Motion passed Public Forum-None OHRA -Winter Shelter Update Ken Gudgerand Michelle Arellano of Options for Helping Residents of Ashland (OHRA), presentedan update on the winter homeless shelter program, theiroperations, and the organizations general budget. Commissioners Jackie Bachman /Linda Reppondm/s that afterexamining the factsandfigures relating to the operationof the winter shelter,the HHSC discussed and agreed to recommend thatthe city council identify a sustainablecity funding source to support OHRA and the ongoing success of the winter shelter.Voice Vote: All Ayes. Motion passed CEAP Presentation Stu Green, Conservation Specialist, presented information about the City’s Climate and Energy Action Plan. (See AttachmentA) 2019 Buildable Lands Inventory Update Brandon Goldman, Senior Planner, presentedinformation about land availability and housing capacity for future development within the City and Urban Growth Boundary.Goldman further presented information regarding population projections changing demographics, and housing characteristics within the City.” Commissioners Linda Reppond / Jackie Bachmanm/sto recommend to City Council the approval of the Resolution to update the Buildable Land Inventory (BLI) technical reportas referenced in Appendix A of the Comprehensive Plan.Voice Vote: All Ayes. Motion passed Housing Forum Debrief Jackie Bachman–felt forum went well with good conversations. Wished it had been better attended. Gina Duquenne–feedbackwas that it needs to happen more often. Rich Rohde–reflection on social media was favorable. ErinCrowley -wants rental price gouging to be a topic that is worked on for the future Review and Approval of Annual Update to the CityCouncil The Commission reviewed the draft update, and recommended changes to the layout and removal of the education section. Rich Rohde and ErinCrowly will present the update to the City Council. Liaison Reports discussion Council(Dennis Slattery)-Absent Staff:Linda Reidprovided email from Kendrickfor commission to see. GeneralDiscussion:Rich Rohde discussed the proposedJail Levy and National AllianceonMental Illness (NAMI)recommendations(see Attachment B).Jackie Bachmanannounced theopen house for the winter shelterwill be at 5:30 Oct 30.Commissionersdiscussed asking PamPhan from theOregon Community Alliance of Tenants (OregonCAT)to come to the upcoming Commission’sRetreat and talk more about rental issues,Senior housing, and future direction for the Commission.
