HomeMy WebLinkAbout2001-06-27 Housing MIN ASHLAND HOUSING COMMISSION MINUTES JUNE 27, 2001 CALL TO ORDER - The meeting was called to order at 4:15 p.m. by Chair Larry Medinger. Other Commissioners present were Richard Seidman, Jan Vaughn, and Cate Hartzell. Joe McKeever arrived at 4:30 p.m. Absent members included Nancy Richardson, Joan Legg, and Diana Goodwin Shavey. Staff present were Bill Molnar and Sue Yates. Introductions - Tamara Henderson, SOU representative and Debbie Price with State Housing, were introduced. Consultant Job Description and Presentation to Council - The presentation to the Council is scheduled for Tuesday, July 3rd. The paperwork needs to be in by this Friday for the Council packet. Hartzell said she would make some corrections and adjustments to the document and either fax or e-mail the information to the Commissioners. Debbie Price noted it is important to mention Land Use Goal 10 in the proposal because then funding can be made available. Vaughn suggested introducing the document to the Council with Goal 10. There was discussion regarding whether the consultant would be an independent contractor or staff person and who will be supervising this person. Debbie Price said instead of doing a request for proposal, they could do a request for qualifications. There was discussion regarding setting an end time for the consultant. Medinger said he would write up a history of where the Housing Trust Fund came from. Molnar said the contracts with ACCESS for the Rental Assistance Program and First Time Home Buyer have come up. The Housing Commission needs to discuss whether to renew them. He thought there was $30,000 budgeted this year--$15,000 for each program. There is $67,000 remaining. Affordable Housing Request - ALLAN SANDLER, developer, spoke to the Commissioners about building affordable housing in another location in exchange for building high end housing on top of the new city parking garage. Seidman said he would like to see more information about the costs of building on the parking garage vs. on other bare land. McKeever said he would contact Sandler further on this matter. The Pines Trailer Park Update - Hartzell said the trailer park committee is in the process of cleaning up a draft document that contains requirements for owners of trailer parks. Much of what is in the document is based on and localizes what is available through state legislation. She can e-mail copies to the Commission. Carlus Harris, Ashland Community Land Trust (ACLT) - Harris spoke to the Commission regarding a cooperative presentation to the Council for funding. Harris has had e-mail conversations with Joan Legg. He thought they had some good ideas about a format for a joint presentation to the Council to get across each of their needs and still explain how they are working together. He thought each entity could put together their strategy and related costs and together craft a cover letter that would give an overall general view of what ACLT and the Housing Commission were trying to accomplish along with a timeline. Other Medinger announced Madeline Hill has resigned from the Commission. He would like a way to thank her. Molnar thought Aaron Benjamin has been newly appointed. ADJOURNMENT - The meeting was adjourned at 5:45 p.m.
