Ashland Housing and Human Services Commission Draft Minutes Date 7/25/2019 Call to Order Commission Chair Rohde called the meeting to order at 4:02 pm in the Siskiyou Room at the Community Development and Engineering Offices located at 51 Winburn Way, Ashland, Oregon, 97520. Motion passed Public Forum - none Review and Discussion of State Housing Bills Brandon Goldman / Senior Planner City of Ashland gave explanation of House Bill 2001 and how it will effect the city of Ashland. The new bill states Cities with population of 10k – 25k should provide for duplexes on single family zoned lots. City current rules only allow for duplexes on corner lots, the city will have to go thru a land use amendment process to allow Duplexes in those single family Zones. Dept of Land Conservation and Development will be developing a model code by December 2021 for communities to adopt by June 2022. The State bill did state that a Transportation study will not be required in order to adopt this land use change. Rich Rohde put forth for questions from commissioners. Hedie Parker - will the process have to go by planning? Brandon Goldman – Yes, any Land use changes must go thru planning commission and city council. Linda Reppond – did I understand that all of the R-1 areas will be eligible for duplexes? Brandon Goldman - yes. The bill is also redirecting Building Codes to look at amending restrictions for existing non-conforming units to be allowed. Jackie Bachman – did I hear there is an exemption to Historic Districts? Brandon Goldman – as it stands now most of our Historic Districts are already Multi Family Zones. Brandon Goldman provided spreadsheet of Housing Production units for 2018 in the City (see attached). He gave info for 2019 approved multifamily units are 175 at this time. Rich Rohde, Commission Chair reads summaries of each new housing bill thru State of Oregon. Commission decides they want to look into the State Bill 2916 and discuss it more at next meeting. Bellingham Washington Housing Levy Review and Discussion Commission discusses the possibility of a Levy happening here in the Rogue Valley and the existing Continuum of Care and what they are doing here in the Rogue Valley. Housing Forum Planning Update Gina Duquenne and Sarah Spansail– gave print out of recap for planning the Forum. They have settled on a date of Oct 21,2019 at Ashland Hills Hotel. Rich askes for consensus that this is the direction the commission wants to go. All agrees yes. More discussion at next meeting. SS Grant Application Changes Suggestions Linda Reid goes over examples of existing forms.Discussion about how to change the form or make a new form. Decide that work group should meet again after some questions are answered from United Way, maker of the form currently used. Next Housing Commission Regular Meeting 4:00-6:00 PM; August 22, 2019 in the Siskiyou Room of the Community Development Building Adjournment:Rich Rohde adjourned the meeting at 5:40p.m. Respectfully submitted by Liz Hamilton Memo DATE: 8/22/2019 TO: Housing and Human Services Commission FROM: Linda Reid, Housing Program Specialist RE: Affordable Housing Program Update At a Study Session held on December 17, 2018, Council directed staff to undertake an evaluation of the affordable housing program resolution (Resolution 2006-013) and affordable housing standards with a goal of balancing long term affordability while allowing a reasonable rate of return for homeowners and developers. To that end Staff is proposing several key items to consider for inclusion in a revision. Suggested Revisions: Providing for a fixed rate formula calculation for establishing the maximum resale price at an annual rate of increase of 1.5%. This fixed rate increase would be calculated from the homeowner’s initial purchase price. This method would replace the current variable calculation which incorporates lending interest rates, taxes, and homeowner association (HOA) dues. Under the fixed rate appreciation method there would be a more predictable resale price for homeowners within the affordable housing program. Further this new method of calculating resale price would ensure homeowners are not faced with a stagnant home value due to increasing HOA dues. In addition to amending the resale formula calculation to reflect a fixed rate approach, Staff will also recommend amending the Ashland Land Use Ordinance Affordable Housing Standards for purchase housing (section 18.2.5.050 C) to adjust asset limitations and clarify how the maximum monthly payments are determined. Removing the provisions within the Ashland Land Use Ordinance that target new homeownership units to households earning 60% AMI. Adjusting the 60%AMI target to households earning 80%AMI or below is necessary in Staff’s assessment as there are no longer lending packages for this lower income bracket and units are therefore difficult to finance at change of ownership. The pool of eligible purchasers at or below the 60%AMI level that can meet rigid lending requirements and have sufficient incomes to pay the monthly mortgage without being overburdened is quite limited. For this reason, the 60% AMI level has typically been utilized for the creation of subsidized rental housing within Ashland. Affordable ownership units under Ashland’s housing program typically target households earning 80% AMI. Habitat for Humanity is one of the few affordable housing providers that can create units for ownership at or DEPT. OF COMMUNITY DEVELOPMENT Tel: 541-488-5305 20 E. Further their program allows the homeowner to contribute 500 hours of sweat equity to effectively constitute a down payment. However, in recent discussions with Habitat for Humanity they indicated that their typical household has an income of approximately 70% AMI, and thus a requirement that affordable housing units be targeted to households earning 60%AMI was no longer consistent with their program or with the incomes of their qualifying households. Raising the qualifying incomes to 80%AMI would not preclude a household earing 60%AMI from purchasing a qualified unit, but it would enable households earning up to 80%AMI to qualify. Change the maximum rental amount calculation methodology to better align with State and Federal programs. The maximum rental amounts within the Ashland Housing Program contained within the Ashland Land Use Ordinance Affordable Housing Standards are currently calculated as follows: o 18.2.5.050 B.1: The rent charged for such affordable rental housing benefiting households earning 80 percent AMI or greater, including any home-owners association or maintenance fees, shall not exceed 23 percent of the qualifying monthly income (qualifying family income divided by twelve) as provided in the following formulas: o Table 18.2.5.050.B. Rent Charges for Affordable Rental Housing Unit Type Maximum Rent Charges Studio Apartment 23% of the average of 1 & 2 person qualifying monthly incomes 1 Bedroom 23% of the average of 2 & 3 person qualifying monthly incomes 2 Bedroom 23% of the average of 3, 4, & 5 person qualifying monthly incomes 3 Bedroom 23% of the average of 4, 5, 6, & 7 person qualifying monthly incomes 4 Bedroom 23% of the average of 5, 6, 7, & 8 person qualifying monthly incomes o Amending the above methodology to better align with existing State programs, that calculate the maximum rental amounts annually by income level (60, 80, 100,120% AMI) and unit type, will allow for consistency with State or Federally funded housing projects, and will allow rent consistency with other affordable housing located within the Medford-Ashland Metropolitan Service Area. Next Steps: Attached to this memo are the current Affordable Housing Standards (18.2.5.050) within the Ashland Land Use Ordinance, the adopted Resolution relating to qualified affordable housing units (Resolution 2006-13), and a general hand out regarding Ashland’s Affordable Housing Program income qualifications. This update is being presented to the Housing and Human Services Commission to solicit initial comments, and address questions, before Staff initiates the formal code amendment and resolution adoption process.
