itemsdetailed. As lighting will bea very importantaspectof this project,
information shouldincludehow itwill beincorporated,what its characteristicswill be, how it will enhance the
night time appearance of the space andhow it will be energyefficient.Digital or physicalmodels
the artist for each conceptwithall elements represented tocorrect scale and proportion to the site.
Phase III
The PAC will review the final concepts. The artist will present the concepts in person to the community and the
Selection Panel. The Selection Panel will then review and electne concept. The PAC will
thenforward both concepts to the City Council
Phase IV
The artist will present both concepts in person to the City Council before a final selection is made.
Travel Expenses
The PAC will reimburse the artist (or one person per artistic team) up to $500 for each of the three required visits to
Ashland: 1) site visit at the beginning of the process, 2) presentation of the concepts to the public, and 3)
presentation to the City Council.

Additional Information
The PAC reserves the right to accept or reject any and all applications and proposals at any stage of the process or to
seek an artist through another process. Final approval of the project is given by the Ashland City Council.
Artists submitting qualifications and subsequent concept proposals for review will receive written notification of the
results of the selection process.
Submitting an application does not constitute an expressed or implied contract.

Deadline
Thedeadline for responding to this request for qualifications is October 3, 2016.
Responses must include the following and submit as a single PDF:
Artists interested in this project must prepare and submit a single PDF and include each item in the following
order:
1.Letter of Interest (Required): A letter not to exceed two pages outlining your interest in this project,
experience working on comparable projects, and a statement of pproach including lighting.Letter
must include address, email, and web site of artist.
2.Professional Resume (Required). A resume not to exceed two pages. Include artist training, professional
experience, and design and experience in environmental design. If submitting as a team, submit a resume
for each team member.
3.Images (Required). A maximum of ten (10) images of a variety of prior projects. Ten images per
application, not per team member. At least four of these images must be of relevant outdoor public art
pieces of which at least one with lighting incorporated into the project. Each image must be numbered and
include the title, date of completion/installation, media, dimensions (height x width x depth, in feet),
location, final project cost and a brief description of the work. Include the artist name.
4.Professional References (Required): A list of three (3) prior permanent public art project references with
contact information (name, title, organization, mailing address, phone number, and email address), the
name and location of the art work, and a brief description of the relationship.
