Reviewed Housing Trust Fund progress to date
Follow up necessary with non-respondents on the RFQ for a Revenue analysis, to
determine why they did not respond with a proposal.

Title: SOU Master Plan 2000-2010

2000-2010 Southern Oregon University Master Plan
The SOU master plan is a guiding document for the University which outlines their future activities for a
ten year period. Drafted in 2000 the existing ten year plan was approved by the Ashland City Council in
February 2005 and became the City recognized plan for future development on SOU property. While
the majority of the document is geared towards the internal needs of the university, both programmatic
and facility planning, it also recognizes the importance of the university to the rest of the community.
The key issues of the plan that affect the surrounding community are as follows:
Greensprings Village Development
Along Ashland Street to the east of the existing Greensprings Residents Hall (across
from Blockbusters) the Plan envisions a mixed use development that provides both
housing and commercial space. The plan indicates (p41) that the housing on this site
could be more appealing to older students.
Roca Canyon Faculty Housing
The Plan acknowledges that Ashland has a lack of affordable housing. The plan
states ÐFaculty starter housing \[on Roca Street\] will allow the University to attract new
talented educators and provide them with temporary residence on or near campusÑ.
General Student Housing Comments
- Cascade Complex continues as a focal point on the Corner of Indiana and
Madrone Streets and includes the only residence hall food service.
- Proposed Greensprings Village Development would include mixed use housing
along Ashland Street and less dense units in the interior.
- Develop Student Housing west of Cascade along Indiana Street.
Convocation/Instructional Center
This is proposed to be located at the corner of Ashland Street and Walker Avenue.
The development of this currently vacant site would create a clear entry point for the
university and result in an improved Ashland Street streetscape.
As part of this portion of the Master Plan the Rogue Valley Community Television
facility was completed in 2002. The primary buildings have yet to be developed at the
intersection.
Greensprings Village Development
Again along Ashland Street, just past the intersection with Siskiyou Boulevard, is a
proposed multi-opportunity development which could provide housing, commercial
space, or a development model for the University District. Given recent
redevelopment across the street from this property (Blockbuster Video), the concept
provides an exciting future for this section of Ashland Street.
Conceptual ÐUniversity DistrictÑ (plate 7.1 Î page 59)
Across Siskiyou Boulevard from the University is an area which the city has zoned
commercial and multi-family residential. A concept of the University master plan is to
work with the City to create an overlay zone that will encourage university related
uses to locate here, and to develop in a manner that will enhance the relationship
between this area and the University. No expansion of the university boundary is
proposed, nor is it the UniversityÓs intent to purchase these properties. Rather, it
would be similar to the HC (Healthcare ) zone around the hospital. The purpose of
the zone is to allow the underlying uses currently existing, but to also encourage
medically related uses should an owner wish to redevelop a site. The use may be
medically related, but does not have to be owned by the hospital.
The same approach is proposed for the University district, where the existing uses
would be allowed as they always have been, but future university related uses would
also be allowed, and perhaps encouraged.
For now, the university district is listed as a ÐconceptÑ of the plan, and implementation
of this concept will require future public hearings, zone changes, and ordinance
adoptions, all of which require a full public process.
The adoption of the SOU master plan by the City Council was a legislative planning action,
approved through the adoption of a resolution.
Ashland is extremely fortunate to have Southern Oregon University within our community. The
university adds to our diversity, the richness of our culture, and strengthens our overall
economy.
The master planning efforts of the University ensure that it will remain and strong and viable
institution within the Oregon University System, as well as ensure that it recognizes the values
and concerns of the Ashland community.
