ASHLAND HOUSING COMMISSION
MINUTES
JUNE 26,1996
CALL TO ORDER
The meeting was called to order by Chairman Jack Ware at 4:10 p.m. Other Commissioners present
were Mahanay, Hill, Tiffany, Sea, and Vaughn. Absent members were Medinger, Hauck, and Kenefick.
Staff present were Madding and Yates.
ANNEXATION CRITERIA
Madding discussed the joint meeting of the City Council and the Housing Commission regarding
annexations. The Commissioners may have some feelings about that meeting that need to be
expressed. They will wait until Hauck is present to discuss.
STRATEGIC PLAN
The Commissioners decided to design a twelve month work plan that will begin July 1st. Madding
suggested assigning subcommittees for the prioritized tasks.
Gathering Data
Housing Survey - to be done by an intern or project
What is working in other communities?
Current affordable housing program (how to keep more houses in the program.
Lease Option home ownership for renters
Target Groups - problems they encounter
-prioritize groups
-renter/owner

Madding said she would contact the absent members to find out which subcommittee they would prefer to
serve on. Each subcommittee will do their best to meet before the next meeting which is
scheduled for July 31st at 4:00 p.m. The subcommittees will each develop a work program that they will
bring to the entire Commission on the 31st or a subsequent meeting.
OTHER
Hill explained her suggestion that developers annexing land put money in a fund for affordable housing in
lieu of building affordable housing. Her idea was for the money to be given to non-profit agencies who
could use the funds as seed money for home grants. She would just like to see this idea used
someplace. She also said whether land is annexed on the hillside or on the flat land, if a fund were
developed for affordable housing, it would be an opportunity to provide housing for the really needy.
Tiffany added that it was better to have a consistent policy no matter what the policy. Madding said all
the information would be passed onto Staff, the City Attorney, and the Council.
Sea asked Madding the best way to request things from Madding. Madding said she envisions herself
participating with each subcommittee and deciding from that point what her tasks are. Madding also
noted she is always available by phone.
